About this file

This document is a Questions and Answers (Q&A) file related to a Request for Information (RFI) issued by the Naval Surface Warfare Center Panama City Division (NSWC PCD) for embedded autonomy capabilities for autonomous underwater vehicles (AUVs) and autonomous surface vehicles (ASVs).

The key details are:

  • The RFI is seeking information on AUV and ASV embedded autonomy capabilities for performing dynamic, reactive missions based on real-time sensor observations, such as obstacle avoidance, track and follow capabilities, dynamic route replanning, and in-situ task reprioritization.
  • Responses should include product descriptions, key technology details, product maturity, and country of origin.
  • The applicable NAICS code is 334511 with a size standard of 1,350 employees.
  • Responses are requested by November 26, 2024 and should be emailed to the points of contact.
  • The Navy may request further information, presentations, or site visits from respondents.
  • This RFI is for planning purposes only and does not commit the government to any procurement.

Questions/Answers for Sensing‐Based‐Autonomy Sources Sought. N61331‐25‐SN‐Q04

1.) Are you looking for any particular format for the information in the notice? We do not have a particular format we are looking for responses in, but if a summary of the different technologies capabilities and TRLs could be provided as part of the response that would be helpful.

2.) Will you be hosting any industry days anytime soon? No.

3.) If I may, would you be applying the solution to small craft like a RIB or something larger like the

LUSV? Would it be adapted to existing platforms and tied to a program of record? Open water or littoral environments? We are interested in solutions for both small craft and larger craft, as well as both open water and littoral environments.

4.) Regarding the underwater vehicle, are we looking at small vehicles (e.g. small torpedo sized craft or something larger? Open water or littoral? Similar to above, we are looking at solutions that range from small UUVs, such as torpedo sized craft, to larger UUVs for both open water and littoral environments.

5.) Is the desire to pursue something that operates at EMCON requiring only passive receipt of inputs or will the vision be something that actively transmits?

The current expectation is that the technology will require some active transmission, but if there are EMCON solutions those would be of interest for comparison with active transmission solutions in terms of their capabilities and feasibilities.

6.) Would you be able to share a hypothetical mission profile? I am unable to share a hypothetical mission profile at this time.

7.) Are you doing any work with airborne systems? Will the vision be to ultimately integrate it across multiple domains for cooperative operations?

We are not currently doing any work with airborne systems, however integration of these systems for multiple domain cooperative operations is part of potential future plans.

8.) 4.) To facilitate more effective engagement moving forward, would it be possible for you to share the NSWC Panama City command brief and an organizational chart? Please see link for the NSWC PCD public website, the information you are looking for may be contained here.

https://www.navsea.navy.mil/Home/Warfare‐Centers/NSWC‐Panama‐City/

9.) Question surrounding country of origin. Could you provide further clarification on any concerns related to this issue? With respect to country of origin, I am not entirely certain what the question is, but I believe it is related to what concerns we may have on country of origin.

Depending on the type of technology and solution, the country of origin for the software/hardware may impact the ability for us to potentially be able to integrate with some systems.

10.) This is the first for me, do you know of an effective way for them to be able to upload a large file? Can you share a DoD SAFE site link we could upload to? You can use the DoD Safe before

(https://safe.apps.mil/). Logging into the website, you are able to request a drop off to an email address, which will give them a chance to upload and send you a file larger than what can normally be emailed (believe a max of 8gb).

11.) Do you have a format preference for our response? If white paper, what is the ideal length for your team? If a presentation, how many slides would you prefer? White Papers and

Presentations are both fine. For White Papers, please 12 pages or less. For presentations, please 25 slides or less.
