About this file
This document is a Brand Name Justification to acquire Solinst brand depth level loggers for the Naval Sea Systems Command (NAVSEA), Naval Surface Warfare Center, Panama City Division (NSWC PCD).
The justification is for a firm fixed price purchase order to acquire 20 Solinst 3001 Level Loggers, which are water level and temperature data loggers used for recording water levels. The justification cites that Solinst is the only brand that will meet the government's needs, as the loggers will be used to support testing events and exercises requiring deep water capability from 500-1000 feet. Use of alternate equipment would require additional test procedures, security protocols, and safety protocols. The Contracting Officer has determined this order represents the best value to meet the government's needs. This procurement will be conducted as a Small Business Set Aside with a closing date of September 25, 2024.

Subj: BRAND NAME JUSTIFICATION TO ACQUIRE SOLINST BRAND DEPTH LEVEL LOGGER
1. Identification of the agency and the contracting activity, and specific identification of the document as a “Limited Sources Justification.”
This is a limited source justification. Contracting activity is the Naval Sea Systems Command, Naval Surface Warfare Center, Panama City Division (NSWC PCD), 110 Vernon Avenue, Panama City, FL 32407-7001.
2. Nature and/or description of the action being approved.
This action will award a firm fixed price purchase order, on a brand name basis, for the acquisition of Solinst brand depth level logger. The 3001 Level Logger is a water level and temperature data logger. It is used for recording water levels in monitoring and production wells, boreholes, lakes, rivers, tanks, etc. The Level Logger can be installed with a direct read cable for instant communications, or suspended on inexpensive wireline/cord from a lockable well cap. Competition will be limited to authorized resellers and distributors of Solinst brand equipment.
3. A description of the supplies or services required to meet the agency’s needs (including the estimated value).
This procurement is for the following:
Product Number Product Name Qty
114614 3001 Level Logger 5, M200 20
The Government’s minimum needs have been verified by the certifying technical and requirements personnel. This memo does not authorize acquisition for other requirements. This acquisition will be conducted using simplified acquisition procedures with a total dollar value above micro- purchase levels, but not exceeding the simplified acquisition threshold.
4. Identification of the justification rationale and, if applicable, a demonstration of the proposed contractor’s unique qualifications to provide the required supply or service. 10 U.S.C. 2304(c)(1).
Application for brand name description FAR 6.302-1(c).
Solinst is the only brand of equipment that will meet the Government’s needs for the following reasons. The Mine Warfare Readiness and Effectiveness Measurement (MIREM) team operating within the NSW PCD Computational Analysis Facility (CAF Lab) needs to purchase twenty (20) depth loggers to enable the scientists and engineers as they execute their duties supporting testing events and exercises. The depth loggers will enhance mission capability for deep water testing from 500-1000 ft. The Fleet requirement increased after the initial purchase to procure 20 more depth loggers. These deep water depth loggers will be utilized in an upcoming MIREM exercise as well in future events and exercises as deep water testing is necessary for mission success.
The items will be maintained by the MIREM team. Use of alternate equipment will require multiple test procedures, security protocols, and safety protocols. For consistency of data results and for the safety of ALL test personnel, it is imperative that ALL depth loggers are the same and uniform.
Additionally, the test team will not be able to provide vertical localization error for all targets during MIREM 25-
2. Future events will be unable to support deep water objectives without the ability to track case depths. Therefore, it is imperative that Solinst brand depth loggers are acquired as soon as possible.
5. A determination by the ordering activity contracting officer that the order represents the best value consistent with FAR 13.106-1(b).
The Contracting Officer has determined that the order represents the best value and results in the lowest overall cost alternative (considering price, special features, administrative costs, etc.) to meet the Government’s needs.
6. A description of the market research conducted among schedule holders and the results or a statement of the reason market research was not conducted.
For the reasons specified in paragraph 4 above, Solinst brand depth loggers is the only brand of equipment that will meet the Government’s needs.
7. Any other facts supporting the justification.
None.
8. A statement of the actions, if any, the agency may take to remove or overcome any barriers that led to the restricted consideration before any subsequent acquisition for the supplies or services is made.
For the reasons specified in paragraph 4 above, Solinst brand depth loggers is the only brand of equipment that will meet the Government’s needs.
