About this file

This document is a Sole Source Justification for the purchase of S1000D PDF Publisher technical support services. The Naval Surface Warfare Center Panama City Division (NSWC PCD) requires these specialized technical support services to upgrade and maintain the PDF Publisher software used to produce PDF output for S1000D Interactive Electronic Technical Manuals (IETMs) in the NAVSEA Common Source Database (NCSDB). HII Fleet Support Group LLC (HII FSG), the original developer of the PDF Publisher software, is the only source that can provide these services due to their proprietary knowledge and in-depth understanding of the software design. The procurement includes a 1-year base period with three 1-year option periods, for a total potential performance period of up to 4 years. This sole source acquisition will be conducted using simplified acquisition procedures above the micro-purchase level. The Contracting Officer has determined this order represents the best value to meet the government's needs.

Subj: SOLE SOURCE JUSTIFICATION FOR PURCHASE OF S1000D PDF PUBLISHER

TECHNICAL SUPPORT SERVICES

1. Identification of the agency and the contracting activity, and specific identification of the document as a “Sole Source Justification.”

This is a sole source justification. Contracting activity is the Naval Surface Warfare Center Panama City Division (NSWC PCD), 110 Vernon Avenue, Panama City, FL 32407-7001.

2. Nature and/or description of the action being approved.

This action will award a firm fixed price (FFP) purchase order, on a sole source basis, to HII Fleet Support Group LLC (HII FSG), 5701 Cleveland Street, Virginia Beach, Virginia 23462 (Cage Code 1LT84), for S1000D PDF Publisher technical support services in support of the NAVLOGTD Contenta NAVSEA Common Source Database (NCSDB) administration program.

3. A description of the supplies or services required to meet the agency’s needs (including the estimated value).

This procurement action is to acquire S1000D PDF Publisher technical support services in support of the NAVLOGTD Contenta NAVSEA Common Source Database (NCSDB) administration. The base period of performance is from date of award until twelve (12) months after award of purchase order. This procurement also contains three (3) one-year options for a total period of performance up to four (4) years.

The Government’s minimum needs have been verified by the certifying technical and requirements personnel. This memo does not authorize acquisition for other requirements. The publishing services being acquired are commercial in nature. Therefore, this acquisition will be conducted using simplified acquisition procedures with a total dollar value above micro-purchase levels.

4. Identification of the justification rationale and, if applicable, a demonstration of the proposed contractor’s unique qualifications to provide the required supply or service.

10 U.S.C. 2304(c) (1) - Only one responsible source and no other supplies or services will satisfy agency requirements, FAR 6.302-1.

The Naval Surface Warfare Center Panama City Division (NSWC PCD), Logistics Technical Information Branch, Code S43, has a requirement for the continued support of Naval Sea Systems Command (NAVSEA) Common Source Database (NCSDB) providing S1000D Interactive Electronic Technical Manual (IETM) publications for Fleet users and Technical Manual developers. Users of S1000D Interactive Electronic Technical Manuals require PDF output produced by PDF Publisher software. As the NCSDB software evolves and newer versions are implemented, PDF Publisher software requires modifications to be able to produce the needed PDF output for S1000D IETMs for the Fleet. This requirement is to provide highly specialized technical support services related to upgrading the outdated PDF Publisher software to work with the latest versions of the NCSDB and to resolve problems that may be identified with the S1000D PDF Publisher in order to ensure uninterrupted PDF output of Technical Manuals for Fleet users. The HII Fleet Support Group LLC was the Original Developer (OEM) of the PDF Publisher software that works within this specialized S1000D database. Provision of these services requires the use of proprietary Original Developer’s data that currently reside only at HII Fleet Support Group LLC. Thus, HII Fleet Support Group LLC is the only source that can supply the required services because of their unique and in-depth knowledge of the S1000D PDF Publisher design. Use of an alternate source may cause inconsistency in the documentation that may cause inaccuracies in the Electronic Technical Manual. Inaccurate Technical Manuals may cause harm to US Navy personnel and may also damage critical US navy assets. Therefore, it is imperative that continued support is acquired from HII Fleet Support Group.

5. A determination by the ordering activity contracting officer that the order represents the best value consistent with FAR 13.106-1(b).

The Contracting Officer has determined that the order represents the best value and results in the lowest overall cost alternative (considering price, special features, administrative costs, etc.) to meet the Government’s needs.

6. A description of the market research conducted among schedule holders and the results or a statement of the reason market research was not conducted.

This requirement will be synopsized on the Commercial Opportunities website at SAM.gov per FAR 5.2. No additional market research was conducted because it is not practicable, for the reasons discussed in paragraph 4 above to substitute any other product.

7. Any other facts supporting the justification.

None

8. A statement of the actions, if any, the agency may take to remove or overcome any barriers that led to the restricted consideration before any subsequent acquisition for the supplies or services is made.

As stated in paragraph 4 above, HII Fleet Support Group LLC (HII FSG) is the only source that can meet the requirement.
