About this file

This document is a Sources Sought Notice for a Replacement Radiator Core Assembly for a tactical vehicle. The Naval Surface Warfare Center Panama City Division (NSWC PCD) is conducting a market survey to identify commercial industries that can provide procurement or manufacturing sources for the radiator core. The survey aims to assess the availability of current commercial product lines, industries' capabilities to design and manufacture a form-fit-function replacement, and to use materials and processes suitable for sustainment. Respondents are requested to provide information on their product line/solution, including details on physical characteristics, product history and maturity, manufacturing and sustainment, and cost. The notice provides a detailed description of the current radiator core and its specifications in the appendices. Responses are due by 12 pm CST on August 9, 2024, and should be submitted to julia.m.phillips8.civ@us.navy.mil or by mail. This is a market survey only, and no contract will be awarded from this announcement.

SOURCES SOUGHT NOTICE

REPLACEMENT RADIATOR CORE ASSEMBLY FOR TACTICAL VEHICLE

Purpose

The Naval Surface Warfare Center Panama City Division (NSWC PCD) is performing a market survey of commercial industries that can be a source for procurement, or a source for manufacturer, of a Replacement Radiator Core Assembly for a tactical vehicle.

By supporting this effort, you will be enabling the Department of Navy (DON) and the military services to better define current industrial sources, technical capabilities, established improved manufacturing processes and establish requirements for future acquisition decisions.

This is the first, in a series of Sources Sought Notices, associated with identification of industry sources that can be a source of procurement, or a source of manufacturer, for various cooling system components for tactical vehicles.

Information provided to NSWC PCD will not be shared or distributed beyond other U.S.

government agencies without express written consent from the provider.

Description

This market survey is intended to:

a) Assess the availability of current commercial product lines and capabilities as a potential source for procurement for the current Radiator Core.

b) Assess industries’ capabilities to design and manufacture a form, fit, functional and ruggedized Replacement Radiator Core.

c) Assess industries’ capabilities to construct the Replacement Radiator Core using materials and processes that are more suitable for sustainment, i.e., less susceptible to current Diminishing Manufacturing Sources and Material Shortages (DMSMS) concerns.

d) Assess industries’ capabilities to produce a Replacement Radiator Core.

The military service is looking for a procurement source for the current Radiator Core and /or a

Radiator Core that is a form, fit, functional replacement which is also more efficient and more sustainable than the following Radiator Core:

NSN: 2930-01-591-9633, Core, Radiator

A description of the current Radiator Core is provided in Appendix A.

Pictures of the current Radiator Core is provided in Appendix B.

At a minimum, the procurable Radiator Core, or the Replacement Radiator Core system must meet the critical, physical interface requirements, as highlighted in Appendix A.

Responses

Potential offers, with the ability to meet the requirements listed in the Replacement Radiator

Core description are requested to provide information on their product line/ product solution as either a Microsoft Word Document or Portable Document Format (PDF) file in memorandum format. Responses to this RFI should include supporting materials that provide a demonstration of your company’s capabilities and experience. For costs, please provide any applicable quantity discounts. The following information is requested (indicate if the information is an estimate or actual).

1. Product Description (including key features/functionality)

2. Physical Characteristics

3. Product History

4. Product Maturity

5. Product Service Life Assessment

6. Product Manufacturing and Sustainment (Estimated years that product will be in production or available for procurement.)

7. Cost (Unit Cost and quantity buy (if applicable))

In addition to illustrating the ability to meet the performance requirements, the following questions must also be answered within this RFI:

8. Is the item currently available in the commercial market IAW Federal Acquisition

Regulations Subpart 2.101?

9. If a commercial item exists but does not fully meet the above radiator replacement requirements, please provide an estimate on when an item would be available to meet the identified requirements.

The cover page of the RFI response should include the following:

1. Business Name

2. Business Size/type

3. Point of Contact Name

4. Business Address

5. Phone Number

6. Email Address

Responses received after the suspense date and time will not be entertained. Telephonic responses will not be entertained. Please e-mail responses with any supporting pictures or attachments to julia.m.phillips8.civ@us.navy.mil or mail to Naval Surface Warfare Center –

APPENDIX A

RADIATOR CORE ASSEMBLY

Measuring Guidelines (as used hereon):

Core height

This is ALWAYS measured between the headers, regardless of whether the tanks are side-by-side (crossflow design) or top-to-bottom (downflow design).

Core width

The core width is taken across the face of the core, between the side support rails. DO

NOT include the thickness of the side rails, only the FIN CORE SURFACE itself.

Core depth

This is best measured using a probe such as a wire coat hanger. Gently push it through the fins until it reaches the rear face and use your fingers to hold the dimension of the wire that went into the core. Extract it carefully and measure it.
