About this file

This document is an amendment to a solicitation (Solicitation Number N61331-24-R-0012) issued by the Naval Surface Warfare Center Panama City (NSWC PC) to provide an Indefinite Delivery Indefinite Quantity (IDIQ) contract for hardware, materials, and supplies to support various Navy programs.

The amendment provides responses to questions received regarding the solicitation. Key details include: 1) The synopsis listed Carriage Stream and Recovery System (CSTRS) as an example of potential supplies, but the government does not currently have an active requirement for CSTRS; 2) Past Performance Questionnaires are not required, only the submission of Past Performance References per the format in Section J.5; 3) Associate Contractor Agreements (ACAs) or Non-Disclosure Agreements (NDAs) with vendors/OEMs are not required at proposal submission, but may be needed later based on specific procurements; 4) The government does not have sample fabrication items, as there is currently no fabrication requirement under the existing task orders; and 5) The government cannot forecast the exact volume of buy vs. build items, as it will depend on customer needs across the various supported programs.

Summary of Changes

The following have been added by full text:

Amendment 0001:

Question 1: In the Synopsis, prior to the release of the Subject Solicitation, Carriage Stream and Recovery System (CSTRS) was provided as an example of the supplies and subsystems that may be involved with this effort.

However, the Solicitation does not reference CSTRS. Could you please advise if it is the intent of the Government to issue task orders related to the CSTRS system?

Answer 1: The synopsis listed Carraige Stream and Recovery System (CSTRS) as an example of the supplies and subsystems that may involve procuring items from OEMs. Any of the OEMS listed in the synopsis are listed as examples only as future orders may require making purchases from an OEM. The Government does not have an active requirement to make a purchase related to the CSTRS system at the moment, however this could change during the lifecycle of this contract. This IDIQ contract will provide supplies and components in support of all programs supported by NSWC PCD and its Sponsors and Government Partners.

Question 2: Section L has the Past Performance requirement with contract information; however is silent in the General Instructions on Past Performanve Questionnaires (PPQ) Are Past Perfomance Questionnaires required to be sent to the USG POCs?

Answer 2: There is no requirement to submit Past Performance Questionaires under this procurment. Thes submission of Past Performance References as indicated in Section L is required to be submitted in the format provided in the template under Section J.5.

Question 3: The Contractor shall enter into subcontracts, Associate Contractor Agreements (ACA), or Non- Disclosure Agreements (NDA) with pertinent vendors and OEMs as appropriate. Are these agreements expected at time of proposal or at the time of award?

Answer 3: Any Associate Contractor Agreements (ACA), or Non-Disclosure Agreements (NDA) may need to be entered into with pertenent vendors and OEMs as needed dependant on the equipment being procured at that time.

An ACA or NDA will not be required submit to the Government with the submission of theier proposal.

Question 4: Does the Government intent to give a sample of what the fabrication items could be since the requested sample tasks are for procurement?

Answer 4: The Government does not have a sample of what fabrication items may be. Under the current three orders there is no requirement for fabrication. This contract supports a wide variety of programs at NSWC-PCD and the Navy. The need for fabrication is dependant on the need of the customer and this will be identified if needed in a future delivery order.

Question 5: What is the volume of buy versus build expected on Delivery Orders?

N6133124R0012

Answer 5: The volume of buy items vs build items cannot be forecasted due to the wide variety of programs it supports. The volume of buys is much greater than the volume of builds but this is subject to change depending on the customers needs.

Question 6: Boston Dynmics will not provide a quote for the product on Att. J.2. The Sales Development - Government and Innovation Point of Contact stated it has been sent to the "...we already quoted this request through our partner network." Please advise on how to provide this quote.

Answer 6: If you are having trouble receiving a quote from Boston Dynamics, please provide your request to Mr.

Shaun Ray at sray@bostondynamics.com.
