Subj: BRAND NAME MEMORANDUM TO ACQUIRE ROSEMOUNT X-STREAM
GAS ANALYZERS
1. Identification of the agency and the contracting activity, and specific identification of the document as a “Limited Source Justification.”
This is a limited source justification. Contracting activity is the Naval Sea Systems Command, Naval Surface Warfare Center, Panama City Division (NSWC PCD), 110 Vernon Avenue, Panama City, FL 32407-7001 (Contracts Department Code 02).
2. Nature and/or description of the action being approved.
This action will award a purchase order, on a brand specific basis, to acquire Rosemount X-STREAM gas analyzers to provide greater capability of the unmanned diving operations inside the unmanned hyperbaric and environmental chambers at Navy Experimental Diving Unit’s (NEDU) Experimental Diving Facility. Competition will be limited to authorized distributors and resellers of Rosemount brand equipment.
3. A description of the supplies or services required to meet the agency’s needs (including the estimated value).

X-STREAM Enhanced General Purpose Process Gas Analyzer (XEGP) See Enclosure (1) For Analyzer Specifications
This acquisition will be conducted using simplified acquisition procedures. Contract action will be funded with FY2021 and FY 2022 Other Procurement, Navy (OPN) funds.
The Government’s minimum needs have been verified by the certifying technical and requirements personnel. This memo does not authorize acquisition for other requirements.
4. Identification of the justification rationale and, if applicable, a demonstration of the proposed contractor’s unique qualifications to provide the required supply or service. 10 U.S.C. 2304(c)(1), 10 U.S.C. 2304(d)(1)(B). Only one responsible source and no other supplies or services will satisfy agency requirements, FAR 6.302-1.
Pursuant to FAR 6.302-1, only Rosemount brand gas analyzers can be used in the Navy Experimental Diving Unit hyperbaric facilities by approval and direction of NAVSEA 00C. These components form highly specialized life support systems under the NAVSEA Diving Certification Authority. Only those articles which have been successfully tested are qualified. Procedures are specified under SS521-AA-MAN-010 U.S. Navy Diving and Manned Hyperbaric Certification Manual. The objective of this process is to verify that the life support system provides acceptable levels of operator safety throughout the specified operating range. The equipment is being acquired as new equipment to meet testing requirements of unmanned diving operations at NEDU.
Monitoring and controlling the gases of the diving equipment while testing under pressure is critical to meet the requirements to fulfill NAVSEA testing programs. The Rosemount gas analyzers requested are the ONLY equipment compatible with the current installed hardware and software control systems. In summary, using alternate equipment would prove costly in time and dollars to the government and to the mission.
Use of another system may change or introduce new parameters that may be harmful to all diving systems tested and maintained at NEDU. Therefore, it is imperative that this particular brand of equipment is purchased.
5. A determination by the ordering activity contracting officer that the order represents the best value consistent with FAR 13.106-1(b).
The Contracting Officer has determined that the order represents the best value and results in the lowest overall cost alternative (considering price, special features, administrative costs, etc.) to meet the Government’s needs.
6. A description of the market research conducted among schedule holders and the results or a statement of the reason market research was not conducted.
As stated in paragraph 4 above, Rosemount is the only suitable brand for these analyzers.
7. Any other facts supporting the justification.
Same type of system installed at NEDU and the controlling system required for operation.
8. A statement of the actions, if any, the agency may take to remove or overcome any barriers that led to the restricted consideration before any subsequent acquisition for the supplies or services is made.
As stated in paragraph 4 above, Rosemount brand products are the only suitable source for replacement components to match performance characteristics and maintain system certification.
