Industry Question Government Response
1. The Scope mentions the pick-up of “un-palletized” OBMs. Will the un-palletized OBMs require the Contractor to remove the OBMs from their vessels?
No. Engines will have been removed from the vessel and placed on or into, a suitable transport container:30Hp engines MFE will be either strapped to a pallet OR in a two wheeled "maintenance cradle" (most likely the former vice later). 250Hp engines, will be in a used OEM shipping container since the engines would be damaged laying flat on a pallet.
These services will be conducted by NSW personnel.
2. Would you be able to provide a list of the model numbers and years of the OBMs to be serviced?
Serial numbers to be provided with each BPA Call
3. The scope mentions the contractor should have the ability to pick up 5 OBMs at a time. Is there a minimum amount of OBMs that will be picked up during each retrieval or should it be assumed that we may need to pick up one outboard at a time?
As with above. The big engines are heavy. They will easily load and carry on a flatbed/stake truck, but it will compromise a pickup truck. BEST route would be the contractor uses a covered truck that has a lift on the back. We load it onto their lift, and they load their truck. But we DO have the ability to load and unload engines, pallets and shipping containers.
4. Should proposals be sent directly to your email?
Please submit your quote to my email:
vincent.j.tomasi@navy.mil
5. Is there a formatted list of line items you would like me to provide bids for? If not, is the following format of line items acceptable? o Evinrude 30 HP Multi Fuel Engine
- Inspection
- Refurbishment (includes Operational Testing) o Evinrude 250 HP Gen I and II OBM - Inspection -Refurbishment
The format you have will be sufficient. The Government realizes the refurbishment portion may vary if additional parts are required, so we will be expecting a quote for each refurbishment after the teardown and inspect to approve or disapprove the repair.
6. Would it be possible to extend the Offers Due date one week to allow for any changes to the scope that may arise from the technical team’s response.
The due date will be extended to 20 May 2020, 5pm
HST
7. After award of the contract when is the first OBM expected for inspection? Probably 2 weeks to 1 month.
