MEMORANDUM

Subj: SOLE SOURCE MEMORANDUM TO PERFORM ENVIRONMENTAL

QUALIFICATION TESTING OF THE ()

1. Identification of the agency and the contracting activity, and specific identification of the document as a “Limited Source Justification.”

This is a limited source justification. Contracting activity is the Naval Sea Systems Command, Naval Surface Warfare Center, Panama City Division (NSWC PCD, 110 Vernon Avenue, Panama City, FL 32407-7001 (Contracts Division Code CDC.

2. Nature and/or description of the action being approved.

This action will award a firm fixed price for the purchase of services from National Technical Systems, Inc. (NTS) for the environmental qualification testing of the in support of the project.

3. A description of the supplies or services required to meet the agency’s needs (including the estimated value).

The contract effort is to acquire the following testing:

The Government’s minimum needs have been verified by the certifying technical requirements personnel. This memo does not authorize acquisition for other requirements. The estimated value of this effort is not to exceed $45,590.00. The contract action will be funded with Operations and Maintenance, Navy (OMN funds.

4. Identification of the justification rationale and, if applicable, a demonstration of the proposed contractor’s unique qualifications to provide the required supply or service.

NTS has successfully performed EQT of an earlier hardware revision of the in the past, and it is in the Governments interest to have NTS perform tests on the current to maintain consistency in proven documentation and processes. Additionally, NTS has the uncommon qualification of being able to perform all of the 17 required EMI, shock, vibration, temperature, and humidity tests without having to outsource any services. To have these tests performed by other testing facilities that have not tested this unit before would cost the government additional time, travel expenses, and setup expenses, which would severely impact our schedule and budget.

Also, delaying this award of solicitation further based on competition could limit the capability of aboard multiple US , , and for installation in August 2020. Once this environmental testing is complete, the environmentally qualified design of the will be solidified and production of can begin. In order to achieve the August installation date, production of must begin in April 2020.

Without the , multiple US , , and will be unable to operate during deployment. This would degrade the mission capability of the ships, , and . Therefore, it is in the Government's best interest to purchase this service installation from NTS. The cost estimate from NTS for this service is considered reasonable and acceptable (see FAR 6.302-2 Unusual and Compelling Urgency, to justify a Sole Source Justification).

5. A determination by the ordering activity contracting officer that the order represents the best value consistent with FAR 13.106-1(b).

The Contracting Officer has determined that the order represents the best value and results in the lowest overall cost alternative (considering price, special features, administrative costs, etc.) to meet the Government’s needs.

6. A description of the market research conducted among schedule holders and the results or a statement of the reason market research was not conducted.

As stated in paragraph 4 above, due to the uncommon qualifications required and the Government’s installation schedule, NTS is the only vendor that can meet the requirement for the best price

7. Any other facts supporting the justification.

None

8. A statement of the actions, if any, the agency may take to remove or overcome any barriers that led to the restricted consideration before any subsequent acquisition for the supplies or services is made.

As stated in paragraph 4 above, due to the uncommon qualifications required and the Government’s installation schedule, NTS is the only vendor that can meet the requirement for the best price.
