MEMORANDUM

Subj: SOLE SOURCE MEMORANDUM TO ACQUIRE HUNTINGTON INGALLS

SERVICES FOR PROFESSITONAL ENGINEERING SERVICES FOR THE

DETECTION CLASSIFICATION LOCALIZATION AND TRACKING

(DCLT) PROJECT (PR TBD)

1. Identification of the agency and the contracting activity, and specific identification of the document as a “Limited Source Justification.”

This is a sole source justification. Contracting activity is the Naval Sea Systems Command, Naval Surface Warfare Center, Panama City Division (NSWC PCD), 110 Vernon Avenue, Panama City, FL 32407-7001 (Contracts Division Code 02).

2. Nature and/or description of the action being approved.

This action will award a firm fixed price purchase order to Huntington Ingalls Industries (HII)

Unmanned Maritime Systems, 209 Ellen Lane, Panama City, FL 32408 for professional

Engineering Services for support of the DCLT program. The POC for contract actions is

Christine Ford at (757) 226-1602.

3. A description of the supplies or services required to meet the agency’s needs

(including the estimated value).

The contract effort is to procure labor support and Other Direct Charges to develop active sonar algorithms and support modeling and simulation for DCLT. This acquisition will be conducted using simplified acquisition procedures with a total dollar value above micro-purchase levels, but not exceeding the simplified acquisition threshold of $250,000.00 per DPAP Memo 2018-O0013 dated 31 Apr 2018, estimated at $78,000.00. The Government’s minimum needs have been verified by the certifying technical and requirements personnel. This memo does not authorize acquisition for other requirements. The contract action will be funded with Fiscal Year 2019

Research, Development, Test and Evaluation (RDTE) funds.

4. Identification of the justification rationale and, if applicable, a demonstration of the proposed contractor’s unique qualifications to provide the required supply or service.

10 U.S.C. 2304(c)(1), 10 U.S.C. 2304(d)(1)(B). Only One Responsible Source and No Other

Supplies or Services Will Satisfy Agency Requirements FAR 6.302-1(a)(2)(iii)(B).

Only Huntington Ingalls, Inc. (HII) have the unique capabilities to provide these engineering services due to their current involvement in the DCLT program. This task requires development of active sonar algorithms and to support modeling and simulation efforts. HII is currently working on the project as lead investigator in the active sonar algorithm development. Any other engineering management group would require extensive time to learn the existing algorithm methodology causing duplication of efforts and costs. Therefore, it is in the government's best interest to award on a sole source basis to HII as the government does not expect significant savings through competition and expects significant delays impacting schedule due to duplication of efforts.

5. A determination by the ordering activity contracting officer that the order represents the best value consistent with FAR 13.106-1(b).

The Contracting Officer has determined that the order represents the best value and results in the lowest overall cost alternative (considering price, special features, administrative costs, etc.) to meet the Government’s needs.

6. A description of the market research conducted among schedule holders and the results or a statement of the reason market research was not conducted.

No additional market research was conducted because it is not practical, for the reasons discussed in paragraph 4 above, for any company other than Huntington Ingalls, the sole provider of services with required level of expertise and experience.

7. Any other facts supporting the justification.

None.

8. A statement of the actions, if any, the agency may take to remove or overcome any barriers that led to the restricted consideration before any subsequent acquisition for the supplies or services is made.

As stated in paragraph 4 above, Huntington Ingalls is the only company that can meet the requirement.

TECHNICAL AND REQUIREMENTS REQUESTING OFFICIAL

I certify that the facts and representations under my cognizance, which are included in this justification and its supporting acquisition planning data, except as noted herein, are complete and accurate to the best of my knowledge and belief.
