MEMORANDUM

Subj: SOLE SOURCE JUSTIFICATION TO PROCURE OMNI-AZIMUTH REFLECTORS

FROM ROZENDAL ASSOCIATES (1300762691)

1. Identification of the agency and the contracting activity, and specific identification of the document as a “Limited Source Justification.”

This is a sole source justification. Contracting activity is the Naval Sea Systems Command, Naval Surface Warfare Center, Panama City Division (NSWC PCD), 110 Vernon Avenue, Panama City, FL 32407-7001 (Contracts Division Code G).

2. Nature and/or description of the action being approved.

This action will award a firm fixed price purchase order to Rozendal Associates, Inc., 9530 Pathway St., Santee, CA 92071 to acquire Omni-Azimuth-Reflectors (RA-4110- 2M).

The Navy has fielded Omni-Azimuth Reflectors (RA-4110-2M) from Rozendal Associates class ships. The Omni-Azimuth-Reflectors (RA-4110-2M) is a proprietary item manufactured exclusively by Rozendal Associates. The parts being acquired are proprietary items designed to work and fit exclusively on the

The following items are being acquired: Omni-Azimuth-Reflectors, RA-4110-2M 56 each.

The estimated value of this effort is approximately The Government’s minimum needs have been verified by the certifying technical and requirements personnel. This memo does not authorize acquisition for other requirements. The contract action will be funded with 2018 Foreign Military Sales (FMS) Funds.

4. Identification of the justification rationale and, if applicable, a demonstration of the proposed contractor’s unique qualifications to provide the required supply or service.

10 U.S.C. 2304(c)(1), 10 U.S.C. 2304(d)(1)(B). Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements FAR 6.302-1(a)(2)(iii)(B).

This procurement is sole source for the following reasons.

Rozendal Associates is the only manufacturer for the Omni-Azimuth- Reflectors (RA-4110-2M).

No other contractors are authorized to manufacture Omni-Azimuth-Reflectors (RA-4110-2M).

There are no drawings for these proprietary parts, nor do any other manufacturers have access to the information necessary to reverse engineer the item. NSWC PCD has successfully integrated this equipment for use in the , fitting it to adjacent parts. Use of any other vendor would result in substantial effort to reintegrate and refit the items on the . For the Government to identify and evaluate another system, perform the field testing of the equipment, produce the required SHIPALT records and drawings, produce all of the required support documentation, and schedule ships for equipment installation and other tasks is estimated at a cost of $125,000 in development and installation costs and would exceed two years. The development costs are derived from the development, prototyping, Engineering Development Models (EDMs), design of adjacent parts for fitting and operating the part, and testing – totaling 125,000. Most of these costs were borne by the development program in the 1980’s. The two-year time estimate was derived from the amount of time which was required by Naval Coastal Systems Center to perform these identical tasks.

5. A determination by the ordering activity contracting officer that the order represents the best value consistent with FAR 13.106-1(b).

The Contracting Officer has determined that the order represents the best value and results in the lowest overall cost alternative (considering price, special features, administrative costs, etc.) to meet the Government’s needs.

6. A description of the market research conducted among schedule holders and the results or a statement of the reason market research was not conducted.

No additional market research was conducted because it is not practicable, for the reasons discussed in paragraph 4 above, for any company other than Rozendal Associates, Inc., can provide the required equipment. This requirement will be synopsized in the government point of entry fbo.gov.

7. Any other facts supporting the justification.

None

8. A statement of the actions, if any, the agency may take to remove or overcome any barriers that led to the restricted consideration before any subsequent acquisition for the supplies or services is made.

As stated in paragraph 4 above, Rozendal Associates is the only company that can provide the required equipment.
