Solicitation Questions:

1) Sec. L, 3.2.2 Evaluation, pg.78. This section is titled “Evaluation Criteria” but seems to introduce the factors required for the Non-Cost Price volume. Can the government clarify this section is not the evaluation criteria, but rather the instructions for this volume?

RESPONSE: Yes, Section L provides the Offeror with instructions on the information to include in the proposal and Section M details how the Government will evaluate the proposals based on the criteria from Section L.

2) Sec A, page 2. Please provide the total contract minimum and maximum value for this IDIQ contract.

RESPONSE: See FAR clause 52.216-9 located in Section I for Order Limitations.

3) Sec C, 3.4.2 Periodic Sample Testing, pg. 33. Who determines the size of the production lot? If the Contractor determines the size of the production lot, are there any guidelines or rules that must be followed when determining production lot size for the MK71, MK157 or MK 163?

RESPONSE: The Government will determine the size of the production lot when a delivery order is exercised.

4) Sec C, 3.4.3 TDD MK71 MOD 1 Sample Testing, pg. 33. Is this sample testing in addition to 3.4.2 Periodic Sample Testing? If no, please clarify how the order quantities in Table 3-3 and production lot quantities in 3.4.2 are different.

RESPONSE: No, The Periodic sample testing (sec 3.4.2) and TDD MK71 MOD 1 Sample Testing (3.4.3) is the same. Table 3-3 displays the required sample size based on the lot size or delivery order. Production lot quantities are the same as the order quantities in the table.

5) Example for above questions: If the Contractor choses a production lot of 50 units out of an Order Quantity of 225, how will the sample units be divided by production lot?

RESPONSE: According to table 3-3, if a production lot of 50 units is chosen, a sample quantity of 5 will be required.

6) Sec C, 3.4.3 TDD MK71 MOD 1 Sample Testing, pg. 33. Are there sample plans for the MK 157 and MK 163?

RESPONSE: Section 3.4.3 TDD MK71 MOD 1 Sample Testing only applies to TDD MK 71 Mod 1 sample plan. Sample plans are based on MK 157 and MK 163 and will be determined when a delivery order is exercised.

7) Sec C, 4.2, Government Furnished Equipment, pg.37. If the larger lot sizes are procured, the amount of GFE bomb plugs listed in the solicitation will likely need to be increased as a result of normal wear and tear. Does the government have enough GFE bomb plugs to support more than two (2) per lot?

RESPONSE: The Government will provide the required quantity of Electrical Receptacle Connector as identified in section C, 4.1 Government Furnished Material (GFM), for the delivery order exercised.

8) Sec I, Clauses Incorporated by Reference, pg. 73. Offeror respectfully requests the Government add FAR Clause 52.232-16 Progress Payments.

RESPONSE: The Government will amend the solicitation to add Clause 52.232-16.

9) Sec I, Clauses Incorporated by Reference, pg. 74. Offeror respectfully requests the Government add FAR Clause 252.232-7004 DoD Progress Payment Rates

RESPONSE: The Government will amend the solicitation to add Clause 252.232-7004

10) Sec I, 52.209-3 First Article Approval – Contractor, pg. 75. Per this clause, the delivery schedule for the first article test report is within 180 days from date of contract with an additional 30 days for Government to approve or disapprove. The delivery schedule for First Article Units is 1 year ADC per Section F – Deliveries and Performance. Is the Government expecting the Contractor to physically deliver the units 150 days after approval?

RESPONSE: NO, Section F is illustrating the base year and the option periods as 1 year each. Please refer to 52.209-3 as the delivery date.

Section F specifies the ordering periods for the base year and all option periods. The individual orders issued under this contract will specify the period of performance or delivery date for each task/delivery order.

11) Sec E Inspection and Acceptance. In past contracts, DCMA QAR involvement has been a requirement for this work. Should this be changed to inspected source?

RESPONSE: Inspection will be in accordance with section C, para 3.4.6 Inspection and Acceptance.

12) Sec L, Factor 2 Quality Assurance, (a), pg. 79. Does the Quality Management Plan refer to CDRL A015 (Quality Conformance Inspection and Test Plan – Production Conformance Inspection)?

RESPONSE: No, The Quality Conformance Inspection and Test Plan – Production Conformance Inspection and the Quality Management Plan are separate documents.

Technical Questions:

1) Is the government going to provide test equipment? Or is the contractor required to develop their own multiple 3-axis shielded coils?

RESPONSE: The contractor is responsible for procuring/developing test equipment on this contract. The contractor is responsible for developing a Calibration measurement requirement summary for the test equipment as specified in section C, 3.5.1 Calibration.

2) Are the noise limits specified in WS33708k going to be relaxed in order to eliminate the need for waivers against production TDDs?

RESPONSE: The noise limit requirements are per Weapon Specification WS33708L as invoked in this solicitation.

3) If the noise limits specified in WS33708 are not going to be relaxed, is a 5-sample RTA an option to reduce noise?

RESPONSE: The noise limit requirements are per Weapon Specification WS33708L as invoked in this solicitation. See clause HQ C-2-0059 for requirements for updating specifications and standards.

4) Is the sampling rate going to be changed to eliminate occasional noise issues experienced during High Temperature Operational testing of the sample units?

RESPONSE: There are no plans to change the sampling rate. If this needs to be changed the contractor can submit an ECP for evaluation as part of change process described in the SOW.

5) Has periodic testing determined that the aging time specified in drawing 6666026 is adequately long?

RESPONSE: The minimum age requirement is called out on drawing 6666026. The requirement specifies the appropriate procedure to monitor undesired changes during the assembly process.

6) Any thought of selecting a different seismic sensor vendor due to reliability issues?

RESPONSE: The Navy has not specified a new vendor for the seismic sensor. If there is a need to change the invoked source of supply, recommendations will be evaluated through the engineering change process.

7) Is a re-design going to be done to eliminate humidity issues that affect the performance of various subassemblies?

RESPONSE: All production units must meet the environmental requirements invoked in the specifications and drawings. Any issue encountered during the production process, may be assessed and addressed through the engineering change process.

8) Will GFM cores still be supplied uncoated even though coating is necessary to meet section drawing 6665863?

RESPONSE: The Government will provide uncoated versions of Tape wound cores for this contract.

9) Will an annual test set certification witnessed by a DCMA QAR representative be required?

RESPONSE: Test set certification will be established as part of the quality management plan set up by the Contractor.
