N61331-18-Q-0007 Q&A Q: Is there a statement of work?

A: Yes, there is a Performance Work Statement, which was not included in the solicitation by mistake. The PWS is added to the solicitation, which is extended to 12/4/17 04:30 PM CST.

Q: Standard Size.

A: NAICS 611420 Size $11,000,000.

Q: Pricing Spreadsheet on-site and off-site clarification?

A: On site means, courses offered through our training office that is conducted inside the installation. Off-site means outside the installation within the commuting area where NSWC-PCD attendants do not have to incur travel costs for courses that are offered by the provider or requested by the training officer to be conducted outside the installation where the provider coordinates the location, schedule, course, etc… and enough enrollments are achieved to conduct the course.

The pricing spreadsheet is a guide for what the Government expects at a minimum to evaluate each proposed training curriculum. Each vendor can submit its own training curriculum pricing in any format as long as the course and trainer information is provided.

Individual or range pricing are acceptable. However, it is recommended that off-site training is proposed with individual attendant pricing, but the vendor may provide or reflect pricing in individual or group terms.

Q: What about having only web-based courses?

A: These are already available with the purchase of the Solidworks licenses to an extent. For this requirement, our technical community needs instructor-led courses with subjects matching the plethora of Solidworks products owned to maximize the benefits or to fulfill a knowledge gap particular to a project’s need. For example, PWS 3.1Sheet Metal.
