The report shall be delivered with the data and binary files from the use of a hydrodynamic model (e.g. OrcaFlex). In addition, the Contractor shall provide technical input to the NAVFAC Site Approval Forms.

(CDRL A001)

3.1.2 The Contractor shall support the Government in analyzing and designing mechanical attachments to a connection point that may be an intermediary mooring, anchor point, or similar that ensures all forces between the automated Waterside Security Barrier and the existing PSB remain fully isolated.

3.1.3 The Contractor shall develop procedures for Back-Up

Operations (e.g. other than fully automated gate operations).

3.1.4 The Contractor shall provide the Government with control system documentation in support of certification and accreditation efforts undertaken by the Government.

Milestone (POA&M) (in MS Project and Adobe Portable Document Formats) that identifies critical dates and activities for government review, no later than ten (10) work-days after contract award. (CDRL A002)

3.2.2 The Contractor shall host a post-award contract meeting for this effort within thirty (30) days after contract award.

The purpose of the review is to answer or explain any uncertainties pertaining to contract fulfillment requirements, scientific methods, management procedures, reporting formats, and deliverable time schedules. The Contractor shall be responsible for publishing all meeting minutes in a timely manner. (CDRL A003)

3.3 Site Specifications

3.3.1 The Contractor shall ensure the Naval Station (NAVSTA)

Norfolk system is designed to accommodate a gate length of up to four hundred (400) foot as well as a gate opening/closing time of not greater than thirty (30) minutes in normal operating mode. Gate opening/closing time shall be measured from when the gate operation procedures are initiated until the time the gate has moved to the fully open/closed position.

3.3.2 As an Option to the Government the Contractor shall ensure the NAVSTA Mayport system is designed to accommodate a total barrier/gate length of one thousand (1000) feet, inclusive of a fully automated four hundred fifty (450) foot gate with an opening/closing time of not greater thirty (30) minutes, as well as a one hundred (100) foot small boat gate with an opening/closing time of not greater than ten (10) minutes.

Gate opening/closing time shall be measured from when the gate operation procedures are initiated until the time the gate has moved to the fully open/closed position.

3.4 Travel

Travel is anticipated to the installation sites (Naval Station Norfolk, VA and Naval Station Mayport, FL) as well as Panama City, FL for the conduct of the kickoff meeting and Washington, DC for conducting programmatic support. As part of the proposal, the Contractor shall propose the number of trips, number of personnel, and length of stay to provide the required technical services and information to meet the requirements of this SOW.

The Contractor shall coordinate the utilization of any required transportation associated with the conducting of site visits for information gathering purposes. This includes, but is not limited to, Navy approved work boats to accommodate necessary Contractor and Government personnel.
