SUMMARY OF CHANGES
SECTION A - SOLICITATION/CONTRACT FORM
The following have been modified:
QUESTIONS AND ANSWERS
PART II
1. Is there an expected contract award date?
Government Response: Government anticipates an award date on or about 31 October 2017.
2. Page 202, Reference Paragraph 2.5: Glossary of Abbreviations and Acronyms. Should each volume glossary include abbreviations and acronyms for just that value or for all volumes?
Government Response: Per Section L-Instructions to Offerors, “Each volume shall contain a glossary which includes all abbreviations, acronyms and their corresponding definitions that pertains to that volume only. Glossaries will not count against page limitations”. The Government’s intent is for each volume to include its own glossary of abbreviations and acronyms. Section L paragraph 2.5 will be revised for clarification.
3. Page 203, Reference Paragraph 3.2.a.vi: The Government will assess performance risk for each factor.
Does this risk assessment include Factor 4-Past Performance?
Government Response: Per Section L-Instructions to Offerors, The Government will assess performance risk for factors 1-3. Past Performance (Factor 4) will be evaluated for recency, relevancy and quality as stated in Section M of the solicitation. Section L Paragraph 3.2.a.vi will be revised to state, The Government will assess performance risk for Factors 1-3.
4. Page 204, Factor 1.e: Certificates of Compliance. Should the contractor include Certificates of Compliance in both the PDM deliverable and Volume 2? If yes, may it be included as an appendix?
Government Response: Certificates of Compliance are to be included in Volume II-Non-Price Proposal as part of the documentation required.
5. Page 204, Reference Factor 1: Manufacturing of PDM, FAT articles, and production articles shall all be at the same location. Is this requirement satisfied if full articles is assembles and shipped from the same location.
Government Response: First articles and production articles of each component (and assembly of those components) shall occur at the same locations (regardless of how many locations are involved).
6. In Purchase Description NQ/PD 10-01E, page 28, Section 6.3, it states that the Simulant/Surrogate shoot packs that are representative of the NSFV body armor system should be stitched a specific way (across the corners) and utilizing a specific thread (Tex 50 Aramid). Since it is a requirement of this solicitation to utilize a ballistic model that is certified to NIJ 0101.06, the manufacturer is required under NIJ standards to stitch the ballistic package according to the build sheet that was submitted at the time of NIJ certification.
Therefore, it is impossible to produce a surrogate shoot pack that is representative of the certified ballistic model if the manufacturer certified its ballistic model utilizing a different stitch pattern and thread than what is required in section 6.3 of the PD. How is the manufacturer to produce a viable Surrogate Shoot pack for FAT/LAT that complies with both the PD and NIJ requirements?
Government Response: The NIJ compliance/certification requirement for NSFV is limited to the ballistic package (ballistic filler configuration and composition). There is no expectation the surrogate shoot pack maintain NIJ certification form when produced to support verification testing, but the same ballistic material composition and configuration should be used. The stitching is required to prevent the ballistic material plies from separating during V50 testing.
7. In keeping with the same theme as question 1 above, section 6.3 of the PD also specifies how the Yoke Shoot pack is to be constructed for use in FAT/LAT. Once again, if the manufacturer is to keep its ballistic model consistent with what was certified, and in compliance with NIJ 0101.06 requirements, then a “Yoke Shoot pack” cannot be constructed according to section 6.3 of the PD and still be compliant with NIJ
0101.06 requirements. How is the manufacturer to produce a viable Surrogate Yoke Shoot pack for FAT/LAT that complies with both the PD and NIJ requirements?
Government Response: The NIJ compliance/certification requirement for NSFV is limited to the ballistic package (ballistic filler configuration and composition). There is no expectation the yoke shoot pack maintain NIJ certification form when produced to support verification testing, but the same ballistic material composition and configuration should be used with the exception that additional ballistic material added to the offerors yoke/collar design to meet the requirements of 3.5.2.2.1 should be included in the yoke shoot pack.
8. Also in line with question 2 above, how is the manufacturer supposed to construct the finished yoke/collar assembly for PDMs and production items and still comply with both NIJ and PD requirements?
Government Response: The NIJ compliance/certification requirement for NSFV is limited to the ballistic package (ballistic filler configuration and composition). There is no expectation the yoke shoot pack maintain NIJ certification form when produced to support verification testing, but the same ballistic material composition and configuration should be used with the exception that additional ballistic material added to the offerors yoke/collar design to meet the requirements of 3.5.2.2.1.
9. On pages 55 and 56 of the PD, Appendix E, labels for the ballistic inserts are specified. Once again, NIJ Standard 0101.06 has very specific labeling requirements, and the sample labels provided on pages 56 and 56 of the PD do not necessarily comply with what a manufacturer submitted for NIJ certification. How is the manufacturer to produce a viable ballistic insert label that complies with both the PD and NIJ requirements?
Government Response: The NIJ compliance/certification requirement for NSFV is limited to the ballistic package (ballistic filler configuration and composition). There is no expectation the ballistic insert label produced to comply with the PD will maintain NIJ certification.
10. There is no identification on Pattern/Template nor in NQ/PD 10-01F for the use and location of the materials listed on paragraphs: 3.2.4 c) 2 inch webbing, d) 1 inch nylon tape; 3.2.8 Grommets and 3.2.9 Washer.
Government Response:
-There is no 2” webbing used on the NSFV and that reference will be deleted in future revisions of the Purchase Description (PD) -The 1-inch nylon tape wraps/forms the edge of the yoke/collar assembly as depicted in Figure 7-C.
-Grommets and washers can be used to form the drain holes as depicted in Figures 3-C and 5-C and described in PD paragraph 3.5.3.8; additionally, the location of these holes is marked on the patterns.
11. Page 6 Paragraph 3.2.5 –Elastic. There are no final measurements by size. Please advise.
Government Response: The dimensions of the elastic are provided in the pattern file:
Waist Left Side NSFV-WAIST LEFT SIDE Cut 1 Elastic Waist Right Side NSFV-WAIST RIGHT SIDE Cut 1 Elastic
These pattern nomenclatures were inadvertently omitted from the PD paragraph 3.3.2 listing, but are included in the electronic pattern files provided.
12. Page 6 Paragraph 3.2.6- Hook & Loop –Can we use 4” width hook & loop, specifically on the from (inner shell) and also with the 4” elastic on the sides? Or are we allowed to cut the 5.5” wide hook & loop and bring it down to 4”?
Government Response: Either approach is acceptable.
13. Page 6 Paragraph 3.2.6- Hook & Loop states that hook and loop shall conform to Type II Class 1 of A-A- 55126 for all width, per hook and loop suppliers the 5.5 inches wide hook and loop is a Class 4.
Government Response: Class 4 is acceptable 5.5-inch hook and loop for PDM construction and submission. The government will research market availability of Class 1 in that width and consider a future change to the PD allowing Class 4 in lieu of Class 1 for the 5.5-inch width.
14. Page 6 Paragraph 3.2.10 Eyelets states that the eyelets shall conform to MIL-E-20652. Which Dash No.
listed in Table I of MIL-E-20652 shall the eyelet conforms?
Government Response: The eyelet (if used to provide drainage) should be sized sufficiently to allow water in the vest to drain out quickly and effectively per NSFV PD paragraph 3.5.3.8. A nominal inside diameter of 0.250” is recommended.
15. Page 7 Paragraphs 3.2.12 Oval ring and 3.2.13 Tension Lock, do you have a specific Supplier Part Number?
Government Response: Possible sources include:
ITW Nexus 1” Ladderloc, PN 104-0100 ITW Waterbury Buckle 1.5” Loop (oval ring), PN 01041-20-22857.
Disclaimer: This is not an endorsement or recommendation of a potential supplier.
16. Page 9-Item 30 Yoke Webbing- Drawing is not clear about location and use of this webbing. Please advise.
Government Response: The webbing should be configured as depicted in Figure 7-C to enable the vertical webbing strap to weave through the webbing loops on both the yoke and the inner back of the NSFV cover.
17. Section 2.4 of Instructions to Offerors states that the Proposal Cross-Reference Table “shall indicate the required proposal content.” Specifically, what constitutes the “required proposal content”? Are you asking for the location of the response for each SOW requirement or is it a more general reference (i.e. location of the 5 factors listed for Volume 2 and 3)?
Government Response: The cross-reference table shall state where the offeror’s response to the RFP requirements of Section L is located within the proposal (i.e. Volume #, page #). For example, if the Cover Letter is contained on page 2 of Volume I, then the cross reference table will list the Cover Letter and show that it is contained in Volume I, page 2
18. What are the differences in the content for the Master Table of Contents and the Proposal Cross-Reference Table?
Government Response: The Master Table of Contents is slightly duplicative of the Proposal Cross Reference Table. The main difference is that the Master Table of Contents shows the location of ALL the offeror’s responses to the solicitation whereas the Proposal Cross Reference only shows the location of the offeror’s responses to Section L only.
19. SOW: 3.1.1 – pg 135 of 212. The NSFV shall be manufactured in six (6) sizes; Extra-Small (XS), Medium (M), Large (L), Extra-Large (XL), Extra-Extra-Large (XXL), and Extra-Extra-Extra-Large (XXXL). PD and CLINS have seven sizes – are you missing Small (S) in the above paragraph?
Government Response: This question was addressed via Amendment 01. Section C-Statement of Work paragraphs 1.0 & 3.1.1 have been revised to include all seven (7) sizes.
20. Will the Navy accept a soft armor package that weighs significantly less than the 5 lbs/ft2 as set forth in the
PD? (Rationale, we have developed NIJ IIIA certified soft armor packages that weighs < 1.2 lbs.ft2 which significantly reduces weight and size profile.
Government Response: The PD lists a NTE areal density of 1.33/ft2. Yes, the Navy is willing to accept a lighter package.
21. Will the Navy accept more than one submission per company?
Government Response: Solicitation includes FAR Clause 52.204-22, Alternative Line Item Proposal. The clause states “The Offeror may submit one or more additional proposals with alternative line items, provided that alternative line items are consistent with subpart 4.10 of the Federal Acquisition Regulation.
However, acceptance of an alternative proposal is a unilateral decision made solely at the discretion of the Government. Offers that do not comply with the line items specified in this solicitation may be determined to be nonresponsive or unacceptable.”
PART I
22. In reviewing the N61331-17-R-0007 solicitation documents, I have come across two different explanations for the time period in which questions may be submitted. The first mention is on page 2 of 212 (30 days).
The second mention is on page 200 of 212 (15 days). Which of the two sections should bidders follow as the 15-days from issuance of the solicitation is near?
Government Response: All questions should be submitted via e-mail within thirty calendar days after issuance of this solicitation. Page 200 of 215, has been revised to reflect thirty (30) days.
23. Are CLINS 1022-1028, 2022-2028, 3022-3028, 4022-4028, and 5022-5028 duplicates of earlier CLINS as it appears the Black NSFV Vests appear twice per year? If not, is it the intention of the Navy to purchase partial systems (Base Vests without yoke/collar)?
Government Response:
CLIN descriptions have been revised as reflected in the table below and Section B of this document.

24. In NQ/PD 10-01E, are sections 3.5.2.1.3 and Section 4.5.13 only applicable if woven ballistic materials are used as ASTM-D-3886 is not applicable for unidirectional materials.
Government Response: Yes
25. In NQ/PD 10-01E, section 3.5.2.1.1 Ballistic Filler, it states: “Weight reduction of ballistic filler that exceeds 0.10 lbs/ft2 or more is desired." How does this statement factor in to this solicitation as there appears to be no incentive to reduce ballistic filler weight?
Government Response: Attachment J.1 has been revised to remove the following sentence from paragraph 3.5.2.1 "Weight reduction of the ballistic filler that exceeds 0.10 lb sq/ft or more is desired."
Attachment J.1 has also been revised to delete paragraphs 3.5.2.1.3 and 4.5.13 in their entirety.
26. Which manufacturer of the .44 MAG, 240-grain SJHP threat will the Navy use for FAT/LAT?
Government Response: Speer
27. In appendix D, Table III-D, are the armor test velocities correct? According to the NIJ, the 357-Sig is 1470
+/- 30 ft/sec and the .44 Mag is 1430 +/- ft/sec.
Government Response: The velocities are correct.
28. Page 204 of solicitation reads: “offeror shall submit three size medium PDM’s f the NSVF”. The color of the pdm is not specify. Does that means we can use either Black 3244 or Tan 499 for the PDM’s?
Government Response: Yes; the color can be black or tan.
29. In both paragraph 1.0 and 3.1.1 of the SOW, the Government state that NSFV will be manufactured in six
(6) sizes; it's actually seven (7). In both of those paragraphs size “Small” was omitted. It is included in the CLINs.
Government Response: Section C-Statement of Work paragraphs 1.0 and 3.1.1 have been revised to include all seven (7) sizes.

If subcontractor(s) will be used in production of NSFV, the PDM shall be representative of the subcontractor(s) effort. Manufacturing of PDM, FAT articles, and production articles shall all be the same location. Any deviations (e.g. color) shall be submitted to the PCO prior to submission to determine if deviation is authorized for the purposes of PDM submission.
Failure to submit three PDMs and appropriate documentation shall render the proposal un-awardable.
PDMs shall be retained by the Government as Government Property.
NOTE: It is the contractor’s responsibility to ensure all PDMs and solicitation documents are received by the contract specialist prior to the closing date and time established in Block #9 of the SF33.
FACTOR 2: BALLISTIC PERFORMANCE/MATERIAL DATA
The Offeror shall provide ballistic material data in the sequence provided below.
a. Ballistic Performance
The Offeror shall provide ballistic test data relevant to the ballistic performance requirements of the SOW and Attachment J-1. All test data sheets shall originate from an National Institute of Justice (NIJ) certified lab.
(1) Offeror shall provide NIJ certification letter for the ballistic package proposed for this solicitation
(2) Offeror shall provide the test data sheets that support the NIJ certification.
(3) Offeror shall provide test data sheets for V50, dry, zero degree obliquity fragmentation threats per
Appendix D of Attachment J-1.
(4) Offeror shall provide other certifications to which the proposed NSFV has qualified. These certifications shall be on certifying organization's letter head.
b. Ballistic Material
The Offeror shall provide description of ballistic material from an ISO/ICE 17025 accredited laboratory in the sequence below.
(1) Offeror shall provide the areal density of the ballistic filler measured without a cover in accordance with ASTM D3776, except units shall be expressed in lb/ft2.
(2) Offeror shall provide thickness (thinness) of ballistic filler measured without a cover to the nearest
0.01 inch when measured under 0.5 psi when tested in accordance with ASTM D1777.
(3) Offeror shall list material fiber types used in proposed ballistic package and where used (which layer).
FACTOR 3: MANUFACTURING CAPABILITY
The Offeror shall describe in detail, their ability to produce and deliver a minimum of 1,000 NSFV units per month, commencing 60 days after FAT approval/production contract award. Offerors shall describe proposed production and quality assurance plans to deliver a reliable product conforming to solicitation requirements. Provide in the sequence below:
a. The Offeror shall describe monthly maximum manufacturing capacity to produce the NSFV. The description shall include the percentage of capacity required to meet SOW requirements.
b. The Offeror shall describe in detail the proposed quality assurance plan and corrective action methods and how these will be implemented during the production process to deliver a reliable product under continuous production.
FACTOR 4: PAST PERFORMANCE
a. Provide up to three past performance references that reflect recent, relevant experience within the last five years that demonstrate the Offeror’s ability to handle the scope and breadth of the SOW. Three of the Prime's relevant past performances are desired, however, the Government will accept two Prime past performance references and one past performance reference from a teamed subcontractor. Example contracts may have been performed for Federal, State, and/or local Governments, as well as private industry. In addition to the Past Performance information required by Factor 4, Offerors may utilize Attachment J.6. If the offeror elect to include Attachment J.6, the information shall be completed by the past performance reference and submitted directly to the Contract Specialist by the solicitation closing date/time.
b. Include the following information for each past performance reference:
i. Contract/Task Order number
ii. Contract type
iii. Program name
iv. Total contract cost
v. Short description of work performed
vi. Description of how the work performed is relevant to the requirements in the SOW
vii. Names and valid phone number, e-mail address, and mailing address for the Procuring Contracting
Officer (PCO),
viii. Contracting Officer’s Representative (COR) and Program Manager (PM).
c. Offerors are responsible for providing contract descriptions and applicable experience in sufficient detail to permit evaluation of the example contract’s relevancy. If the Offeror does not provide up to three past performance references during the last five years, the Offeror shall address this and provide a written narrative detailing the reasons for not providing three references.
d. The relevancy of Offerors’ past work and how this experience will assist in performing under this contract shall be explained in detail. Offerors are advised that: (1) the Government may contact any or all references in the proposal and third parties (such as other customers, the DoD Past Performance Information Retrieval System (PPIRS), other Government contractors, the Environmental Protection Agency, the Department of Labor, consumer protection organizations, etc.) for performance information; (2) the Government reserves the right to use any such information received as part of its evaluation of the Offeror’s past performance;
(3) the Government reserves the right to directly solicit input on the Offeror’s past performance from any other sources and the Government may use any other data available to its evaluators, including the personal knowledge of those individuals; and (4) if the Offeror omits projects of which the Government evaluation team is aware or becomes aware, customer assessments may be sought from the relevant organization.
e. The Government reserves the right to limit or expand the number of references it contacts and to contact references other than those provided by the Offeror. If subcontracting is proposed for subject Contract/Task Order, past performance references where the Offeror has served as a prime Contractor with Subcontractors would be of interest.
f. If past performance is supplied for a firm who’s CAGE CODE and DUNS Number does not match the
CAGE CODE and DUNS NUMBER for the offeror, the offeror MUST provide a DETAILED written explanation of how the past performance information is relevant. For example, if the offeror provides past performance data from a different firm with a different CAGE CODE and DUNS NUMBER, the offeror’s proposal MUST clearly demonstrate how it will employ into this IDIQ Contract the same policies, procedures, processes, management, and similar systems and delineate how the offeror will achieve the same quality of past performance in performance of this IDIQ Contract. The proposal must clearly show how experience from any other entity other than the offeror is relevant to the offeror’s ability to perform.
The relevant considerations are whether the resources of a different firm will be provided or relied upon for contract performance such that the other firms(s) will have meaningful involvement in contract performance. Failure to provide an adequate connection and link between the offeror and the submitted past performance from a different firm(s) may result in a lower relevancy rating.
3.3 VOLUME III
FACTOR 5: PRICE PROPOSAL
a. Pricing information shall be submitted by completing the SF33 in its entirety. Offerors shall provide a price for each CLIN. $0.00 is not acceptable.
b. If any amendments to the solicitation are issued the Offeror must ensure that such SF 30 amendment(s) are signed, dated, and returned with the proposal by the submission date and time.
c. Ensure all the information for your company is current within the System For Award Management.
d. Complete and submit all required Representations and Certifications.
e. Submit a copy of the completed SF33 and signed amendments (if any).
