MEMORANDUM

From:

To:

Subj: SOLE SOURCE MEMORANDUM TO ACQUIRE: ALUMINUM CABINET’S

SLIDES (140 PAIRS) FROM JONATHAN ENGINEERED SOLUTIONS

(ERP Requisition 1300573782)

1. Identification of the agency and the contracting activity, and specific identification of the document as a “Limited Source Justification.”

This is a sole source justification. Contracting activity is the Naval Sea Systems Command, Naval Surface Warfare Center, Panama City Division (NSWC PCD), 110 Vernon Avenue, Panama City, FL 32407-7001 (Contracts Division Code 02).

2. Nature and/or description of the action being approved.

This action will award a firm fixed price purchase order to Jonathan Engineered Solutions, 410 Exchange Suite 200 Irvine CA 92602, to supply 140 pair of aluminum slides for the new installation of the MEDAL system aboard MCM Class ships.

3. A description of the supplies or services required to meet the agency’s needs (including the estimated value).

The contract effort is to procure 140 pairs of aluminum cabinets slides. The following items are being procured:

Item Part Number Qty Unit Price Amount

SLIDE-STD 22 120QD-22-P 15

SLIDE-STD 18 128QD-18-P 30

SLIDE-STD 24 145QD-24-P 30

SLIDE-STD 18 w/lock 250QD-18-P 50

SLIDE-STD 18 IN 120QD-18-P 15

This memo does not authorize acquisition for other requirements. The estimated value of this effort is approximately. The contract action will be funded with Fiscal Year 2014 Other Procurement, Navy (OPN) funds.

4. Identification of the justification rationale (see FAR 8.405-6(a) and (b)) and, if applicable, a demonstration of the proposed contractor’s unique qualifications to provide the required supply or service.

Jonathan Engineered Solutions’ slides were selected by the original design activity(Lockheed- Martin) and as such these were the slides tested in conjunction with other equipment to meet “Grade A” as defined on MIL-STD-901D, Requirements for High Impact Machinery and Equipment. As NSWC PCD request a change to install new equipment inside the rack a new evaluation needs to be completed by the Tech Warrant Holder of the existing “Shock Qualification”. Based on previous experiences in this area our team of engineers is looking to obtain from the Tech Warrant Holder what is known as an “Extension” of the current certification which could be obtained by minimizing changes in type of material and hardware. It is in the best interest from the financial and engineering standpoint to minimize changes for critical equipment aboard a ship. If the Tech Warrant holder determines that too many changes has been performed and there are doubts and questions about the new hardware installed a barge test would have to be completed. A barge test will cost the MEDAL program no less than and the time required to prepare testing documentation, testing logistic, and testing reports will exceed our timeline to install the new version of MEDAL aboard the MCM Class.

Previous paragraph addressed one reason to justify the procurement but the other engineering reason is the cost involved in reverse engineering, produce and revise drawings by using other manufacturer’s slides as the slides are the same of other existing assemblies inside the rack. By using the slides from Jonathan Engineered Solutions all mechanical dimensions and tolerances associated with the assembly remain unchanged. If the Jonathan Engineered Solutions’ slides are not procured the government would have to incur in an extra estimated cost of for labor without accounting other logistic and configuration management related cost to update such documentation.

5. A determination by the ordering activity contracting officer that the order represents the best value consistent with FAR 8.404(d).

The Contracting Officer has determined that the order represents the best value and results in the lowest overall cost alternative (considering price, special features, administrative costs, etc.) to meet the Government’s needs.

6. A description of the market research conducted among schedule holders and the results or a statement of the reason market research was not conducted.

No additional market research was for the reasons discussed in paragraph 4 above, for any company other than Jonathan Engineered Solutions to supply the slides under this procurement.

7. Any other facts supporting the justification.

None

8. A statement of the actions, if any, the agency may take to remove or overcome any barriers that led to the restricted consideration before any subsequent acquisition for the supplies or services is made.

As stated in paragraph 4 above, Jonathan Engineered Solutions’ slides passed all test for critical equipment aboard MCM’s ships and all the engineering effort as well as the engineering documentation is applicable for our current effort.
