SOURCES SOUGHT/SYNOPSIS ANNOUNCEMENT

FOR THE MARITIME DATA COLLECTION PROGRAM (MDCP)

SOFTWARE PRODUCTS

REFERENCE: N61331-16-R-0003

This announcement constitutes a Sources Sought/synopsis (market survey). In accordance with

FAR Part 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. The Naval Surface Warfare Center Panama City Division (NSWC PCD), 110 Vernon Avenue, Panama City, FL 32407-7001, intends to award a sole source indefinite delivery indefinite quantity contract to Oceanic Imaging Consultants (OCI), Incorporated of

Ave Ste 200, Honolulu, HI, 96816-2442, for technical support of seven OIC software products used in support of the Maritime Data Collection Program (MDCP). The contract will include firm fixed price provisions for software product licenses/maintenance as well as cost plus fixed fee provisions for upgrades and modifications to include software design modification, design and development of new software features, algorithm development, implementation, and testing, and regression testing of modifications, maintenance changes and new features to adapt to changing MDCP requirements. The contract period of performance will be for five years. This requirement is not suitable for full and open competition for the following reasons. The maintenance licenses must be purchased from OIC. There is no other option to purchase these software maintenance licenses except through the original developer, OIC. Both the system software and the analysis applications are unique items with proprietary aspects. Only OIC has the corporate knowledge, background, and experience to adequately support the requirement.

Software licenses and maintenance will be purchased on an annual basis. Delivery terms for upgrades or modifications will be specified on each delivery order awarded against the basic contract. The applicable NAICS Code is 511210 and the Small Business size standard is $38.5M.

Any vendor that believes it can meet the requirements may give written notification to the

Contracting Officer. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to comply with the requirement listed. Responses received will be evaluated; however, a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. Be advised that this notice does not constitute an obligation upon the Government to pursue follow-on contract action, in part or whole, with potential vendors. The Government will not pay for any cost incurred in responding to this announcement. Any information submitted by respondents to this Sources

Sought/synopsis shall be voluntary. If no responses are received, the Government will proceed with the sole source acquisition to OCI. All responses shall be emailed to Anthony Saporito at anthony.saporito@navy.mil no later than 06 October 2015 at 4:00 pm central standard time.
