LIMITED-SOURCES JUSTIFICATION
FOR USE OF OTHER THAN FULL AND OPEN COMPETITION
This acquisition is conducted under the authority of the Multiple
Award Schedule Program as authorized by Title III of the Federal
Property and Administrative Services Act of 1949, 40 U.S.C. 501(a)(2), Services for Executive Agencies, as implemented at FAR 8.405-6(b).
1. Contracting Activity
The Naval Sea Systems Command (NAVSEA), Naval Surface Warfare Center, Panama City Division (NSWC PCD), 110 Vernon Avenue, Panama City, FL
32407-7001, Contracts Department, Code 02.
2. Nature and/or Description of the Action Being Approved.
Award a firm fixed price (FFP) General Services Administration (GSA) order on a sole source basis for Deployable Joint Command and Control
(DJC2) Configuration Management Support from General Dynamics
Information Technology (GDIT), 3211 Jermantown Road Fairfax, VA 22030 under GSA Professional Engineering Services (PES) Schedule GS-23F-
0076K. This GSA order will bridge Seaport task order N00178-04-D-4012-
HR14 until the award of a competitive follow-on Seaport task order against Seaport-e Solicitation N00024-14-R-3083.
3. Description of Supplies/Services to Meet the Agency’s Needs
(including the estimated value).
The Contractor will provide configuration management support for DJC2 equipment deployed within the Continental United States (CONUS) and
Outside the Continental United States (OCONUS). GDIT provided a level of effort for support of these functions under Seaport-e Task Order
N00178-04-D-4012-HR14 through 10 November 2014. The base period of performance for this effort will be for two months with four option periods of one month each included for a total period of performance of six months.
The total estimated value of this effort is $546,426.
This effort will be funded as follows:
FY 15 OPN $200,000.00
FY 15 OMN $346,426.00
Total $546,426.00
The Government’s minimum needs have been verified by the certifying technical and requirements personnel.
4. Identification of the Justification Rationale and, if applicable, a Demonstration of the Proposed Contractor’s Unique Qualifications to
Provide the Required Supply or Service.
Per FAR 8.405-6(a)(1)(i)(B), this procurement will be awarded on a sole source basis under GSA’s Multiple Award Schedule Program because
GDIT is the only source capable of responding due to the unique or specialized nature of the work. 40 U.S.C. 501(a)(2) is the primary statutory authority.
GDIT, the incumbent of the current Task Order N00178-04-D-4012-HR14, is the only contractor that is currently mobilized and capable of providing the highly specialized skills to perform this effort during the potential time frame. GDIT has been providing this highly complex configuration management support for DJC2 for nearly five years.
Successful performance of this requirement requires a detailed knowledge of the various DJC2 system configurations down to the component level. No other sources except GDIT currently possess this knowledge and the technical qualifications developed over 5 years of experience to seamlessly fulfill the requirement. The period of performance covered by this Limited Sources Justification will allow the necessary evaluation timeframe for the competitive follow-on to
Seaport-e Task Order N00178-04-D-4012-HR14 to occur while preventing a work stoppage. Interruptions in services will include the termination of several mission-critical services, affecting pending and deployed
DJC2 systems, thus placing the Government in financial and project risk. These mission critical services include deployment, operation and maintenance of documentation and In-Service
Engineering Agent support of DJC2 Systems.
5. Determination by the Ordering Activity Contracting Officer that the Order Represents the Best Value Consistent with FAR 8.404(d).
The contracting officer will determine that this order represents the best value and results in the lowest overall cost alternative to meet the Navy’s needs. NSWC PCD will seek a price reduction from the schedule holder in accordance with FAR 8.405-4.
6. A description of the market research conducted among schedule holders and the results or a statement of the reason market research was not conducted.
FAR 8.404(a) does not require a synopsis for an order issued against a
GSA schedule. Based on the rationale cited in paragraph 4 above, no other entity is capable of fulfilling current requirement needs.
However, market research was conducted, to include a pre-proposal conference held on 26 June 2014. This resulted in a competitive follow-on solicitation being issued in Seaport-e on 03 Sep 2014.
7. Any Other Facts Supporting The Justification
None
8. A Statement of the Actions, If Any, The Agency May Take to Remove
Or Overcome Any Barriers That Preclude The Agency From Meeting the
Requirements Of FAR 8.405-1 and FAR 8.405-2 Before Any Subsequent
Acquisition For the Supplies Or Services Is Made.
NSWC PCD is actively engaged in a competitive procurement under
Seaport-e solicitation N00024-14-R-3083 for the follow-on to N00178-
04-D-4012-HR14 for the required services. Solicitation N00024-14-R-
3083 was initiated in October of 2013; however, due to unexpected delays in receiving the approved DJC2 In-Service Engineering Agent
(ISEA) Acquisition Plan Number 1, dated 02 September 2014.
A competitive Seaport-e procurement for these services is in the solicitation phase as of 03 September 2014, but will not result in award prior to the expiration of the current Seaport-e task order, N00178-04-D-4012-HR14.
