About this file
This is a Justification and Approval (J&A) document for a limited-source procurement by the Naval Sea Systems Command (NAVSEA), Naval Surface Warfare Center, Panama City Division.
The Navy intends to award a firm fixed price General Services Administration (GSA) task order to Alcyone Consulting Incorporated (a women-owned small business) on a sole source basis under GSA Contract Number 47QRAA-22-D-00D1 for Expeditionary Loitering Munitions Acquisition Support Services. The contract supports the ELM-A and ELM-S programs under PMS-340's responsibility for managing acquisition programs and ensuring informed programmatic, technical, schedule, and cost decisions. Required services include acquisition planning and execution support, logistics, engineering, cybersecurity, integrated master scheduling (IMS), cost analysis, technical evaluation support, and pricing support. The performance period consists of a four-month base period with an eight-month option. Funding will be provided from FY24 Procurement of Ammunition (PANMC), Operations, Maintenance and Navy (OM&N) funds, and Research, Development, Test and Evaluation (RDTE) funds. The estimated total price is redacted.
The Government justified the sole source award under 10 U.S.C. 637(m) and FAR Part 6.302-5(b)(7) based on Alcyone's specialized expertise in Earned Value Management, scheduling, and cost controls since February 2024, and the institutional knowledge developed for the ELM programs. A Sources Sought Announcement (RFI1834350) was posted on ebuy.gsa.gov from September 1-6, 2026, accessible to 2,433 small business concerns (905 categorized as WOSB), resulting in only Alcyone's interest while 19 MAS holders declined participation. The Contracting Officer determined anticipated prices are fair and reasonable. The J&A was certified by Glen A Savory, Chief of Contracts Code 02.

4. Statutory Authority Permitting Other than Full and Open Competition
10 U.S.C. 637(m), Sole Source Awards under the WOSB Program (FAR Part 6.302-5(b)(7)) and 8.405-6(a)(1)(B).
5. Rationale Justifying Use of Cited Statutory Authority
This proposed contract action is to place a task order on a WOSB sole source, basis against GSA Contract Number 47QRAA-22-D-00D1, as supported by the following rationale.
Expeditionary Loitering Munitions (ELM) Air (ELM-A) and Surface (ELM-S) require continued acquisition support services, including acquisition planning and execution support, logistics, engineering, cybersecurity, integrated master scheduling (IMS), cost analysis, technical evaluation support, and pricing support. These services directly support PMS-340's responsibility for managing and executing acquisition programs and ensuring informed programmatic, technical, schedule, and cost decisions.
The requirement is currently being met under an existing PMS 340 contract with serving as the prime contractor, and Alcyone . Alcyone has provided direct program management, Earned Value Management (EVM), schedule integration, and cost controls since February 2024. Following the Department of the Navy organizational restructuring, both the ELM-A and ELM-S

Furthermore, the specialized EVM, scheduling, and cost management expertise provided by this team is extremely limited within the defense acquisition community.
Through its performance, Alcyone developed extensive knowledge of
The effectiveness of these products depends not only on their existence but also on the institutional knowledge required to maintain, update, and apply them in support of evolving program requirements.
Any interruption in these services will create unacceptable delays in supporting program execution and could adversely affect the Government's ability to make timely acquisition and resource decisions.
Award of a GSA task order to Alcyone on a WOSB basis will ensure continuity of operations, preserve critical institutional knowledge, minimize performance risk, and provide uninterrupted support to PMS-340's ongoing acquisition and program management activities. As such, the Government has determined that award to Alcyone on a WOSB sole source basis is in its best interest because Alcyone is the only source capable of providing these highly unique and specialized services at the level of quality required to meet mission essential needs. Not awarding this proposed task order to Alcyone would result in substantial duplication of costs and unacceptable delays in fulfilling the agency's requirements that are not expected to be recovered through competition.
6. Description of Efforts Made to Solicit Offers from as Many Offerors as Practicable
Consistent with GSA eBuy requirements, a request for information must be posted for a minimum of two calendar days, with a standard five calendar days. A Sources Sought Announcement (RFI1834350) was posted on the government point of entry website at ebuy.gsa.gov from 1 September 2026 to 6 September 2026. The announcement was accessible to 2,433 small business concerns, of which 905 were categorized as WOSB. At the end of the announcement, Alcyone was the only multiple award schedule (MAS) holder that demonstrated interest in the request for information, while 19 MAS holders formally declined to participate. As a result, the contracting activity does not expect additional sources to emerge by this proposed contract action as supported by the results of these announcements.

7. Determination of Fair and Reasonable Costs
The Contracting Officer has determined that the anticipated prices to the Government for the supplies/services covered by the J&A will be fair and reasonable.
8. Actions to Remove Barriers to Competition
For the reasons set forth in paragraph 5, there are no plans at this time to compete future contracts for the type of supplies covered by this J&A. If another potential source emerges, the U.S. Navy will assess whether competition for future requirements is feasible.
