| # | Question | Answer |
| 1 | Navy enterprise experience: Section 4.1 requires successful experience deploying, configuring, and maintaining enterprise application frameworks within a U.S. Navy cloud environment or an “equivalent military network framework,” while the SAM.gov Evaluation Factors do not specifically identify this experience as a Technical Acceptability factor. Should offerors consider the Section 4.1 requirement as a mandatory evaluation requirement, or should the evaluation criteria stated on SAM.gov be used as the controlling criteria for Technical Acceptability? | Yes. Offerors should consider the Section 4.1 requirement to be mandatory. For purposes of Technical Acceptability, successful experience deploying, configuring, and maintaining enterprise application frameworks within a U.S. Navy cloud environment or an equivalent military network framework should be considered a required element. |
| 2 | ServiceNow OEM support channel: Section 4.1 requires the Contractor to maintain an “active, established support channel” with the ServiceNow OEM for Tier-3 troubleshooting, licensing verification, and technical escalation, while the SAM.gov Evaluation Factors do not specifically identify this requirement. Should offerors consider the Section 4.1 OEM support-channel requirement as a mandatory evaluation requirement, or should the evaluation criteria stated on SAM.gov be used as the controlling criteria for Technical Acceptability? | Yes, offerors should consider the Section 4.1 OEM support-channel requirement as a mandatory technical requirement of the solicitation.. The contractor needs to have an active established support channel with ServiceNow OEM to resolve any Tier-3 issues. Have the ability to directly communicate with the ServiceNow technicians is needed to be able to resolve issues in a quick and timely manner. OEM support POCs are listed with SWRMC. |
| 3 | Oracle APEX migration scope: The SOW requires the Contractor to assess, map, migrate, validate, and convert legacy Oracle APEX data and application logic into the target ServiceNow environment. Can the Government provide the approximate number of legacy database tables, schemas, custom applications/modules, and significant business rules or application logic expected to be included in the migration scope? | The legacy Oracle APEX migration scope includes a database of approximately 254 GB, containing more than 800 tables and over 40 custom applications/modules. The applications are primarily contained within a limited number of Oracle schemas. Significant business rules and application logic are integral to these applications, implemented through various APEX components, PL/SQL code, and database objects. The Contractor will be required to assess and analyze these embedded rules and logic as part of the migration effort, as detailed in the Statement of Work (SOW). |
| 4 | ServiceNow environment: The SOW references the Navy/cloud environment and ServiceNow development with application, form, and field-level security controls. Can the Government clarify the ServiceNow hosting environment in which the Contractor will perform development and configuration activities and identify the current ServiceNow release/version applicable to the effort? | The ServiceNow instances for this command are hosted by Cloud CITI, which is managed by NIWC Atlantic. The Contractor will perform all development and configuration activities within this Cloud CITI environment. The current ServiceNow release applicable to this effort is the Zurich version. NIWC Atlantic is responsible for managing the overall cloud configuration. |
| 5 | POA&M development: Sections 3.1, 3.2, and 4.1 require formal POA&M scheduling, tracking, and monthly progress reporting. Will the Government provide an initial POA&M baseline at contract award, or is the Contractor expected to develop the initial POA&M during transition? Additionally, does the Government require a specific tool or format for POA&M development and reporting? | The Government, specifically SWRMC (Southwest Regional Maintenance Center), will provide the initial Plan of Action and Milestones (POA&M) baseline at contract award. SWRMC is also responsible for dictating the required format and any specific tools for POA&M development and reporting. The Contractor will then be responsible for updating the project milestones, tracking progress, and communicating any issues or deviations as the project progresses, in accordance with the provided baseline and format. |
| 6 | What is SWRMC's anticipated Period of Performance, option structure, award date, and performance start date? | The anticipated Period of Performance for this effort is an initial four (4) months, followed by two (2) additional four-month option periods, for a total potential performance period of twelve (12) months. The anticipated award date and performance start date are not available at this time and will be communicated upon contract award. |
| 7 | Will all required ServiceNow licenses and platform entitlements be Government-furnished? If not, which licenses should the contractor include in its quote? | All required ServiceNow licenses and platform entitlements have already been procured by the Government. Offerors do not need to include those licenses in their quote. |
| 8 | What ServiceNow products, license tiers, and development/test/UAT environments are currently available to support this effort? | The Government currently has ServiceNow Production, Development, and Test environments available to support this effort. The available ServiceNow products and associated entitlements include IT Service Management (ITSM), Creator Pro Plus, and App Engine for Enterprise. These products represent the license tiers and capabilities available for use on this contract. |
| 9 | What is the approximate size and complexity of the Oracle APEX environment to be migrated, including applications, tables, integrations, and data volume? | The existing database is 254GB, that includes 800+ tables, 40+ Apps. |
| 10 | Are all applications listed in SOW Section 2.1 required to be fully completed during the Period of Performance, or will SWRMC prioritize them within the available two-FTE capacity? | Yes, SWRMC intends for all applications listed in SOW Section 2.1 to be fully completed during the Period of Performance. While the Government's goal is to complete these applications within the first two periods, the Contractor is expected to manage the effort within the available two-FTE capacity to ensure all applications are delivered by the end of the contract's Period of Performance. The Government expects the Contractor to adhere tothe project POAM. |
| 11 | Which external systems must be integrated with ServiceNow under this requirement? | Currently, there are no required external system integrations under this requirement. |
| 12 | Is there a preferred page limit or quotation length for the technical and price submission? | No. There is no preferred page limit or quotation length for the technical and price submission. |
| 13 | Can SWRMC provide the anticipated budget range or Independent Government Cost Estimate (IGCE) for this requirement? | No. |
| 14 | Is there a current incumbent contractor? If so, will the incumbent provide transition support or knowledge transfer to the successful contractor? | No, there is currently no incumbent contractor. |
| 15 | Will Federal or Department of Defense past performance receive greater consideration than comparable commercial experience? | Yes, past performance demonstrating experience in Federal or Department of Defense environments, particularly within a .mil domain, will receive greater consideration during the evaluation than comparable commercial experience. This preference is due to the unique security, compliance, and operational requirements inherent in the .mil environment. |
| 16 | Are there any optional or future-state ServiceNow capabilities SWRMC would like offerors to consider beyond the requirements identified in the SOW? | At this time, SWRMC's primary focus is on the successful migration of the existing system as defined in the Statement of Work (SOW). Offerors should concentrate their proposals on meeting the requirements explicitly identified in the SOW. While additional ServiceNow capabilities may be considered in the future, such considerations will occur only after the successful completion of the current migration effort. |
| 17 | Does SWRMC anticipate requiring post-implementation hypercare or ongoing production support following migration and deployment? | SWRMC's requirement for post-implementation hyper care or ongoing production support following migration and deployment will be contingent upon an assessment of its internal capabilities at the time of deployment. Offerors should be prepared to discuss their capabilities to provide such support, should the Government determine a need exists. |
| 18 | What is SWRMC's preferred training delivery method, and approximately how many administrators, technical personnel, and end users are expected to participate? | SWRMC's preferred training delivery method is hands-on instruction. The anticipated participants for this training include approximately 4 to 8 administrators and 4 developers, who will also be trained to provide Tier 1 support for deployment. At this time, there are no end users anticipated to participate in this specific training requirement. |
| 19 | Did SWRMC engage ServiceNow or another vendor in developing or informing the technical requirements for this solicitation? | SWRMC's technical requirements for this solicitation were developed through a comprehensive process that included leveraging internal expertise, conducting industry best practices research, performing market analysis, and incorporating feedback from relevant platform providers. |
| 20 | Beyond the stated evaluation factors, will any specific ServiceNow partner status, certifications, Navy experience, or other qualifications receive additional consideration? | No. The Government will evaluate proposals based on the evaluation factors and any significant subfactors explicitly stated in the solicitation. |
| 21 | May the required ServiceNow OEM support-channel and platform-experience qualifications be satisfied collectively by the prime contractor and a qualified ServiceNow subcontractor, or must the prime independently satisfy these requirements? | Yes. The required ServiceNow OEM support-channel and platform-experience qualifications may be satisfied collectively by the prime contractor and a qualified ServiceNow subcontractor. This is permissible provided that the combined team fully demonstrates all necessary qualifications, certifications, security, access, and performance requirements as outlined in the solicitation. |
| 22 | Would SWRMC consider extending the quotation submission deadline by one week to allow offerors sufficient time to incorporate responses to clarification questions? | The due date for this Solicitation has been extended to Friday 09/04/2026 11:00AM PST. |
| 23 | What level of post-award feedback or debriefing will be available to unsuccessful offerors? | Unsuccessful offerors may request a post-award debriefing in accordance with Federal Acquisition Regulation (FAR) 15.506 [1]. To receive a debriefing, an unsuccessful offeror must submit a written request within three (3) days after receipt of the notification of contract award. |
| 24 | Please confirm whether the prime contractor is required to maintain a Top Secret Facility Clearance (FCL) at the time of award. The Statement of Work and solicitation evaluation criteria state that proposed onsite personnel may possess an active Top Secret clearance or be eligible for a Top Secret clearance. | It is not a top-secret facility, Top Secret Clearance is required for access controls with privileged access to aggregation of data. The contractor must possess a Tier 5 (T5) investigation (Top Secret eligibility). Even though the target environment is a CUI/Unclassified system, the aggregation and sensitivity of the bulk personnel data being migrated requires this highest level of trust. Any other questions regarding security clearance requirements should be directed at SWRMC Personnel Security. |
| 25 | Please confirm whether the two onsite ServiceNow Developer FTE positions identified in Section 3.1 of the Statement of Work may be filled by qualified subcontractor personnel, including personnel engaged through a company-to-company (C2C) arrangement, provided all personnel qualifications, certifications, security, access, and performance requirements are satisfied. | Confirm, the two onsite ServiceNow Developer FTE positions identified in Section 3.1 of the Statement of Work may be filled by qualified subcontractor personnel, including personnel engaged through a company-to-company (C2C) arrangement, provided all personnel qualifications, certifications, security, access, and performance requirements are satisfied. We would like to stress the need for on-site to foster a collaborative environment between the government and contract personnel. |
| 26 | For proposed personnel who are eligible for a Top Secret clearance but do not currently possess an active Top Secret clearance, please clarify whether such personnel may begin contract performance while the required clearance and system/base access processing is completed. | The contractor must possess a Tier 5 (T5) investigation (Top Secret eligibility). Any other questions regarding security clearance requirements should be directed at SWRMC Personnel Security. |
| 27 | Please clarify whether both ServiceNow Developer FTEs are required to perform onsite at Naval Base San Diego five days per week for the entire period of performance, or whether limited telework/hybrid performance may be authorized after completion of onboarding and access requirements. | The two (2) ServiceNow Developer Full-Time Equivalent (FTE) positions are required to perform work exclusively onsite. Remote work or a hybrid work arrangement is not authorized for these positions. |
| 28 | Is there any incumbent/recompete or this is a brand-new project? If yes, could you please provide us with their award number or even if the customer bought similar services in the past. | This is a new project, there is no incumbent or recompete. |
| 29 | Is there an incumbent contractor currently performing this or a related support function at SWRMC? If so, please confirm whether incumbent personnel are expected to transition, and whether any transition/phase-in period applies. | This is a new project, there is no incumbent or recompete. |
| 30 | The solicitation instructs offerors to propose the Period of Performance, but does not specify a base period length or number of option periods. Please confirm the required PoP. | Confirmed. The required Period of Performance consists of an initial four (4)-month base period, followed by two (2) additional four (4)-month option periods, for a total potential performance period of twelve (12) months. |
31 No CLIN structure or pricing template is attached to the solicitation. Please confirm: (a) whether pricing should be submitted as separate CLINs for the 2 onsite ServiceNow Developer FTEs and the offsite Governance/PM team, or as a single blended rate; and (b) whether the resultant contract type is Firm-Fixed-Price or Time-and-Materials. Regarding pricing submission, offerors may submit their pricing either as separate Contract Line Item Numbers (CLINs) for the two (2) onsite ServiceNow Developer FTEs and the offsite Governance/PM team, or as a single blended rate.
The resultant contract type for this effort will be Firm-Fixed-Price (FFP)
| 32 | The solicitation's Classification section lists Place of Performance as National City, CA 91950, while the Statement of Work specifies Naval Base San Diego, CA. Please confirm the correct onsite work location. | The correct onsite work location is Naval Base San Diego, specifically Naval Base 32nd Street, located at 32nd Street and Harbor Drive, San Diego, CA. |
| 33 | The SOW requires both ServiceNow Developers to hold active ServiceNow CSA and CAD certifications “on Day 1.” Please clarify whether “Day 1” refers to the date of quote submission, the date of contract award, or the first day of contract performance, as this affects staffing lead time. | Confirmed. For the purpose of the Statement of Work, 'Day 1' refers to the date of contract award. |
| 34 | Our organization holds an active Secret Facility Clearance (FCL). Please confirm whether personnel holding or eligible for a Top Secret clearance may perform under a contract sponsored by a Secret-level FCL, or whether award requires the awardee's FCL to be upgraded to Top Secret prior to performance. | No, the awardee's Facility Clearance (FCL) is not required to be upgraded to Top Secret prior to performance. A Secret-level FCL for the prime contractor is sufficient for this requirement. |
The Government requires a Tier 5 (T5) investigation (Top Secret eligibility) for the two developers performing the work, as this is a Cybersecurity Workforce (CSWF) requirement for individuals with privileged access to sensitive data. This personnel clearance requirement is distinct from the facility clearance requirement for the contractor entity.
35 Our most relevant and recent past/current performance for this requirement was performed as a subcontractor to prime contractors, and therefore does not appear as a prime-contract record in the Supplier Performance Risk System (SPRS) under our own CAGE code. Given that the evaluation criteria state past performance will be assessed via SPRS, please confirm: (a) whether subcontractor past performance may be submitted directly (e.g., past performance questionnaire) to supplement the absence of prime-level SPRS records. While the Government will primarily assess past performance information available in the Supplier Performance Risk System (SPRS) for prime contracts, offerors are permitted to submit relevant past performance information for work performed as a subcontractor.
Therefore, to answer part (a): Yes, subcontractor past performance may be submitted directly to supplement the absence of prime-level SPRS records. Offerors should provide this information through a Past Performance Questionnaire (PPQ) or by detailing the subcontractor experience in their proposal, clearly identifying the role, scope of work, and relevance to the current solicitation requirements. The Government will evaluate the recency and relevance of all submitted past performance, including that of subcontractors, to assess the offeror's ability to successfully perform the required effort.
36 No page limit or volume structure is specified in the solicitation. Given the stated Technical Acceptability factor is limited to three criteria (minimum 5 years IT experience, active/eligible TS clearance, and required SOW certifications), please confirm whether a brief personnel qualifications matrix with supporting résumés satisfies this factor, or whether a separate written technical narrative volume is expected. Given that the solicitation does not specify a page limit or volume structure, and the Technical Acceptability factor is limited to the three stated criteria (minimum 5 years IT experience, active/eligible TS clearance, and required SOW certifications), a brief personnel qualifications matrix, accompanied by supporting résumés that clearly demonstrate how each proposed individual meets these specific requirements, will satisfy this factor.
A separate, extensive written technical narrative volume is not expected for this specific factor, provided the submitted matrix and résumés comprehensively address the stated criteria for each proposed individual.
| 37 | Good Afternoon, does the government requires TS facility clearance for the prime contractor, or only for the 2 developers delivering? | The Government requires the clearance for the two developers performing the work, not for the prime contractor as an entity. This is a Cybersecurity Workforce (CSWF) requirement. | |
| 38 | Is ServiceNow ITSM deployed in production and being used by SWRMC? | No, ServiceNow IT Service Management (ITSM) is not currently deployed in production or being utilized by SWRMC. However, SWRMC plans to implement and utilize ServiceNow ITSM, Creator Pro Plus, and App Engine for Enterprise, which will involve migrating existing applications into these platforms." | |
| 39 | What version of ServiceNow is being used at SWRMC? | Zurich. | |
| 40 | For the applications in SOW section 2.1 are there Business Requirement Documents, Workflow Diagrams and have the Roles and Field Level access been defined? | Not all applications listed in SOW Section 2.1 currently possess comprehensive Business Requirement Documents, workflow diagrams, or defined roles and field-level access. While some applications may have portions of this documentation or these definitions in place, offerors should anticipate that a complete set of these artifacts may not be available for every application. | |
| 41 | SOW Section 2.0 paragraph one refers to senior offsite advisory consulting and project management (Governance Team). Please confirm that this refers to government personnel. | No. The reference in SOW Section 2.0, paragraph one, to 'senior offsite advisory consulting and project management (Governance Team)' does not refer to Government personnel. This team is comprised of senior ServiceNow developers who will provide offsite advisory consulting and project management support to assist the onsite development team. | |
| 42 | In SOW Section 3.1, page 3, training and KT is required for future system administrators. Please confirm that role is one similar to the FTE role being procured through this RFQ. | Yes, confirmed. The role of 'future system administrators' for whom training and knowledge transfer is required, as referenced in SOW Section 3.1, page 3, is indeed similar to the ServiceNow Developer Full-Time Equivalent (FTE) position being procured through this Request for Quotation (RFQ). Training and knowledge transfer activities for governement personnel will be an integral part of the responsibilities for the ServiceNow Developer position under this RFQ. | |
| 44 | SOW requests for 2 onsite FTE ServiceNow Developers. Can these ServiceNow Developers perform hybrid or remote with onsite meetings requested as required? | The two (2) ServiceNow Developer Full-Time Equivalent (FTE) positions are required to perform work exclusively onsite. Remote work or a hybrid work arrangement is not authorized for these positions. | |
| 45 | There is no Period of Performance defined in the RFQ or SOW. Please specify the period of performance. | The required Period of Performance consists of an initial four (4)-month base period, followed by two (2) additional four (4)-month option periods, for a total potential performance period of twelve (12) months. | |
| 46 | What are the hours per labor category per year? | For the two (2) onsite ServiceNow Developer Full-Time Equivalent (FTE) positions, the standard expectation is 2,080 hours per labor category per year (based on 40 hours per week for 52 weeks). | |
| 47 | Will the FTE SN Developers have a Database Admin or Legacy Developer available for Q&A and access to the schema or the Oracle Apex applications? | Yes, confirmed. The Full-Time Equivalent (FTE) ServiceNow Developers will have access to a Database Administrator or Legacy Developer for consultation and questions. Furthermore, they will be granted access to the relevant schema and Oracle APEX applications as required to perform their duties. | |
| 48 | SOW - Section 4.1 Qualifications & Experience -- "OEM Coordination Channel: The Contractor must maintain an active, established support channel with | ||
| the Platform OEM (ServiceNow) to facilitate rapid tier-3.” Please confirm that the government will request this access for the Contractor from ServiceNow for the government’s specific instance. | No. The Government will not request or establish the Contractor's required OEM support channel with ServiceNow. As stated in SOW Section 4.1, the Contractor is solely responsible for maintaining an active working relationship and an established support channel with the Platform OEM (ServiceNow) to facilitate rapid Tier-3 support, reach-back, and coordination. This should be in place day 1. |
However, the Government will coordinate and provide the necessary access for the Contractor's personnel to SWRMC's specific ServiceNow instance to perform the work outlined in the SOW.
| 49 | What are the AI tools required for support in the SWRMC environment? | The Artificial Intelligence (AI) tools required for support within the SWRMC environment are limited to those natively available and integrated within the ServiceNow platform itself. No external or additional AI tools are required for this effort. |
| 50 | Please provide the version of Oracle Apex that the applications are being migrated from. | Oracle Apex Version is not technically relevant, the governement has existing oracle administration/developers to extract existing data. |
| 51 | Are there any additional labor categories in addition to the two FTE ServiceNow Developers? | Yes, in addition to the two (2) Full-Time Equivalent (FTE) ServiceNow Developers, the Statement of Work (SOW) also references an offsite Governance/Project Management (PM) team. Offerors are expected to propose the necessary labor categories and level of effort for this team to provide advisory consulting and project management support as required by the SOW. |
| 52 | Is there any Legacy documentation for the Oracle Apex applications? | Some legacy documentation exists for the Oracle APEX applications. In addition, the current developers are still onboard and will be available to assist. |
| 53 | The SOW requires the Contractor to maintain an active, established support channel with ServiceNow to facilitate Tier 3 troubleshooting, licensing verification, and technical escalation support throughout the implementation. Please confirm whether, to satisfy this requirement, the prime Contractor is required to be an active ServiceNow Consulting and Implementation Partner at the time of quotation and throughout contract performance. If so, please confirm that offerors should provide evidence of their active ServiceNow Consulting and Implementation Partner status with their quotation. | Yes. To satisfy this requirement, the prime Contractor should be an active ServiceNow Consulting and Implementation Partner at the time of quotation and throughout contract performance. Offerors should provide evidence of their active status with their quotation. |
| 54 | Please clarify whether the offeror is required to possess an active Facility Clearance (FCL) as a condition of award or contract performance. If an FCL is required, please identify the required clearance level (e.g., Secret or Top Secret) and whether evidence of the company's FCL must be submitted with the quotation. | No, the offeror is not required to possess an active Facility Clearance (FCL) as a condition of award or contract performance for this requirement. |
The requirement is for the individual personnel (the two ServiceNow Developer FTEs) to possess the necessary personal security clearance, specifically a Tier 5 (T5) investigation (Top Secret eligibility), as previously clarified in Q24 and Q34.
55 Please clarify whether offerors are required to submit resumes for the two proposed ServiceNow Developers as part of the quotation. If resumes are required, please identify any required resume format, page limitation, and supporting documentation required to demonstrate compliance with the experience, certification, and security clearance requirements. Yes, offerors are required to submit résumés for the two proposed ServiceNow Developers as part of the quotation. These résumés, along with a personnel qualifications matrix, must clearly demonstrate compliance with the experience, certification, and security clearance requirements outlined in the solicitation.
There is no specific resume format or page limitation. However, résumés must clearly articulate the candidate's minimum five (5) years of relevant IT experience, list all required active certifications (e.g., ServiceNow CSA and CAD), and state their active Top Secret clearance or eligibility (Tier 5 (T5) investigation). Copies of active certifications should be provided as supporting documentation.
| 56 | Please confirm whether the two ServiceNow Developers proposed in the quotation will be evaluated as key personnel and whether letters of commitment or other evidence of personnel availability are required. | Yes. The two proposed ServiceNow Developers will be evaluated as key personnel |
| 57 | Please clarify the Government's anticipated Period of Performance, including the duration of the base period and any option periods. If the offeror is expected to propose the POP, please confirm whether the Government has a desired or maximum completion period. | The required Period of Performance is an initial 4-month period, with two additional 4-month periods, for a total of 12 months. |
| 58 | Please confirm the Government's anticipated annual productive hours for each of the two required onsite FTEs and whether the Government expects pricing based on a specified number of labor hours or continuous FTE coverage during Government operating hours. | For the two (2) onsite ServiceNow Developer Full-Time Equivalent (FTE) positions, the standard expectation is 2,080 hours per labor category per year (based on 40 hours per week for 52 weeks). |
| 59 | Please confirm whether the contemplated contract will be Firm-Fixed-Price for the overall services, FFP labor-hour equivalent, or another contract type, and identify the requested pricing structure/CLINs. | Confirmed. The contemplated contract will be Firm-Fixed-Price (FFP) for the overall services. |
Regarding the pricing structure, offerors may submit their pricing either as separate Contract Line Item Numbers (CLINs) for the two (2) onsite ServiceNow Developer FTEs and the offsite Governance/PM team, or as a single blended rate.
60 The solicitation permits personnel who are “active or eligible” for a Top Secret clearance. Please define what documentation or criteria the Government will use to establish TS eligibility at the time of quote submission and at the start of performance. At the time of quote submission, 'eligible for a Top Secret clearance' means the proposed personnel have either an active Tier 5 (T5) investigation in process or have previously held a Top Secret clearance that is still within its periodic reinvestigation window and has not been revoked. Offerors should provide a statement within their proposal confirming the eligibility status of each proposed individual.
At the start of performance, personnel must possess, at a minimum, an interim Top Secret clearance based on a favorably adjudicated T5 investigation. The Government will use official records from the Defense Counterintelligence and Security Agency (DCSA) or other authorized security databases to verify the status of all personnel clearances. Any questions regarding specific security clearance requirements should be directed to SWRMC Personnel Security.
| 61 | Please confirm whether the listed IAT-II certifications are examples and whether any certification meeting the applicable DoD 8140/SECNAV M-5239.2 qualification requirements for the designated work role will be accepted. | Offerors must meet the SECNAV M-5239.2 requirements for the Department of Defense Cyber Workforce Framework (DCWF) role of System Developer (632), proficiency level Intermediate. Any certification that satisfies those requirements will be accepted. |
| 62 | Please clarify whether the Government’s ServiceNow environment is hosted in the ServiceNow Government Community Cloud (GCC)/commercial cloud, another DoD-authorized cloud environment, or on-premises. Please also identify any network or connectivity restrictions applicable to contractor access. | The command's servicenow instances are being hosted by Cloud CITI, NIWC Atlantic. The ServiceNow instances are only accessible from inside the DoD network. |
| 63 | Will the Government consider remote or hybrid ServiceNow resources, either for all or a portion of the required development activities, provided personnel meet all security, certification, access, and performance requirements? If so, please identify which activities or percentage of performance may be performed remotely. | No. The two (2) ServiceNow Developer Full-Time Equivalent (FTE) positions are required to perform work exclusively onsite. Remote work or a hybrid work arrangement is not authorized for these positions, regardless of whether personnel meet all security, certification, access, and performance requirements. All required development activities must be performed onsite. |
| 64 | If the Government requires an onsite presence, would the Government consider a staffing model in which at least one ServiceNow Developer is onsite at Naval Base San Diego while the second ServiceNow Developer performs remotely, with onsite attendance as required for workshops, testing, deployment, training, or other mission needs? |
| 65 | Please clarify the Government's role in requirements development. Will SWRMC provide documented and Government-approved functional/business requirements for each application and workflow, or are the two ServiceNow Developers expected to facilitate requirements-gathering sessions, elicit and document business requirements, develop user stories and acceptance criteria, and obtain Government approval prior to development? | The two (2) ServiceNow Developers are not primarily responsible for independent requirements development, including facilitating requirements-gathering sessions, eliciting and documenting business requirements, or developing user stories and acceptance criteria from scratch. |
Instead, the ServiceNow Developers will work collaboratively with designated Government personnel who are intimately familiar with and developed the legacy system being migrated. These Government personnel will provide the necessary functional and business requirements, and the developers will then translate these into the ServiceNow environment, obtaining Government approval prior to development.
66 If the ServiceNow Developers are responsible for requirements elicitation, please identify the Government Product Owner(s), functional SMEs, and other stakeholders who will be available to support requirements workshops, prioritization, backlog management, and timely acceptance of requirements and completed functionality. As clarified in Q65, the ServiceNow Developers are not primarily responsible for requirements elicitation. Instead, they will collaborate with Government personnel who will provide the necessary functional and business requirements.
SWRMC will designate Government Product Owner(s), functional Subject Matter Experts (SMEs), and other relevant stakeholders who will be available to support the developers. These Government personnel will participate in requirements workshops, assist with prioritization, manage the backlog, and provide timely acceptance of requirements and completed functionality.
