About this file

This is an Amendment of Solicitation/Modification of Contract (Standard Form 30) issued by the Southwest Regional Maintenance Center (SWRMC), a Naval facility located in San Diego, California. Amendment 0002 is effective July 16, 2026, and amends solicitation N5523626Q0101 dated July 7, 2026. The amendment does not extend the offer receipt deadline but requires offerors to acknowledge receipt of this amendment prior to submission.

The amendment provides government responses to three contractor clarification questions regarding solicitation requirements. First, regarding power supply for two 220V shot blasters (60 amps total), the government clarified that while 110V and 480V are available around the Graving Dock, contractors must supply their own step-down transformer to convert 480V to 220V. Additionally, contractors should expect to supply their own power entirely, as all dock power is currently being used by a ship projected to remain in dock until March 2027. Second, concerning Quality Management System (QMS) requirements, the government prefers contractors to have an approved SWRMC QMS at the time of award, but an established internal QMS may be reviewed and approved prior to award and commencement of the Period of Performance (POP). Third, regarding coating system experience requirements, contractors must use a previously NAVSEA-approved coating system; comparable commercial marine coating experience alone is insufficient for technical acceptability. Previous SWRMC past performance is not required for technical acceptability but will be evaluated as a performance factor.

SUMMARY OF CHANGES

SECTION SF 30 - BLOCK 14 CONTINUATION PAGE

The purpose of this Amendment is as follows:

a. Provide answers to the clarification questions:

Contractor Question: We are looking at running (2) Shot Blasters – 220V each, 30Amps each – total of 60Amps.

We were wondering if we could tap into shore power or do we have to supply our own power.

Government Answer: Around the Graving Dock we have 110V and 480V available, contractor would need to supply a step down transformer to hook up to a 480V circuit in order to get the requested 220V. Additionally, there is currently a ship in dock, therefore all power around the dock is being used to execute the current availability in the graving dock. Contractors should expect to supply their own power for execution. The current ship in dock is currently projected to be in dock until March 2027.

Contractor Question: The solicitation states that the contractor must have an approved SWRMC Quality Management System (QMS). Could you please clarify whether a contractor must already have an approved SWRMC Quality Management System prior to contract award, or if a contractor with an established internal Quality Management System may become compliant before the start of contract performance?

Government Answer: Preferred to have an approved SWRMC QMS in place at time of award, but an established internal QMS would need to be reviewed and approved prior to Award and start off Period of Performance (POP).

Contractor Question: Will comparable commercial marine coating, surface preparation, and non-skid coating experience be considered acceptable for Technical Acceptability, or is previous NAVSEA/SWRMC past performance required?

Government Answer: A previous NAVSEA approved coating system shall be used. Any deviation from previously approved NAVSEA coating systems will require large amounts of technical data and review cycles causing large delays that would yield the contractor unable to meet the POP. Previous SWRMC past performance is not required to be technically acceptable, however, performance is an evaluation factor for this acquisition.
