About this file
This is Amendment 0002 to RFQ N5523626Q0070, issued by the Southwest Regional Maintenance Center (Code N55236) on May 26, 2026. The amendment extends the RFQ response deadline to May 27, 2026, at 11:00 AM Pacific Time.
The amendment provides clarifications to eight vendor questions regarding certification requirements for training courses. Key clarifications include: (1) the twenty-four required certifications must be formal industry-issued certifications with course completion certificates; (2) vendors must be formally accredited/authorized training providers through AWS, NC3, HIWT, and Betenbender rather than providing equivalent training; (3) AWS welding certifications must be traceable to specific welding procedures and WPS qualifications; (4) NC3 Starrett PMI courses require NC3 accreditation; (5) vendor-issued certificates of completion are acceptable if the vendor is accredited by the referenced organizations; (6) hybrid/subcontracted arrangements are acceptable if the vendor maintains an accredited program; (7) manufacturer-accredited courses are preferred for Betenbender and DoAll equipment courses; and (8) one student is intended to participate in the training. Offerors must acknowledge receipt of this amendment prior to the revised submission deadline.

SUMMARY OF CHANGES
SECTION SF 30 - BLOCK 14 CONTINUATION PAGE
The purpose of this Amendment is as follows:
a. Provide an extension to the RFQ due date to 27 MAY 2026, by 11am (Pacific).
b. Provide answers to the following questions:
1) Question: The evaluation section references twenty-four (24) required certification courses. Can the Government please clarify whether these are intended to be formal industry-issued certifications, course completion certificates, procedure qualification certifications, or internal training completion documentation?
Answer: They are intended to be formal industry-issued certifications with course completion certificates.
2) Question: Is the Government requiring vendors to be formally accredited/authorized training providers directly through AWS, NC3, HIWT, and Betenbender, or is demonstrated capability to provide equivalent training and certifications acceptable?
Answer: Formally accredited.
3) Question: For the listed AWS welding courses, is the Government expecting certifications traceable to specific welding procedures/WPS qualifications, or is successful completion of the training curriculum sufficient?
Answer: Specific welding procedures/WPS qualifications.
4) Question: For the NC3 Starrett PMI courses listed in the SOW, must the vendor be an official NC3 partner institution, or can equivalent measurement/metrology training and certification be provided?
Answer: NC3 accredited.
5) Question: Is the Government expecting all certifications to be issued directly by the referenced organizations, or are vendor-issued certificates of completion acceptable where applicable?
Answer: If the vendor is accredited by the referenced organization(s), then vendor issued certificates of completion are acceptable.
6) Question: Can the Government confirm whether hybrid/subcontracted certification arrangements are acceptable if a vendor partners with accredited institutions for certain portions of the training?
Answer: If the vendor has an accredited program, the Government is not concerned with their process to gain the accreditation.
7) Question: The SOW lists Betenbender 4'-1/2"/12"-1/2" Hydraulic Shear and DoAll Small Frame Horizontal Band Saw as required courses. Could you please confirm whether these are required to be accredited by a specific certifying body, or if vendor-provided certification of completion is acceptable for these two courses?
