About this file
This Statement of Work (SOW) details an industrial exhaust fan installation project for the NAVSEA Southwest Regional Maintenance Center in Building 3339, San Diego. The vendor must provide and install a new ¾ horsepower exhaust fan with specific technical requirements, including 460/3/60 volts, 1725 RPM, and 800 CFM flow capacity. The installation involves mounting the fan, integrating new uninsulated sheet metal ductwork, connecting electrical systems, and ensuring proper airflow and operational readiness.
The project is set for completion by 30 July 2025, with quotes due by 02 May 2025 at 11:00 AM Pacific time. It is structured as a total small business set-aside under NAICS code 333413, with a low-price, technically acceptable (LPTA) evaluation approach. Vendors must have on-site material handling equipment and obtain base access through the 32nd Street Naval Base Pass and Decal Office. Points of contact are from the SWRMC Facilities Department, and the installation location is 3755 Brinser St., Building 3339 Paint Booth Mechanical Room in San Diego, California.

3. Description: The vendor shall provide and install a new, fully functional exhaust fan, including a hood and filtration system. Additionally, the vendor must supply and install new ductwork that integrates seamlessly with the existing ducting. The vendor is required to have their own lifts and all necessary material handling equipment to ensure the successful completion of the work.
3.1. Exhaust Fan Characteristics
3.1.1. ¾ Horsepower
3.1.2. RPM: approximately 1725
3.1.3. Volts/ Ph/ Hz: 460/3/60
3.1.4. Mixed flow inline
3.1.5. Horizontal mount
3.1.6. Belt driven
3.1.7. Performance: Flow (CFM) 800
3.2. Type of ducting: Uninsulated fabricated sheet meat ducting
3.3. Exhaust Fan Installation
3.3.1. Identify and mark the installations site for the exhaust fan, to ensure it aligns with the ventilations system design and avoids any obstruction. Clear the area of any materials or equipment to ensure a safe installation. Asses the mounting surface to confirm that it can support the new fan’s weight and withstand operational vibrations.
3.3.2. Install a secure mounting frame or bracket that is designed for the size and weight of the fan. Position the exhaust fan onto the mounting structure, ensuring proper alignment for optimal airflow. Use anti-vibration mounts or pads to minimize operational noise and mechanical stress. Apply weatherproof and chemical-resistant sealants around the perimeter of the fan to prevent air leaks or leaks of paint fumes.
3.3.3. Replace the fuses and run new wires from the existing disconnect to the new exhaust fan. Connect the fan to the power supply using the proper wiring. Install control switches, circuit breakers, or variable-speed controllers as necessary.
3.3.4. Verify the fan's operational readiness by powering it on and checking for proper rotation, noise levels, and airflow. Ensure there are no abnormal vibrations or electrical issues.
3.4. Ductwork Installation and Integration with Existing Ducting
3.4.1. Evaluate the current ducting to determine its condition, compatibility, and structural integrity. Inspect for any leaks, corrosion, or damage that may impact the performance of the new system.
3.4.2. Measure the dimensions and airflow capacity of the existing ductwork. Identify the connection points for the new ducting to the current system.
3.4.3. Create new duct sections specifically designed to match the layout of the mechanical paint room. Use materials that are resistant to paint fumes and optimized for high airflow efficiency. The design should include dampers, connectors, and access panels to enable better airflow control and facilitate future maintenance.
3.4.4. Securely connect the new ductwork to the existing system using couplings, flanges, or other suitable connectors. Route the new ducting from the fan room through the existing mechanical room, then out through the wall and up the side of the building, extending just above the roofline.
3.5. Integration with the Exhaust Fan
3.5.1. Ensure that the ducting aligns perfectly with the exhaust fan’s inlet or outlet. Securely attach the ducting to the fan using bolts, clamps, or other fasteners. Additionally, use sealants at the connections to prevent air leaks.
4. Further Consideration:
4.1. Southwest Regional Maintenance Center will not be liable for any payments related to delays or additional work that has not been properly negotiated and approved by the contracting officer.
4.2. On- Base access is required for this requirement. Vendor shall (minimum of 7 business days prior to schedule delivery of furniture) provide the required information to obtain a “One- Day” pass from 32nd Street Naval Base San Diego, Pass and Decal Office
5. Installation Service Location
5.1. NAVSEA Southwest Regional Maintenance Center
3755 Brinser St. Building 3339 Paint Booth Mechanical Room San Diego, Ca 92136
6. Period of Performance
6.1. Upon awarded 30 July 2025
