Offerors’ pre-proposal questions:

QUESTION 1:

Will you please grant a one week extension to complete the bidding process? Requested due date and time to be 22 Feb 2022 1400 PST. These bids take time to review, ask questions, and assemble the requisite information, tech service bids, etc.

ANSWER 1:

The closing date and time has been extended to 3/16/2022, 2:00PM (PST) via Amendment 0002 issued on 2/10/2022.

QUESTION 2:

Per Amendment 0001, the dry-dock location may not be San Diego as it is “subject to change”. This creates many uncertainties as a bidder. Please either confirm location or extend bid until a firm location is known.

ANSWER 2:

The closing date and time has been extended and the firm location is San Diego, CA.

QUESTION 3:

Is there a form 1449 (Solicitation/Contract/Order for Commercial Items)? Did not see on SAM.GOV.

ANSWER 3:

No, there is not a form 1449. This is a combined synopsis/solicitation. Please follow Attachment 1 - INSTRUCTIONS, CONDITIONS AND NOTICES TO OFFERORS.

QUESTON 4:

On Exhibit A, for A004 and A009, Tie-Coat, if this coat is not required, what do we insert so that the value of this line becomes zero and the summation still occurs on the remainder of the spreadsheet? Currently without inserting numbers into these line items, the result is ”#VALUE!” in column K add this prevents proper summation.

ANSWER 4:

As a workaround, an offeror can insert the value of “100000” for A004 and A009, if the intent is for the value is to be zero.

QUESTION 5:

Please provide square feet for A010?

ANSWER 5:

The square feet for A010 is 200 sq. ft. See Exhibit A - Paint Supplies and Services Price Table_Rev1, attached.

QUESTION 6:

Please confirm that the 200 days of technical service will be billed as one lump sum for the full 200 days. The 30 day extension technical service will be billed as a lump sum under what conditions?

ANSWER 6:

Two hundred (200) days of technical services will be funded at contract award. Two hundred days of technical services can be invoiced all at once (lump sum) upon completion of all work and acceptance by the Government. Or two hundred (200) days of technical services can be invoiced incrementally as work is completed and accepted by the Government. The conditions for the 30 day extension, if needed, are described within paragraph 5.2.2.1 of Attachment 5 – Performance Work Statement. A contract extension will only be incorporated by a bilateral contract modification based on the rate in Exhibit A.

QUESTION 7:

Will SWRMC notify all bidders if the place of performance changes from San Diego to another location prior to the bid date? This is important so we can submit the correct Technical Services Representative Resumes as some are dependent upon the location. This also can affect the bid price for this service.

ANSWER 7:

The closing date and time has been extended and the firm location is San Diego, CA.

The combined synopsis solicitation is amended as follows:

a. The following dates are hereby revised as follows:

Availability Start Date: 5/16/2022 Drydocking Dates: 6/15/2022 – 11/29/2022 Paint Arrival (A-30) = 4/16/2022 Paint Technical Rep at Shipyard (A+21) = 6/6/2022

b. Replace PWS Attachment 1 with PWS Attachment 1 (revised), attached.

c. Replace PWS Exhibit A with PWS Exhibit A (revised), attached.

d. All references to the place of performance as “San Diego, CA (subject to change)” are hereby changed to read as, “San Diego, CA.”
