STATEMENT OF WORK

1.0 SCOPE

1.1 Performance Objective

Provide logistical support to the Southwest Regional Maintenance Center (SWRMC) Production Department Product Families, by sourcing and ordering best-priced, technically acceptable ship and shop maintenance and repair materials, repair parts, and services.

1.2 Background

SWRMC, as a NAVSEA Regional Maintenance Center (RMC), has primary mission responsibilities to provide direct support to Type Commanders and their U.S. Navy Fleet assets. SWRMC provides intermediate-level (I-level) maintenance and repairs, oversight for major depot-level (D-level) shipyard maintenance and repairs, and fleet technical assistance (FTA) and troubleshooting for all U.S. Navy ships and submarines homeported in or visiting the Southwest U.S. region. The SWRMC Production Department Product Family shops provide I-level (beyond ships’ force capabilities, but not requiring major shipyard capabilities) maintenance and repairs for U.S. Navy ships and submarines. The SWRMC Product Families currently consist of: Corrosion Control, Engine, Machine, Combat Systems, and Production Control, but may expand in the future. Work is performed in shops located on Naval Base San Diego (NBSD), as well as onboard ships and submarines in the Southwest region, with the shops currently performing nearly eleven-thousand I-level ship maintenance and repair jobs per year, with that number anticipated to increase in the future as SWRMC Production Department increases capabilities and workload. SWRMC Production and Contracts Departments are in need of contracted assistance for logistical support to source and procure ship and shop maintenance and repair materials, repair parts, and services. These efforts assist to ensure timely and correct I-level ship maintenance and repairs are performed, ensuring SWRMC meets its mission, and the U.S. Naval Fleet stands ready.

1.3 Scope of Work

SWRMC requires the Contractor (hereinafter also referred to as the “Prime Vendor”) to provide U.S Navy ship- related and SWRMC shop-related maintenance and repair material and service logistical sourcing and ordering support for all of the SWRMC Product Family shops, as well as the SWRMC Facilities Division and Dive Locker. Note that a list of the general, largest categories of materials and services that have been ordered under the preceding contract is contained herein, but is not all inclusive and does not limit the material and services that may be ordered under this contract, although no materials or services other than those which support U.S Navy ship or SWRMC shop maintenance and repairs will be ordered under this contract. The Product Family shops include (but may expand in the future): Corrosion Control Product Family: Corrosion Control, Rapid Securing Device (RSD)/Recovery Assist Secure Traverse (RAST), Antenna, Life Raft, Water Tight Door, and Ready Service Locker (RSL); Engine Product Family: Diesel, Gas Turbine, Flex Hose, Habitability, Weld, and Weight Test/Rigging; Machine Product Family: Outside Machine, Inside Machine, Air Conditioning and Refrigeration (AC&R), Elevator/Conveyor Support Unit (ESU/CSU), Optical, Engraving, and Locksmith; Combat Systems: Ordinance, Electronics (2M – Micro/Miniature), Valve/Self-Contained Breathing Apparatus (SCBA), Mine Neutralization Vehicle (MNV) and Torpedo, Radar, Outside Electrical, Shipboard Instrumentation and Systems Calibration (SISCAL), and Calibration Lab; and Production Control Product Family: Maintenance Assist Teams (MATs), Maintenance Management, and Material Management; Off-Base (off-site) shops: Hoist, Rigid Inflatable Boat (RIB), and Antenna/Radome Preservation (note that the Off-Base shop facility, where some deliveries will need to be made, is currently located near NBSD in National City, and is required to be located within fifteen [15] miles of NBSD). Additionally, contract scope includes support for the SWRMC Facilities Division (in support of maintenance, repairs, and installation/replacement of Product Family shop equipment), and the SWRMC Dive Locker.

1.4 Period and Place of Performance

1.4.1 The period of performance for this contract shall be for a period of one (1) year, commencing on the date set forth in the contract, with four (4) one-year option periods, to be exercised at the discretion of the Government.

1.4.2 The normal place of performance under this contract shall be at the Contractor’s facility, located within thirty

(30) miles of NBSD, and aboard NBSD for the purposes of deliveries and meetings. Additionally, ship maintenance/repair crane services may infrequently be required aboard Naval Air Station (NAS) North Island, and Naval Submarine Base Point Loma.

1.5 Security

1.5.1 The work to be performed under this contract does not require a Contract Security Classification Specification, DD Form 254, as there is no classified work to be performed under this contract. The Contractor is responsible for meeting all of the requirements to gain/maintain access to the Naval bases via either CAC or DBIDS. For vendors that need access to NBSD for heavy/bulky or urgent deliveries, but do not have CACs or DBIDS, the Prime Vendor shall coordinate with the General Supply Specialist (GSS)/Product Family shop, in order to sponsor the vendor for temporary access through NBSD Pass and ID.

1.5.2 The Contractor shall ensure the capability to send and receive encrypted emails to and from SWRMC personnel when needed. SWRMC currently uses the Microsoft Outlook email application.

1.6 Government Furnished Facilities/Vehicles/Equipment/Tools

The Government will not provide any facilities, vehicles, equipment (including IT), or tools to the Contractor. The Prime Vendor shall be responsible to provide these, as required during the performance of this contract, at no additional cost to the Government. Note, however, that the Government will assist in the off-loading of heavy/bulky materials by forklift during shop deliveries.

2.0 APPLICABLE REFERENCES/DOCUMENTS

Various U.S. Navy, military, and industrial technical documents, to include specifications, standards, handbooks, manuals, drawings and sample materials, may be required during the accomplishment of this statement of work (SOW), and will be listed in individual requests for proposals (RFPs)/delivery orders (DOs). All technical documents will be provided by the Government at time of RFP/DO issuance. Additionally, as needed, the Contractor shall coordinate with the GSS/Product Family shop/COR, in order to gain access to other required technical documents or sample materials determined required. The Contractor shall ensure that any/all proprietary rights are observed for original equipment manufacturer (OEM) drawings/documentation, and may be required to sign a non-disclosure agreement (NDA) form.

2.1 Various U.S. Navy, military and industrial technical documents – to be specified and provided, as required, with individual RFPs/DOs.

2.2 Where technical documents do not provide sufficient information to the vendor, Contractor shall request a physical sample(s) in writing to SWRMC GSS/Product Family shop/COR. Proper documentation of custody transfer shall be provided by the Government at the time of transfer. Contractor shall coordinate with the GSS/Product Family shop/COR, when the physical samples will be returned.

3.0 REQUIREMENTS

3.1 General Requirements - The Contractor shall provide logistical sourcing and ordering support for all of the SWRMC Product Families/Shops, Facilities Division, and Dive Locker, as follows:

3.1.1 When provided a request for proposal (RFP) by SWRMC Contracts Department, the Prime Vendor shall in-turn request quotes from a minimum of three (3) qualified (and certified, when required) vendors capable of providing the materials, repair parts, and/or services that exactly match the description, part numbers, and specifications provided. If materials to be provided are any other condition than new (e.g. refurbished, Government surplus, previously used, etc.), the Prime Vendor shall clearly identify this in their quote. If there is only one source for the materials, repair parts, and/or services (e.g. OEM repair parts), the Prime Vendor shall provide a sole-source justification letter with their quote, detailing why only one vendor can supply the materials, repair parts, and/or services. If a vendor informs the Prime Vendor that they will only sell directly to the Government, the Prime Vendor shall request and SWRMC will provide a letter explaining that the Prime Vendor is ordering in direct support of the Government. The Prime Vendor shall provide electronic copies of all vendor quotes received, and shall ensure that each vendor quote specifies, at a minimum, the following materials, repair parts, and/or services details: quantity, nomenclature, part number, price, lead time, any exceptions to the RFP, and any other information that is relevant to the quote. For services which require multiple steps during the performance of the service process (e.g. equipment/component stripping and galvanizing services), the quote shall include a timeline for the individual steps of the process, in order to allow the Prime Vendor and Government to verify the service is tracking schedule to meet the required delivery date (RDD). The Prime Vendor shall provide a price breakdown to the Government, to include any price markup from the vendor’s quoted price. The Prime Vendor’s price shall be all-inclusive, and shall include all delivery and installation costs, as applicable. The Prime Vendor shall ensure all quotes are provided as soon as possible, but no later than five (5) full business days after receipt of the RFP. For urgent materials, repair parts, and/or services, quotes may be required to be provided in as little as 24 hours after receipt, when specified with the RFP. Although there is no guarantee based on the RFPs received and the quotes submitted, the Prime Vendor may be issued a delivery order (DO), to proceed with providing the quoted materials, repair parts, and/or services, as specified therein. The Prime Vendor shall ensure their resultant purchase order (PO) is issued to the vendor within two (2) full business days of receipt from the Government (within four [4] business hours for urgent DOs).

3.1.2 When the Prime Vendor receives a DO as a result of an RFP, the Prime Vendor has sole responsibility to ensure the materials, repair parts, and/or services provided are exactly as specified in the DO and vendor quote, and are delivered on or before the RDD, to the location specified (deliver to the respective Product Family shop onboard NBSD, if not specified). The Prime Vendor shall notify the Government as soon as possible, but no later than three

(3) business days prior to the RDD, for DO materials, repair parts, and services delays, and shall provide written request for RDD extension, explaining why the RDD must be extended to include specifically whether the delay was caused by the Contractor (which includes vendors) or by the Government, along with details for the cause of delay and a new proposed RDD. The Prime Vendor is solely responsible for all late DOs not caused by the Government, and shall make every effort to deliver as soon as possible, to include paying production and/or shipping expediting fees at no additional cost to the Government. The Prime Vendor shall ensure the materials, repair parts, and/or services are received and accepted by a Government representative (preferably the GSS involved with the order, but otherwise another Government civilian or military member within the same shop or Product Family; no contractors). The Prime Vendor shall ensure that there is a Government representative and any required equipment (e.g. shop forklift and operator for heavy/bulky materials) available before attempting to deliver the materials, repair parts, and/or services, and shall perform all deliveries during the following Product Family shop hours: 0600-1100 and 1230-1500, unless exceptions are made by the shop in writing. The Prime Vendor shall ensure that the Government representative receiving the materials, repair parts, and/or services provides the following clearly legible information on the packing slip: printed first and last name, signature, date, and any exceptions to the order (e.g. partial delivery). The Prime Vendor shall ensure the clearly legible, signed packing slip is submitted with the invoice as proof of delivery/acceptance. Materials, repair parts, and/or services shall be delivered in entirety, to the exact specifications required, on or before the specified RDD. For bulky and/or urgent materials, it is acceptable for a vendor to deliver the materials directly to the shop, but the Prime Vendor is recommended to accompany the vendor, and remains fully responsible for the delivery. If the vendor is unable to access the base for any reason, the Prime Vendor shall make other arrangements to deliver, at no additional cost to the Government.

3.1.3 For informational purposes, historically, more than two-hundred (200) RFPs have been issued per year under the preceding contract (which did not include crane services), with the majority resulting in delivery orders (DOs), which resulted in a contract ceiling usage of approximately $3.5 million per year. However, there is no guarantee of future contract usage, and usage may vary significantly (decrease or increase) dependent on SWRMC Production Department workload, materials and repair parts availability through mandatory sources (e.g. National Stock System [NSN] items), NAVFAC crane availability, and funding availability. Note that there is no guarantee that a DO will be issued when an RFP is received and a quote is submitted.

3.1.4 The following is a general list of the largest categories of materials and services ordered under the preceding contract (note that this list is not specific, not all-inclusive, and not a guarantee or predictor of future materials, repair parts, and services to be ordered under this contract): ship stern tube seal parts; ship compressor parts; ship life raft materials and supplies; ship diesel engine parts; ship tank level indicator (TLI) parts and services; ship accommodation (accomm) ladder materials, and stripping and galvanizing services; ship flight deck safety net and frame materials; ship pump and motor parts and services; raw metal and plastic stock for shop machining; ship equipment/component blasting and preservation services; ship material and ordinance handling equipment (MHE/OHE) parts, battery services, and blasting and preservation services; various ship equipment, parts, and components; and shop equipment parts, maintenance, repair, and installation/replacement services.

The Contractor shall be responsible for providing crane with operator and support personnel, weights, and rigging gear required for the evolution, as specified in the RFP/DO. RFPs/DOs will provide the specific taskings, weights, ship location (which Naval base and pier, with the majority being aboard NBSD), dates, and number of hours of crane service required. The contractor shall ensure the cranes provided are in good condition, maintained, and capable of accomplishing the specified taskings, taking into account the pier and ship locations, shipboard equipment weights and locations, and test weights to be utilized, as applicable. The following size-categories of cranes may be needed, dependent on the specific evolution/tasking as specified in the RFP/DO: land cranes – 51-110 ton, 200-ton, and 275-ton; and floating crane – 112-ton. The cranes shall typically be provided for four (4) or eight (8) hours per day for land cranes, and for eight (8) hours per day for floating cranes, as specified in the individual RFP/DO. The Government will provide a minimum of 24-hour notice for changes in schedule, which the Contractor shall accommodate. The following is a list of the most common equipment/components requiring shipboard onload/offload, but is not all inclusive: life rafts; accomm ladders; ready service lockers (RSLs); antennas and radomes; combat systems components and equipment; flight deck-related components and equipment; mechanical equipment including gas turbines, pumps, valves, air compressors, stern tube seal kits, various shipboard components and equipment, and shop work equipment including conex boxes, tool boxes, welding gas bottles, and welding supplies. The following is a list of the most common weights required for the accomplishment of shipboard weight tests, but it not all inclusive. Note that any quantity/combination of these may be required for a specific weight test evolution. Additionally, some weights may be provided by SWRMC Production Department and/or NAVFAC, for use during the weight test, as specified in the individual RFP/DO. Weights required: five (5) one-ton, three (3) 4,000-pound, three (3) 3,000-pound, two (2) 1,000-pound, five (5) 500-pound, one-hundred (100) 100- pound, and ten (10) 50-pound. The Prime Vendor shall be present at the start and end of each crane service day in order to ensure the specific tasking requirements for the day are being met. For informational purposes only, and not a guarantee or predictor of future crane services needs, recent SWRMC Production Department annual crane service usage rates have been as follows: (81) 8-hour floating crane service days, (64) 4-hour land crane service days, and (24) 8-hour land crane service days.

3.1.5 The Prime Vendor shall provide a weekly status report on Monday of each week. If Monday is a Federal holiday, the report may be provided on the next calendar day (Tuesday) (see CDRLs). Additionally, the Contractor shall provide a monthly chart depicting cumulative yearly contract ceiling usage, to include values for expended and remaining ceiling (see CDRLs). The Prime Vendor shall meet bi-weekly (every other week) with SWRMC personnel, within two (2) business days of submitting the weekly status report, in order to review the report and address any related issues or concerns presented. The Contractor shall provide answers to any questions asked within two (2) business days.

4.0 ADDITIONAL REQUIREMENTS

4.1 ORGANIZATIONAL CONFLICT OF INTEREST (OCI) STATEMENT AND NON-DISCLOSURE AGREEMENTS

The Contractor shall provide an Organizational Conflict of Interest (OCI) Statement, stating that the Contractor (including any subsidiaries and subcontractors proposed under this contract) have no interests/business relationships with any vendors that might be expected to be sourced to provide materials, repair parts, and/or services under this contract. If such relationship does exist, the Contractor shall provide an OCI mitigation plan, explaining how execution of the contract will not be affected/influenced by this business relationship. The Government will determine if the OCI mitigation plan is acceptable in order to reduce or eliminate the concern. Additionally, the Contractor shall provide signed Non-Disclosure Agreements (NDAs) for all Prime Vendor personnel providing support under this contract, due to potential exposure to third-party vendor proprietary technical drawings and documentation, and information regarding specific U.S. Navy ship locations, schedules, and equipment/components being repaired/replaced with lead times.

4.2 SAFETY

The SWRMC Product Family shops are an industrial environment, and OSHA safety requirements for personnel protective equipment (PPE) and material handling equipment apply. The Contractor is responsible for ensuring compliance with these requirements, to include vendors.
