The requested material or service represents the minimum requirements of the Government.

exclusion of other sourcesbrands: SWRMC Code 321, requires replacement Original Equipment Manufacturer (OEM) (MAFO, Naval Closures) parts for the CPS access closure door. Although, the parts are not unique in physical appearance, they must be manufactured by the Original Equipment Manufacturer (OEM) (MAFO Naval Closures) to ensure they meet the designed specifications as required by the Navy standards specifications.
MAFO Naval Closures is the Original Equipment Manufacture (OEM), and is the only company with the capability to meet one or more of the critical elements as required per the Navy Standards specifications. As, the QAWTD supports the watertight integrity of the ship and this specific QAWTD supports air locking systems; therefore, the required items/ parts must be compatible in all aspects (form, fit and function) with the existing door system.
As such, it is imperative the Government go directly to the OEM company, whom attains the knowledge, and expertise in producing these specific parts, as they obtain all proprietary rights to all materials, drawings, and equipment associated with the required parts. (See OEM sole source letter)
Furthermore, replacement parts and/or replacement of the door must be procured directly through the OEM or its authorized distributor, ADI Technologies.
Lastly, ADI Technology is the only US authorized distributor for the above-mentioned QAWTD.
The requested material or service represents the minimum requirements of the Government: On
The material or service must be compatible in all aspects form fit and function with existing systems presently: On
connect or interface with the existing system: The currently installed Quick Action Water Tight Doors on the USS PREBLE are designed, installed and designated per NAVSEA DWG 167-7649123 and the replacements must have the same function to ensure it's compatibility in all aspects (form, fit, and function) with the existing systems presently installed, which are manufactured by the OEM MAFO, Naval Closures.
Furthermore, due to the proprietary nature of these items, the required parts can only be obtained from the OEM; in which, is the only company that can provide the required parts as set forth above.
A patent copyright or proprietary data limits competition: On
The items are direct replacement partscomponents for existing equipment Provide the information about the Next: MAFO Naval Closures is the OEM, holds the proprietary rights to the materials, parts, and drawings that are associated with the MAFO QAWT Door.
Higher Assembly NHAequipment which the replacement parts are going into eg description model part number: On
Original Equipment Manufacturer OEM etc: The following doors are a direct replacement part in support of the MAFO Quick Acting Watertight Door and can only be obtained by the OEM (MAFO, Naval Closure) or authorized distributor, ADI Technologies.
Description of Items are as follows:
Quantity One Each, P/N: C940980, Door, MAFO, 26 Inch by 66 Inch, Quick Acting Watertight Door (QAWTRTT), 8 Dog, Left Hand, CRES, With 6 Inch Fixed Light, With Dead Light Cover, With CPS Latch
Quantity One Each, P/N: C940986, Door, MAFO, 26 Inch by 66 Inch, Quick Acting Watertight Door (QAWTRTT), 8 Dog, Right Hand, CRES, With 6 Inch Fixed Light, With Dead Light Cover, With CPS Latch
Other information to support sole sourcebrand name sole source procurement The rationale must then justify: On
unacceptable delays in fulfilling the mission of the agency: Both the maintenance team and Code 500 conducted market research on the MAFO quick acting watertight door and discovered the MAFO quick acting watertight door only has a nicn number not a naval stock number which requires the MAFO door to ordered solely via part number.
Thus, both the Contract Specialist and Contracting Officer have determined that the circumstances of this action would result in a substantial duplication of cost that could not be recovered through competition if the agency does not move forward with a sole source procurement for the QAWTD. The Government would incur duplicate costs for research and development, ship alt expenses, and expense in time and effort for solicitation, competition, and evaluation.
Furthermore, in the event the door is not procured through ADI and/or MAFO, the Government will experience significantly unacceptable delays in fulfilling the Navy's mission. SWRMC would be at a high risk for on time delivery being unable complete the repairs required during the ship availability due to prohibitive delay for the required research and development, ship alt, and time and effort for solicitation, competition, and evaluation.
Lastly, in accordance with FAR 13.106-1(b), the contracting officer deems only one source is reasonably available. Moreover, procurement of this product from any other source would result in substantial duplication of costs to the Government that could not be recovered through competition because the Government would be required to purchase an entirely new system similar to the existing Forced Draft Blower.
