AMENDMENT 1 CONTINUED
REQUEST FOR SPECIFICATION/CLARIFICATION:
Question #1- WORK ITEM NO: 115-00-001; Conning Station; repair. Please provide the following: Drawing
100-5104282, LAR 135CU/253C
Answer #1. Tech Manuals are available to be checked out at the SWRMC TECH Library, manuals are not issued with drawing package.
Question #2- WORK ITEM NO: 528-00-001; Crew’s Head, Shower Drains, CHT System; inspect. Tech Man S9593-FU-OMI-010, Drawing 505-2889655 Rev-D, Rev-C is what was provided [is this correct]?
Answer #2. Revision C is the correct revision. Change reference drawing to read 505-2889655 Rev-C.
Question #3- WORK ITEM NO: 533-11-001 Paragraph 3.2 & 3.2.1 requires the KTR to procure and install new reverse osmosis desalination system in its entirety and modify the existing aluminum skid in accordance with reference 2.2. Reference 2.2 is a LAR providing changes and clarification to drawing 533-5106675 & 123-5106674;
but does not provide adequate information for determining the materials required to accomplish paragraphs 3.2 & 3.2.1.
Will the government provide drawing references 533-5106675 & 123-5106674 to allow the KTR to accurately determine the materials and instruction required to accomplish paragraphs 3.2 & 3.2.1?
Answer #3. Craft is available for inspection and all information can be obtained onboard. Requested drawings 533- 5106675 & 123-5106674 will be ordered. Contact Contract Specialist Shemeka Johnson-Jenkins for a copy of the drawings.
Question #4- WORK ITEM NO: 233-11-001 Paragraph 3.1 requires the KTR to procure and install new push-pull shutdown cables listed in paragraph 1.3. Using reference 2.2 and 2.3 for guidance. Item listed in 1.3.3 is a Quantity (one EA), Anchor emergency shutdown cable assembly including pull handle, brackets, stuffing tubes, label plates, and mounting plates.
Reference 2.2 and 2.3 provide information or accomplishing the replacement of items 1.3.1 (SSDGE Emergency Shutdown...) & 1.3.2 (MDDE Emergency Shutdown…) but do not include the information to accomplish replacement of item 1.3.3 (Anchor Emergency Shutdown….).
Will the government provide the reference required to identify the push-pull cable for the Anchor? If not, will the government provide the material identification for the Anchor emergency shutdown cable assembly including pull handle, brackets, stuffing tubes, label plates, and mounting plates?
Answer #4. As indicated the references used are for guidance only – craft inspection will show materials required.
Reference drawing 520-2889665 shall be ordered. Contact Contract Specialist Shemeka Johnson-Jenkins for a copy of the drawing.
Question #5- WORK ITEM NO: 558-11-001 Paragraph 3.1 & 3.2 require the KTR to procure and replace the Fuel Fill Riser Valves and Fuel Oil Tank supply valve remote operators using 2.2 & 2.3 for guidance. References
2.2 & 2.3 do not provide specific details to size or part number of the valves, nor do they provide details for materials, universal linkages, rods, deck sockets, worm bevel gear assemblies, adapters, bushings, pins, and fasteners to replace the remote operator assemblies.
Will the government provide the references to determine the specific materials required to accomplish paragraph 3.1 & 3.2?
Answer #5. Incorrect work item number shown, should be 544-21-001. Specification directs template from existing. Craft is available for inspection.
Question #6- WORK ITEM NO: 583-11-001 Paragraph 3.1 directs the KTR to accomplish the requirements of reference 2.2 (LAR135 LCU-1124) using reference 2.3 (500-5107205) for guidance only. LAR 135 LCU-1124 provides direction for a modification to the SSDG Start Motor Control Valve only and indicates a procedure for LCUs which already have Drawing 500-5107205 installed.
A. Is drawing 500-5107205 already installed on LCU-1646?
B. If drawing 500-5107205 is not installed on LCU-1646 and since Drawing 500-5107205 was indicated as for guidance in paragraph 3.1; was it the government’s intent for the KTR to include all materials and labor to install the Electro-Hydraulic Engine Starting System on LCU-1646?
C. Although paragraph 3.1 & reference 2.2 only accomplish modifications to the SSDG Hydraulic Start System pressure return line; is it the government’s intent for the KTR to include all materials and labor to accomplish hydrostatic testing and flushing of the entire hydraulic starting systems for all five of the hydraulic start systems?
Answer #6. The intent of this specification is to complete the upgrade to existing system. Bid specification as written.
Question #7- WORK ITEM NO: 320-11-001 Reference 2.3 lists the equipment required for new procurement as directed in paragraph 3.2. In the list of materials on Reference 2.3; the components required for replacement indicate in the remarks column reference drawing 122-2889612.
Since reference 2.3 does not provide material part numbers or other specifications accurately determine the new parts required; will Drawing 122-2889612 (listed in the remarks on reference 2.3 for each of the equipment listed in paragraph 3.2) provide the information to determine materials required to accomplish paragraph 3.2?
If not, will the government provide the reference drawing / technical manual that will provide the needed information to accurately estimate the cost and procurement of the components in listed in paragraphs 1.3.2 through 1.3.5?
Answer #7. Reference drawing 122-2889612 shall be ordered. Contact Contract Specialist Shemeka Johnson- Jenkins for a copy of the drawing.
Question #8- WORK ITEM NO: 558-11-001 Paragraph 3.3 directs KTR to remove existing and install new accumulator isolation valve identified in 1.3.6. Paragraph 3.4 already replaces the only isolation valve shown in reference 2.2 in support of the accumulator gauge replacement.
A. Was it the government’s intent for the KTR to replace 7 of the Solenoid valves shown in reference 2.2?
B. If so, which solenoid valves was the government intending for the KTR to replace the normally open solenoid open valves or the normally closed valves (there are seven of each in the system)?
C. If the solenoid valves are intended to be replaced; there are seven (7) of each in the system. Which of the solenoid valves are to be replaced?
Answer #8. Paragraph’s 3.3 and 3.4 replace the required solenoid valves. Bid specification as written.
Question #9- WORK ITEM NO: 533-11-001 Paragraph 3.2 the KTR is directed to remove existing and install new the Aqua Whisper X Compact 1400-2 Desalination System. Information provided by the OEM indicates all previous LCU vessels have had the SeaRecovery Aqua Whisper DX 1800-2 installed.
Can the government confirm the type desalination system to be installed on LCAC 1646?
Answer #9. Change paragraph 2.3 to read “Sea Recovery Aqua Whisper DX 1800-2.”
Question #10- WORK ITEM NO: 584-21-001 Paragraphs 3.1.2, 3.4.2, 3.9.2, 3.10.1, & 3.11 refer to paragraphs in reference 2.7 (LAR 135LCU-1423) that do not exist in the LAR. For example; specification paragraph 3.4.2 requires the KTR to install 2 each hydraulic venting system in accordance with para. 1.e of 2.7; there is no para 1.e in reference 2.7. The other specification paragraphs referencing LAR 135LCU-1423 have similar issues. KTR suspects another version of LAR 135LCU-1423 exists.
Can the government clarify the correct version of LAR 135LCU-1423? If the version provided is correct can the government clarify their intent for the specification paragraphs noted regarding LAR 135LCU-1423?
Answer #10. This is latest revision for this LAR 1423. Disregard paragraphs noted, material is correct.
