About this file

This is a Statement of Work (SOW) for the Commander, Naval Surface Force Pacific (CNSP) Human-Centric Knowledge Management Workforce Development Program. The contractor shall establish practical understanding and application of human-centric knowledge management across CNSP staff through customized training, coaching, and reinforcement over a 12-month period of performance starting 30 calendar days following contract award. The program will integrate knowledge practices into existing staff meetings, training, turnover, planning, execution, and decision-making processes rather than establishing knowledge management as an additional administrative requirement.

The contractor shall execute four phases of work: Phase 1 (Month 1) includes an on-site kickoff meeting, baseline assessment of current knowledge management practices and barriers, and delivery of a KM Baseline Assessment and Priority Recommendations report. Phase 2 (Months 2–11) requires delivery of 10 customized, instructor-led on-site training sessions of up to two hours each for up to 125 CNSP government and military participants, along with course materials, syllabus read-aheads, and job aids. Phase 3 (Months 1–12) involves facilitating practical application activities using actual CNSP operational challenges to develop tangible knowledge products including Critical Knowledge Maps, KM Self-Assessments, Knowledge Transfer Plans, Turnover Checklists, Onboarding Interview Templates, After-Action Report Templates, Cross-Training Matrices, and Forceful Backup Contingency Plans, plus three structured assessments at months 1, 6, and 12. Phase 4 (Months 1–12) requires development of internal KM Champions, delivery of 10 monthly one-hour Leadership Advisory Sessions and 12 monthly Leadership Reviews, provision of KM culture reinforcement materials, and delivery of a Tailored Organizational KM Playbook, 12-Month Sustainment Roadmap, 90-Day Continuation Action Plan, and Final Leadership Outbrief. Performance location is Naval Amphibious Base San Diego or approved government virtual platforms, requiring contractor personnel to obtain security badging and Common Access Cards with Flankspeed access. The government shall provide a designated point of contact, organizational charts, business process flowcharts, access to unclassified or controlled unclassified information processes, and commitment of participating personnel for the full 12-month period.

COMMANDER, NAVAL SURFACE FORCE

(CNSP) | STATEMENT OF WORK

STATEMENT OF WORK

COMMANDER, NAVAL SURFACE FORCE, PACIFIC

Human-Centric Knowledge Management Workforce Development Program

1.0 Background

1.1 Commander, Naval Surface Force Pacific (CNSP) generates significant amounts of information and data through meetings, emails, Naval messages, reports, processes, instructions, turnover files, lessons learned, training, collaboration platforms, and daily operations. Gaps in this knowledge, ineffective knowledge sharing, and knowledge hoarding create substantial organizational risk.

1.2 Simply possessing information does not ensure that personnel know what information is important, who needs to know it, when it should be shared, how it should be transferred, which knowledge resides primarily in someone's experience, or how to continue the mission when a critical team member is unavailable. When knowledge resides primarily with individuals, single points of failure exist, and the organization becomes vulnerable to knowledge losses during personnel turnover, Permanent Changes of

Station, retirements, reassignments, promotions, leave, illnesses, deployments, and unexpected absences.

1.3 Technology can store information and data, but technology alone cannot create a workforce that understands how to apply knowledge to accomplish the mission. A human-centric Knowledge

Management (KM) workforce development program is required to define KM practical application

'knowing what to do with the information you have' and translate that understanding into repeatable workplace behaviors across CNSP staff.

2.0 Scope of Work

2.1 The Contractor shall establish a practical understanding and application of human-centric KM across the CNSP staff through customized training, coaching, and reinforcement using a framework based on an initial KM assessment, tailored KM training, guided KM execution, and KM performance feedback over a 12-month Period of Performance. Rather than establishing KM as an additional administrative requirement, the program will integrate knowledge practices into existing staff meetings, training, turnover, planning, execution, and decision-making processes.

2.2 The scope includes one primary cohort of up to 125 CNSP Gov’t and military participants, a designated internal KM Champion group, and leadership participation, supported by a designated CNSP civilian deputy KM Champion to serve as reinforcement continuity for long-term program sustainment.

2.3 At the completion of the engagement, participating personnel shall be capable of answering six fundamental operational questions: (1) What do we need to know to accomplish our mission? (2) Who knows it now? (3) Who else needs to know it? (4) How will we capture, share, transfer, and apply it? (5)

What happens when the person who knows it is not available? (6) How is knowledge captured, shared, and transferred to accomplish CNSP's mission?
