About this file
This is a Justification and Approval (J&A) document for an exception to fair opportunity under IDIQ contract, issued by the Department of the Navy Mid-Atlantic Regional Maintenance Center (MARMC) in Norfolk, VA. The document justifies awarding additional urgent work to an unnamed contractor who was awarded contract number (redacted) on February 7, 2025 for FY25 EM maintenance work.
The work involves critical repairs that must begin no later than February 18, 2025 and be completed by March 7, 2025. The contractor is the only company able to perform this time-sensitive work during the current EM maintenance period. A competitive award process would take approximately 60 days, which would cause unacceptable delays to the ship's deployment schedule and mission readiness. The work will be funded using Naval Sea Systems Command Fiscal Year 2025 Other Procurement Navy (OPN) funds. The contracting officer has determined costs will be fair and reasonable based on historical data, Independent Government Estimate (IGE), and the Project Manager's technical assessment of labor hours and material costs.
