CONTRACTOR'S QUESTION 4: Item two (2) and three (3) on the list of materials calls out for a certain Mil Spec and is unfortunately unreadable.
Could you please supply the Mil spec required for these line items?
GOVERNMENT'S RESPONSE: PC NO. 2 of drawing S3209-638101 invokes MIL-G-2857, however, in order to make it possible for this item to pass shock qualification, the line item description states “OMIT
DOOR AND GLASS”. The copy of the drawing S3209-638101 posted at https://MSCorpHAB.com is legible when you zoom in.
PC NO. 3 of drawing S3209-638101 invokes MIL-C-15116, however, that was cancelled without a superseding document. Note HSH 02.A(1) addresses the topic of cancelled Mil-Specs. The Contractor may substitute a commercial equivalent. If there are option choices available within the cited specifications that are not specified by the contract, the
Contractor shall select the grades and conditions etc. as the Contractor recommends. The cancelled MIL-C-15116 Revision C is available at https://quicksearch.dla.mil/.

REQUEST FOR SPECIFICATION CLARIFICATION
CONTRACTOR'S QUESTION 1: Most dimensions called out on the reference drawing are .050 thickness. Is this what you would like the door and body made from?
GOVERNMENT'S RESPONSE: As shown in various places on 804-
1648663 the top and sides are 0.050, back is 0.040, all of which might be considered part of the body.
The door is PC NO 2 and the right-hand column of the List of Material sends you to reference 1 which is sheet 1 of 804-1642368 for a Type E door, which identifies the material as 0.051 aluminum. So yes, 0.050 is acceptable for the door.
Material thicknesses called for on the drawings might be superseded by
Shock Qualification documents, because the Shock Mil-Spec is a performance based specification.
See LI Note 01.A. which includes:
“Copy of approved shock documentation shall be included with the quote.” If you do not already have them, shock qualification for even one configuration is very time consuming.
The requirement to submit approved shock documentation applies to every one of the line items in this particular request for quote. LI Note
01.A. invokes SHIPBOARD LOCKERS AND RELATED ITEMS
Procurement Specification dated 12/1/2014 which extensively addresses the shock qualification process and requirements. LI Note 01.A. also indicates where the Procurement Specification Notes are posted on https://MSCorpHAB.com. This one is posted under the abbreviated title
LOCKERS Procurement Spec dtd 12-1-2014.
CONTRACTOR'S QUESTION 2: General note six (6) calls out for
“stenciled letters” Is this okay to be silkscreened?
GOVERNMENT'S RESPONSE: Silk screen is simply a means of holding the stencil, so yes silk screen is acceptable. The requirement is that the paint must be opaque. If that is achieved with a silk screen process, that is acceptable. See also next answer.
GOVERNMENT'S RESPONSE: See LI Note 04 for updates related to the labels for the EEBD Stowage Containers. A certified painter is not required, and A A 50598 provides more information about photoluminescent paint. However, I believe most vendors in recent years have chosen to use the option for vinyl stickers. 3m makes photoluminescent vinyl that meets the requirements. www.malpass.com deals in at least some of the EEBD Stowage Container labels as stickers.
CONTRACTOR'S QUESTION 3: Line item two (2)- DWG# 803-5751208-
General note six (6) also calls out for a “photoluminescent” painted finish.
Is there any way you could provide more information on this type of finish, and do you need a certified painter to perform this work?

CONTRACTOR'S QUESTION 7: If you look at Detail 20-A, it calls out for details on sheet two (2) that do not exist. Is there any other location where I can find the information reference on Detail 20-A?
GOVERNMENT'S RESPONSE: For Type 3, PC NO 3, Crew
Wardrobe Locker Unit of drawing 803-6397307, I assume you are referring to Detail 28-A as the primary view, not 20-A. (But that does not matter for this answer.) The Parts List shown on Sheet 1 and 2 of drawing 803-6397307 in the second column from the right refers all details to Reference 1, which is 803-5959310. Callouts throughout 803-
6397307 refer to REF 1. This linkage is amplified in LI Notes 01.L
“Every item invoking Drawing 803 6397307, Rev. A is required to comply with the referenced details of Drawing 803-5959310, Rev. A.”
The details that you are looking for are on 803 5959310. The web posting on https://MSCorpHAB.com for these two drawings provide tables of contents which might be useful.
CONTRACTOR'S QUESTION 6: The only thickness reference on the drawing is .050 not otherwise specified in the List of Materials. Is this the correct measurement for the base and door?
GOVERNMENT'S RESPONSE: No it is not. For Type 9, PC NO 9, Short Hanging Lockers drawing 803-6397307 sends you to sheet 9 of that drawing. Sheet 9 in several places clearly calls for the bottom, sides and door to be made from 0.040. I did not notice any call out for 0.050 on this sheet.
Did you intend to be asking this question about a different Find Number?
CONTRACTOR'S QUESTION 10: Line item eight (8)- DWG# 803-
6397307- Your line item calls out for a 12” x 22” x 36.5” tall locker subbase. However, the only locker type on the drawing called out that has similar dimensions is Type five (5). The type five (5) locker has the dimensions of 18” x 22” x 36.5” tall. Are you wanting us to make a Type five (5) locker with different dimensions or was this a misprint?
GOVERNMENT'S RESPONSE: This case is similar to the issue for FN
528W.
Line item 8 description calls for a 12”SHORT HANGING LOCKER, and invokes PIECE NO. 9 of 803-6397307.
This locker has nothing to do with Type 5. It is a variation of Type 9, PC NO 9.
Although the standard Type 9, PC NO 9 is 10” x 22” x 41”, the line item description for FN 530W states: “EXCEPT WIDTH SHALL BE 12", AND HEIGHT SHALL BE 36-1/2".”
(Although it does not affect this answer, your question is missing an important word in that the dimension 36.5” is above the subbase.)
CONTRACTOR'S QUESTION 5: The drawing calls out for .050 on majority of items. I just wanted to be clear the body is also made from .050.
GOVERNMENT'S RESPONSE: PC NO 1 of the drawing in the List of
Material is referred to the Body and describes the type of aluminum, but does not give the thickness. It you look at the left side middle of the drawing in the Detail of Hinge Installation, the drawing refers to both the door and the back frame as PC No 1. In the top view Section A-A at the right hand end, the view calls out the back portion of the body to be 0.051 thick, and calls for the door portion of the body as 0.081 thick.
(oh, yes, in this shock case the door is omitted.) Other areas such as the backing behind the cork is 0.064 for this Type A, the larger size. For current day requirements, 0.050 is acceptable in lieu of 0.051.
CONTRACTOR'S QUESTION 8: What thickness would you like this locker to be made from?
GOVERNMENT'S RESPONSE: The material thicknesses that are not shown on 803-6397307 are shown on 803-5959310, except as superseded by General Note 5 on sheet 1 of 803-6397307. If there is a conflict between drawing 803-6397307 and 803-5959310, 803-6397307 takes precedence because that is the one cited in the line item description. In very general terms, 0.040 is called for, for much of the lockers which are based on Type 3, PC NO 3, of 803-6397307 because of its General Note 5. As indicated above, Material thicknesses called for on the drawings might be superseded by Shock Qualification documents.
CONTRACTOR'S QUESTION 9: Your line item calls out for a 10” x 22” x
36.5” tall locker subbase. However, the only locker type on the drawing called out that has similar dimensions is Type five (5). The type five (5) locker has the dimensions of 18” x 22” x 36.5” tall. Are you wanting us to make a Type five (5) locker with different dimensions or was this a misprint?
GOVERNMENT'S RESPONSE: Line item 7 description calls for a
SHORT HANGING LOCKER, and invokes PIECE NO. 9 of 803-
6397307.
This locker has nothing to do with Type 5. It is a variation of Type 9, PC NO 9. Although the standard Type 9, PC NO 9 is 10” x 22” x 41”, the line item description for FN 528W states: “LOCKER HEIGHT
SHALL BE 36-1/2" IN LIEU OF 41".” (Although it does not affect this answer, your question is missing an important word in that the dimension 36.5” is above the subbase.)
In general terms and for information only, drawing 803-6397307 gives overall dimensions, and drawing 803-5959310 dimensions the details from the outsides in, so variations to outside dimensions from 803-
6397307 do not create conflicts with detail dimensions from 803-
5959310.
CONTRACTOR'S QUESTION 11: What grade of shock testing is required in order to bid this job?
GOVERNMENT'S RESPONSE: The requirement to submit approved shock documentation applies to every one of the line items in this particular request for quote. LI Note 01.A. invokes SHIPBOARD
LOCKERS AND RELATED ITEMS Procurement Specification dated
12/1/2014 which extensively addresses the shock qualification process and requirements. LI Note 01.A. also indicates where the Procurement
Specification Notes are posted on https://no-click.mil/?https://MSCorpHAB.com. This one is posted under the abbreviated title LOCKERS Procurement Spec dtd 12-1-2014.
The invoked SHIPBOARD LOCKERS AND RELATED ITEMS
Procurement Specification dated 12/1/2014 identifies the shock grade for each of the line items for this solicitation. “All items referencing shock or MIL-S-901 shall be qualified to Shock Grade B of MIL-S-901, except FN 224 which requires Grade A.”
LINE ITEM#: N/A
TITLE: FIND NO. N/A
DRAWING #: N/A
CONTRACTOR'S QUESTION 12: Does each line item need to be shock tested?
GOVERNMENT'S RESPONSE: Yes. The invoked SHIPBOARD
LOCKERS AND RELATED ITEMS Procurement Specification dated
12/1/2014 identifies similar items which may be qualified based on the extension of an approved test from a series of specific configurations.
All 20 line items of this solicitation require shock qualification. If you study and comply with SHIPBOARD LOCKERS AND RELATED
ITEMS Procurement Specification dated 12/1/2014 it should be possible to achieve shock qualification without separately testing every single line item. It is the manufacturer’s responsibility to propose their testing procedures and configurations, such as QUAL NO. LS10, LS02, LS03, LS09, LS12, LS13, LS04, LS05, LS06, and LS07 of the 12/1/2014 specification should satisfy this solicitation.
The EEBD Stowage is not part of a qualification group with other items for shock test extension purposes. The EEBD Stowage FN 224 ARR is addressed for the context of this question under SHOCK
REQUIREMENTS A.(6) on page 11 of 19 of the 12/1/2014 specification.
However, there is not enough time to achieve new qualifications to satisfy this solicitation N5005420Q0119.
