U.S. FLEET FORCES COMMAND BARGE MAINTENANCE AND

REPAIR WORK SPECIFICATION

SECTION 1 BACKGROUND AND GENERAL INFORMATION

Section 1-1 Scope This document describes the performance and delivery requirements for maintenance and repair of a 63 foot, 53 ton commercial motor yacht barge (hereby known as the USFF Barge) as required by the U.S. Fleet Forces Command (USFF). The Contractor, as an independent Contractor and not as an agent of the U.S. Government, shall furnish the material, labor, equipment, support and facilities necessary for the accomplishment of the work identified in this document.

Section 1-2 Required Completion Date The maintenance performance period of this requirement is for 120 days after receipt of the order.

Section 1-3 Place of Performance Contractor is required to perform the work as ordered onboard the U.S. Navy vessels. The work will be performed at the contractor site. The Government will pilot the USFF Barge to the contractor site and back once work is completed. Access to the ship shall be coordinated in advance with the Naval Supervisory Activity (NSA) in charge.

SECTION 2 MAINTENANCE, REPAIRS AND ALTERATIONS

Section 2-1 Scheduled Maintenance, Repairs and Alterations The Contractor under the direction of the NSA shall furnish the material, support (electrical, crane, rigging, etc.) and facilities (except those furnished by the U.S. Government under express provisions of this contract) necessary for the accomplishment of required work as identified in the delivery order. Schedule changes may occur and the contractor will be expected to accommodate them.

SECTION 3 PROTECTION OF THE VESSEL

(a) The Contractor shall provide fire protection in accordance with NSI 009-08, to protect the vessel from fire, and shall maintain a system of inspection over the activities of its welders, burners, riveters, painters, pipe fitters, and similar workers, and of its subcontractors, particularly where such activities are undertaken in the vicinity of the vessel's magazines, fuel oil tanks, or store rooms containing inflammable materials. All ammunition, fuel oil, motor fuels, and cleaning fluids shall have been off-loaded and the tanks cleaned, except as may be mutually agreed upon between the Contractor and the NSA prior to work on the vessel by the Contractor. Fire hose lines shall be maintained by the Contractor ready for immediate use on the vessel at all times while the vessel is berthed alongside the pier. All tanks under alteration or repair shall be cleaned, washed, and steamed out or otherwise made safe to the extent necessary, and the Contractor shall furnish the vessel's Gas Free Officer and the NSA with a "Gas Chemists' Certificate" before any hot work is done. The Contractor shall maintain a fire watch aboard the vessel in areas where the Contractor is working. NSI 009-07 provides detailed requirements for fire watch.

(b) Except as otherwise provided in contractually invoked technical specifications or NAVSEA furnished directives, when the temperature becomes as low as thirty-five degrees Fahrenheit, the Contractor shall assist the U.S. Government when requested in keeping all pipe-lines, fixtures, traps, tanks, and other receptacles on the vessel drained to avoid damage from freezing, or if this is not practicable, the vessel shall be kept heated to prevent such damage. The vessel's stern tube and propeller hubs shall be protected by the Contractor from frost damage by applied heat through the use of a salamander or other proper means.

SECTION 4 MAINTENANCE AND REPAIR STANDARD ITEM TASKS

The below tasks include the standard work items to be completed under this effort.

TASK 1

1. SCOPE:

1.1 Title: USFF Barge Docking, Storage, and Undocking

1.2 Location of Work:

1.2.1 USFF Barge

1.3 Identification:

1.3.1 USFF Barge

2. REQUIREMENTS:

2.1 Furnish a docking facility with qualified personnel along with necessary material/equipment to safely and satisfactorily dock the USFF Barge commensurate with boat type and tonnage

2.1.1 Notify BMC Tommy Bain (Government POC) of intended manor of removing/replacing from/into water and docking of USFF Barge

TASK 2

1. SCOPE:

1.1 Title: Hull Cleaning Under the Water Line

1.2 Location of Work:

1.2.1 Under the hull water line (area painted black)

1.2.2 Under the hull water line components: port and starboard shaft, propeller and rudders

1.3 Identification:

1.3.1 Removal of barnacles and sea growth from hull

1.3.2 Removal of barnacles and sea growth from under the hull water line components: port and starboard shaft, propeller and rudders

2. REQUIREMENTS:

2.1 Removal of barnacles and sea growth from under the hull water line

2.2 Removal of barnacles and sea growth from under the hull water line components: port and starboard shaft, propeller and rudders

TASK 3

1.1 Title: Hull Zinc Seal Replacement (Port and Starboard Shaft)

1.2 Location of Work:

1.2.1 Port and starboard shaft

1.3 Identification:

1.3.1 Port and starboard shaft zinc seal replacement

2. REQUIREMENTS:

2.1 Replacement of zinc anodes on the port and starboard shafts (Option CLIN)

TASK 4

1. SCOPE:

1.1 Title: Hull Zinc Seal Replacement (Port and Starboard Rudder)

1.2 Location of Work:

1.2.1 Port and starboard rudder

1.3 Identification:

1.3.1 Port and starboard rudder zinc seal replacement

2. REQUIREMENTS:

2.1 Replacement of zinc anodes on the port and starboard rudders (Option CLIN)

TASK 5

1. SCOPE:

1.1 Title: Hull Zinc Seal Replacement (Under the Hull Water Line)

1.2 Location of Work:

1.2.1 Under the hull water line (area painted black)

1.3 Identification:

1.3.1 Under the hull water line zinc seal

2. REQUIREMENTS:

2.1 Replacement of zinc anodes under the hull water line (Option CLIN)

TASK 6

1. SCOPE:

1.1 Title: USFF Barge Mast Base Hull Paint and Preservation

1.2 Location of Work:

1.2.1 Mast base and center line of barge

1.3 Identification:

1.3.1 AWL GRIP Polyester Urethane Top Coat Base (Paint Code H8015) Eggshell White

2. REQUIREMENTS:

2.1 Sand and paint hull surface under and around the base of the flag mast (Approx. 144 ft2)

2.2 Erect shrouds/curtains as necessary to contain environmental pollutants generated by exterior preservation operations, if any. Remove upon completion of preservation.

2.3 Accomplish surface preservation of the exterior super structure above the main deck

2.3.1 Verify the color of the new Eggshell White is the same as was existing

2.4 Ensure/provide/maintain proper environmental conditions throughout the paint application process and curing period as per manufacturer recommendations

2.5 Prepare and paint new and disturbed surfaces using paint specified

TASK 7

1.1 Title: Replace Port and Starboard Main Propulsion Diesel Engine Control Box Cables

1.2 Location of Work:

1.2.1 Main engine room

1.3 Identification:

1.3.1 Port and starboard main propulsion diesel engine controller box to battery and accessories cables

2. REQUIREMENTS:

2.1 Replace port and starboard main propulsion diesel engine corroded wiring from the main switch box to the starter and battery

2.1.1 Replaced corroded port and starboard main propulsion diesel engine main switch box wiring from the main switch box to the starter and battery. If necessary, replace the control box with a larger box so that the wires can fit inside the box. Also include the wiring from the starter to the governor solenoid.

Utilize marine type wiring and appropriate wire gage. Utilize appropriate marine type wire and the corresponding wire gage.

SECTION 5 REQUIRED STANDARDS OF WORKMANSHIP

Unless otherwise specifically provided in this contract, the quality of all supplies rendered hereunder shall conform to the highest standards in the relevant profession, trade, or field of endeavor. All supplies shall be rendered by or supervised by individuals fully qualified in the relevant profession, trade or field, and holding all licenses required by law. Work shall be performed hereunder in accordance with the separately placed task order and any drawing or specifications identified. Navy specifications, standards of material and workmanship shall be followed.

SECTION 6 TEST AND TRIALS

During the conduct of required tests and trials, the vessel shall be under the control of the vessel's Commander and crew with representatives of the Contractor and the U.S. Government on board to determine whether or not the work done by the Contractor has been satisfactorily performed. The Contractor shall provide and install all fittings and appliances which may be necessary for dock and sea trials to enable the representatives of the U.S. Government to determine whether the requirements of the contract have been met, and the Contractor shall install and remove instruments and apparatus furnished by the U.S. Government for such trials, as required by the specifications.
