Section C - Descriptions and Specifications
C.1. SCOPE OF WORK
C.1.1. Electronic submission of proposals will not be accepted. Refer to Section L for submission requirements.
C.1.2. The contractor shall provide management, administrative and production services, materials, tools, equipment, and required support to accomplish removal of old deck covering and underlayment (including rubber base if present), abrasive blast, ultra high pressure water jet, and power tool clean decks; prepare surfaces, apply primer coatings, and install new non-skid deck covering onboard U.S. Navy or other military type vessels including submarines. The areas where non-skid work may be authorized shall include, but is not limited to, flight decks, hangar bays, vertical replenishment decks, cargo decks, elevators, tank decks, vehicle stowage, walkways (fixed and portable), catwalks, and interior spaces as designated. Non-skid deck covering installation and repair is to be accomplished with ship’s force personnel living onboard and with a minimum of disruptions as possible.
C.1.3. A task will normally consist of a single vessel. The resulting task order may require multiple line items within the contract. Due to U.S. navy or other customer commitments and ship’s schedules, a number of task orders may be issued as emergent requirements. The contractor may be required to respond to more than one requirement (simultaneous task orders for more than one vessel).
C.1.4. Required reports and documentation must be compatible with Windows NT Server 4.0 as the standard Network Operation System and MS Office 2003 Professional as the standard Office Software. The use of Web Applications will also be required.
C.1.5. Single task orders for LHA, LHD, CV, or CVN classes of ships may require the capacity to cut 18,000 square feet and apply 18,000 square feet of non-skid per day. Contractors may be tasked with multiple task orders at any given time.
C.2. PERSONNEL
C.2.1. The contractor is responsible for employing and maintaining the personnel, organizational and administrative control necessary to ensure the performance meets or exceeds all contract specification requirements hereunder and as set forth in each individual task order. The contractor, upon request of the Government representative, shall produce the qualifications of an individual to substantiate qualifications to perform the task being worked.
C.2.2. In addition, the contractor shall be responsible for the employment of trained and technically qualified personnel to perform task orders to include personnel maintaining the following certifications for accomplishing preservation operations defined as critical coated areas (refer to NAVSEA Standard Item (NSI) 009-32). Information for these certifications is available at www.sspc.org:
a. Coating inspectors shall be certified in accordance with the NAVSEA Basic Paint Inspector (NBPI) course or NACE Coating Inspector Program (CIP) Level 1 or higher.
b. Organizations performing blasting operations (abrasive or water jetting) or paint/nonskid application shall be certified in accordance with QP 1 of Systems and Specifications, SSPC Painting Manual, Volume 2 or NAVSEA-approved equivalent.
c. Spray painters shall be certified in accordance with SSPC C-12 or SSPC C-14 or NAVSEA-approved equivalent. For equivalent certifications, a copy of the NAVSEA approval letter shall be maintained by the repair activity.
d. Plural Component Pump Tenders and Applicators shall be certified in accordance with SSPC C-14 or NAVSEA-approved equivalent certifications. For equivalent certifications, a copy of the NAVSEA approval letter shall be maintained by the repair activity.
e. Blasters shall be certified in accordance with SSPC C-7 or NAVSEA-approved equivalent. For equivalent certifications, a copy of the NAVSEA approval letter shall be maintained by the repair activity.
f. Blasters performing Ultra-High Pressure water jetting shall be certified in accordance with SSPC C-13 or NAVSEA-approved equivalent. For equivalent certifications, a copy of the NAVEA approval letter shall be maintained by the repair activity.
NOTE: The contractor shall comply with the latest revision of NSI 009-32 and associated references for the above certifications in effect at solicitation closing and when each option year is invoked.
C.3. ORGANIZATION
The contractor must have an organization with the experience and comprehensive understanding to apply management techniques, methods and procedures required to efficiently complete the requirements of this solicitation.
C.4. REFERENCES
In performing the requirements of this contract, the contractor shall comply with all the following references and attachments (Section J) to this solicitation.

NOTE: The contractor shall comply with the latest revision of these documents in effect at solicitation closing and when each option year is invoked. Additionally, in the event that there is any conflict between the references, NSIs, LWTs, and SWTs take precedence over technical manuals/specifications and other references. Also, when drawings reference other tiered drawings, they are to be followed.
C.5. POST-AWARD SUBMISSION
After receipt of a Task Order Award and prior to starting work onboard the vessel, the contractor must submit a Visit Authorization Letter (VAL) in accordance with SECNAV M-5510.30 (Dept. of the Navy, Personnel Security Program), and/or DOD 5220.22M (National Industrial Security Program Operating Manual), to the Commanding Officer of the Ship via the NSSA PRIVATE YARD SECURITY SPECIALIST at 757 443-3872 x1043.
NOTE: The contractor shall comply with the latest revision of these documents in effect at solicitation closing and when each option year is invoked.
C.6. FACILITIES
The contractor shall perform the services specified within this contract as may be tasked by the issuance of task orders. The contractor shall have sufficient facilities in appropriate locations to fully support the work intended by this contract and be able to respond to emergent requirements.
C.7. GENERAL REQUIREMENTS
The following are applicable to the extent they apply to all repairs, modifications, testing and adjustments. Any cost to comply with these requirements shall be included in the price of the CLINs listed in Section B.
C.7.1. The Contractor Shall:
a. Exercise own judgment and expertise to assure the successful completion of all tasks placed hereunder.
b. Designate those persons authorized to accept/reject verbal orders.
c. Coordinate schedules in the work affected areas with the Ship’s Authorized Representative (SAR), MARMC Maintenance Team and the Contracting Officer’s Representative (COR) during the performance period of the task order. Obtain a copy of the ship’s operation drills, etc. (prior to start of work) from the SAR thus avoiding unnecessary delays. The work effort on task orders shall be coordinated at a minimum on a daily basis with the SAR to allow for changing situations onboard ships, vessels, and shore facilities to minimize delays and disruptions.
d. Progressively forward all requests for changes in delivery schedules, funding requirements and scope of work in writing to the COR. These requests shall include specific details as to what changes are required and circumstances requiring such and shall be submitted to the COR for forwarding to the Administrative Contracting Officer (ACO) prior to 25% of delivery availability being exceeded.
e. Not respond to new performance requirements until a task order or a modification has been signed or verbal authorization has been given by the ACO.
f. Not respond to any requests requiring deviations in technical performance as specified in the task order without obtaining prior approval of the ACO.
g. Be responsible for inspection of workspaces prior to manning to ensure spaces are available for work to avoid unnecessary delays in day to day work schedule.
h. Provide protection during contamination-producing operations and maintain cleanliness in accordance with NSI 009-06. Remove and properly dispose of all debris or trash resulting from cleaning, removal, installation or any other aspect of task performance. This will be required of all tasks performed on this contract whether at a Government facility or at a privately owned facility.
i. Request that ship’s force schedule and remove shipboard, land, and waterborne assistance interferences in the way of the work identified by the task order prior to the start of work. The request shall be made in writing after task order award, but no later than the day of contract mobilization to prevent interference with contractor personnel duties and operation. All requests shall be submitted to the Maintenance Team via condition report or e-mail no later than the contractor in-brief with ship’s force or the start of work whichever is earlier. The contractor shall request that ship’s force schedule and re-install interferences in the way of the work identified by the task order on decks turned over to ship’s force. The request may be made orally or in writing.
j. Include within the price for applicable ELINs the cost of any required lifting, handling, on-loading/off-loading, and transporting, whether on board or going from or to the ship. If crane services are to be provided, they will be contractor provided and priced in the individual ELIN. Comply with the requirements of NSI 009-40 when working at Commander Naval Base Norfolk and Joint Expeditionary Base Little Creek-Fort Story. Additionally, for authorized work at Norfolk Naval Shipyard, comply with the additional crane requirements of LWTs 042-08 and 042-11.
k. Except as otherwise provided in this contract, or task orders issued hereunder, the Contractor shall provide all material, labor services, equipment, supplies, power, accessories, facilities and such other supplies and services as necessary for accomplishing assigned tasks. The Contractor may request on a case-by-case basis to use ship’s services that are available. A request for use of ship’s services must be made jointly to the SAR and COR. Written permission will be obtained from the CO of the ship before actual use of any ship services. A request for ship’s services may be turned down whether or not the requested service is available. Denial of a request for use of ship’s services will not be a valid basis for any claim or request for compensation. Regardless of any request for ship’s services, ship’s services shall not be used for contractor life support systems (compressors for breathing air), lifting equipment or any other equipment wherein an unexpected disruption of services has a high potential for loss of life, injury, or damage to the ship’s equipment.
l. Ensure personnel are familiar with the requirements of NSIs 009-08 and 009-94 when working within a privately owned ship repair facility.
m. Accomplish the requirements of NSI 009-40 for the use of contractor cranes at naval facilities. For work at other than naval facilities, contact the facility manager to determine the requirements and restrictions for crane operations prior to mobilization on-load, final determination of production sequencing and production zone layout, and demobilization off-load. Crane placement restrictions may affect production sequencing and zoning.
n. Ensure that persons assigned to render services hereunder are at all times under the direction and control of the contractor and are not employees of the Government.
o. Remove and dispose of all debris or trash resulting from cleaning, removal, installation or any other aspects of task performance. This will be required of all tasks performed on this contract whether at a Government facility or at a privately owned facility.
p. Follow all applicable federal, state, and local laws concerning safety, health, and welfare of his personnel and equipment as well as other personnel and equipment within a close proximity of the ongoing work.
q. Contact the COR and the ship’s Command Duty Officer when problems are encountered after normal working hours. If the COR and the SAR cannot be reached, the contractor shall contact the NSSA Duty Officer at 757-739-5324.
r. As required by 40 Code of Federal Regulations Part 63, painting operations shall be reported in accordance with NSIs 009-01 and 009-02 and LWTs 042-11 and 042-37. The contractor, when awarded work within another contractor’s facility, is required to contact the facility owner’s environmental staff to determine requirements and report accordingly using federal requirements as standard.
s. Quality assurance personnel shall be independent from production personnel. Quality assurance personnel shall be dedicated to quality assurance and shall not participate in the accomplishment of production work.
t. Ensure that work crews and persons assigned to render services hereunder are on the job site fully supported to accomplish assigned work at the beginning of each shift. Ensure that resources are sufficient to provide the timely delivery of material, support equipment, and personnel to the job site through security access and other access control check points at private contractor facilities and government installations on a daily basis.
u. Fax (I), (V), and (G) point notifications to the COR. Submit (I), (V), and (G) point notifications to the fax number or the e-mail address of the Maintenance Team as determined by mutual agreement of the contractor, COR, and the Maintenance Team.
v. Record and maintain in-process records, as stipulated in NSI 009-32
w. If a deviation is required, deviation/waiver requests will be processed using the Electronic Departure from Specification program; https://nslcweb32.nslc.navy.mil.
x. Accomplish the requirements of NSI 009-09, Process Control Procedure (PCP) to the Government when required by task orders for approval by the Government. Submit PCPs as specified by task orders. The contractor shall revise the contractor generated PCPs as necessary to achieve approval of PCPs by NSSA no later than the task order performance period start date.
y. Accomplish a discrepancy walk through at the start of work for each area of work (deck and/or compartment). All identified pre-existing discrepancies shall be reported to the Maintenance Team in writing no later than one day after inspection by condition report.
z. Ensure that industrial debris from contractor work operations do not contaminate adjacent decks and/or completed non-skid installations accomplished by the contractor.
aa. Progressively correct discrepancies prior to the turnover of each deck and/or production zone to the government.
ab. Not schedule or perform final surface preparation work, application of primer coat, stripe coat, non-skid, color topping, or deck gray top coat before dawn or after dark except as approved by MARMC on a case-by-case basis.
ac. Meet the requirements of this contract where each task order is silent.
ad. Contact the Maintenance Team Project Manager and/or the Port Engineer and the SAR no later than 24 hours, or as otherwise directed by the task order, after task order award by telephone or e-mail to start coordination efforts.
ae. When the requirements of this contract, a task order, or task order attachment, NSI, LWT, or SWT attachment state “submit one legible copy of a report to MARMC”, the contractor shall make distribution of the report to the Maintenance Team Project Manager, SAR, and COR by electronic media or hard copy simultaneously.
af. Accomplish a Pre-Production in-brief with the SAR and the Maintenance Team/Project Team prior to the start of each task order performance period. The in-brief shall address and coordinate the following:
- Pier space
- Ship’s force drills
- Shipboard space
- Contractor temporary services
- Crane and rigging operations
- Fire, mishap, force protection procedures, and designation of shipboard and pier assembly areas (by pier foot mark)
- Fire and rescue requirements
- Point of contact data exchange (name/organization/position/cell phone/e-mail address/weekend, holiday, or after normal business hour emergency duty contact data)
- The requirements of the scope sheet
- The requirements of the PCP, hazardous material and waste material control
- COR contact data
- List ship’s force responsible interference items in way of contractor work
- Check point contact points and process procedures for the Maintenance Team, SAR, and COR
The contractor shall:
- Provide a copy of the Pre-Production In-Brief checklist to the SAR and the Maintenance Team.
- List the name and title of in-brief attendees on the checklist
- Submit one legible copy, in hard copy or electronic media, of a report providing the in-brief checklist with printed attendee names and signatures to the Maintenance Team no later than 72 hours after the in-brief.
- Review the requirements of the task order and task order scope sheet with the Maintenance Team and the SAR.
- Provide the following documents to the Maintenance Team members:
- Copy of the scope sheet (Project Manager and SAR only)
- Copy of the NSSA approved PCP (Project Manager and SAR only)
- List of interference items in the way of the work of the task order (Project manager, SAR, COR only)
ag. Comply with NSI 009-24 in accomplishing isolation, blanking and tagging of equipment, systems, circuits, components, piping and valves. Also comply with LWT 042-02 if the work is being performed in Norfolk Naval Shipyard. Work Authorization Form (WAF) will be utilized and invoked in conjunction with NSI 009-24 when work is being accomplished in Norfolk Naval Shipyard. ah. Freeze protection shall be provided for contractor’s equipment as required during the months from October to April.
ai. Ventilation intakes, filters, equipment, and all soft materials (rubber gaskets, seals, and insulation), arresting gear sheaves, fairlead accesses, flight deck countermeasure/AFFF wash down nozzles, barricade stanchions, jet blast deflectors, jet blast deflector control station, wire support foundations, catapult water brakes, integrated catapult control station, center deck hatch, catapult track covers, all internal wrenching bolt heads, high power turn-up tie-downs, aircraft electrical start system hatches, scupper drains, weapons elevator hatches/safety chain stanchion receptacles, centerline cameras, flight deck lighting, lighting fixtures, and deck edge aircraft elevator stanchions, which may be damaged during the removal of the non-skid, shall be protected and all deck drains, elevator pad-eyes openings shall be sealed/plugged.
aj. (V) (G) GTG and GTM intake plenum pre-work cleanliness inspection – Accomplish a cleanliness inspection of each Gas Turbine Generator (GTG) intake, Gas Turbine Main (GTM) intake, and exterior intake vent plenum in way of non-skid or preservation work with ship’s force prior to the start of work. Submit one legible copy, in hard copy or electronic media, to the COR and the Maintenance Team.
ak. Foreign material exclusion of systems near “closed cycle water jetting systems” is not required.
al. Should hydrogen gas be detected at any level, notify the COR and the vessel’s CDO immediately.
am. After solvent wipe is accomplished, the surface shall be permitted to dry before application of any coating or primer. When solvent wipe is performed, an annotation shall be made to the Quality Assurance (QA) package.
an. Air ambient temperature(s) shall be taken at approximately 36 inches from the work surface at the same approximate time and location as when using a sling psychrometer or digital psychrometer. The distance of 36 inches is required to reduce the possibility of a false reading from a radiant surface.
ao. Inaccessible areas of tiedowns shall be prepared in accordance with NSI 009-32.
ap. Shoe coverings shall be clear polyethylene plastic.
aq. Aircraft elevators on aircraft carriers will not be available to the non-skid contractor for material/equipment transfer due to scheduled maintenance.
ar. Contractor will be required to on-load and off-load materials and supplies for aircraft carriers directly from flight decks.
as. The aircraft carrier flight deck landing area is from safe parking line to safe parking line and from the stern deck ramp to the round down of the angled flight deck.
at. Surface prep for blast pads to be accomplished by water jet only. No hot work is allowed on pads.
au. Replace any area that chalks, blooms, blushes, or discolors after application and before final cure when rejected by the Government at contractor’s expense.
av. When failures or defects occur in newly installed non-skid systems, either prior to final acceptance or during the warranty period, the Government shall apply ASTM F1130 as the technical guidance to determine the extent of non-skid that must be removed and replaced. Specifically, Designation F1130-93, or latest revision, entitled, "Standard Practice for Inspecting the Coating System of a Ship" shall be determinative. When areas of failures and defects meet the criteria of ASTM F1130 "Figure 1, Diagram 4, Overall Extent of Failure Diagrams", and "Figure 2, Diagram D, Extent Within Affected Area Diagrams (B Through K)", the "zone of work", "deck" or other area defined in the work package shall be determined to be 100 percent failed. The Government reserves the right to evaluate failure and defect rates and to make final judgment as to repair scope based on ASTM F1130.
C.7.2. Environmental and Safety Requirements. The Contractor Shall:
a. Consider all insulation, lagging, deck tile, underlayment, gasket shipboard cabling and mastic to be asbestos-containing material (ACM) until it can be established by laboratory analysis, or other reliable methods, that the material does not contain asbestos, in accordance with 29 CFR 1915.1001. Removal, disturbance, or disposal of ACM shall be accomplished IAW the requirements of NSI 009-10.
b. Accomplish confined space entry, certification, fire prevention and housekeeping requirements of NSI 009-07 and 009-70. Maintain area cleanliness and ensure all residues and refuse are removed daily and ensure that general housekeeping is maintained for the duration of the task in the work areas specified on each task order.
c. Contractor shall perform personnel air monitoring unless a negative initial determination is made by the contractor. If no personnel monitoring will be conducted, contractor shall submit one legible copy, in hard copy or electronic media, of the written rationale providing the basis for the decision not to engage in personnel monitoring to the COR, prior to disturbance of the non-skid/coatings.
d. The contractor shall review and evaluate all solid waste generated during work operations to determine if that waste is hazardous waste IAW 40 CFR 262.11. This includes liquids generated as a result of hydroblasting operations, and includes wastes not identified under SWT 077-01.
e. All solid waste with the known potential to be hazardous, including but not limited to non-skid debris, paint chip debris, flooring/debris, and all liquid waste removed from the ship shall be tested by a certified laboratory for metals IAW 40 CFR 261.24, using the Toxicity Characteristic Leaching Procedure (TCLP), Method 1311 in EPA Publication SW-846. Contractor shall submit all laboratory analysis reports to the COR as soon as possible upon receipt from the laboratory. No solid waste removed from the ship shall be transported off the facility until authorized by the COR.
f. All removed non-skid/paint debris shall be containerized IAW 40 CFR Subpart I. Non-skid/paint debris shall not be accumulated and stored in cardboard, “tri-wall” containers. During the timeframe between when a solid waste is generated and a sample of that solid waste is collected and submitted to an accredited laboratory for analysis, and when the laboratory analysis results are received by the contractor, all containers of the solid waste shall be labeled as “Pending Analysis.”
g. Contractor shall prepare, provide and affix labels/placards for all containers of solid waste accumulated on the land, pier and/or the vessel, including solid waste that is “Pending Analysis.” Labels/placards shall be weatherproof, large enough to provide ready identification, and provide the following information:
- Contractor Name
- Contractor POC: (name, cell phone number, phone number)
- Vessel
- MARMC Contract Number
- MARMC Task Order Number
- COR Point of Contact (name, cell phone number, phone number)
- Ship’s QTR Deck/OOD phone number
- Description of waste
- Analysis Pending/Sample date (if applicable)
- MARMC Maintenance Team Project Manager (name, cell phone number, phone number) if applicable.
- MARMC Port Engineer (name, cell phone number, phone number) if applicable.
h. For operations at Naval Station Norfolk, Joint Expeditionary Base Little Creek-Fort Story, and all private contractor shipyards in the Commonwealth of Virginia, all solid waste determined to be hazardous waste shall be turned over to the ship/vessel from which the waste was produced for processing and disposal through NAVFAC MIDLANT (formerly PWC) hazardous waste operations. For operations in Norfolk Naval Shipyard (NNSY), all hazardous waste shall be turned in to NNSY Code 106, via the MARMC COR, for disposal. For operations at Naval Facilities or private contractor’s facilities outside the Commonwealth of Virginia, the contractor shall comply with all state and local regulations and local work items applicable in those areas.
i. In the event that a solid waste is determined to be non-hazardous, the contractor shall dispose of the waste in accordance with federal, state, and local regulations.
j. Provide a clean/empty barge or tank truck for off-loading and transport of wastewater generated to accomplish the requirements of the task order. The contractor shall coordinate the barge/tank truck placement with the SAR. The contractor is responsible for the barge/tank truck and all plumbing and piping up to 2000 linear feet. Accomplish continuous clean up of all debris and fluids incidental to installation or removal of piping system components during performance of work in individual task orders.
k. When pumping wastewater from the ship/vessel to the barge/tank truck, the contractor shall provide a minimum of three (3) personnel to monitor pumping operations as follows: one person on the barge/tank truck receiving the wastewater, one person walking the piping/hoses from the pumping site to the barge/tank truck, and one person at the pumping site. The three personnel shall be in constant radio contact so that pumping operations can be ceased immediately in the event of a leak or a spill.
l. The contractor shall submit to the COR, upon completion of each task order, one legible copy, in hard copy or electronic media, a report of the types and amounts of wastewater generated as a result of accomplishment of the task order. The report shall include: description of wastewater, volume of wastewater, name/address of transporter, and the name/address of the disposal facility. If work is performed in a private contractor’s facility, the contractor shall submit this report to the COR and to the facility’s environmental manager.
m. Accomplish the requirements of NSI 009-97 for all task orders performed. If work is performed on a naval facility, contractor shall submit all required reports to the COR. If work is performed in a private contractor’s facility, contractor shall submit reports to the COR and to the facility’s environmental manager.
C.8. THE SHIP’S FORCE WILL:
a. Provide a ship’s force coordinator who shall act as the ship’s quality assurance representative to aid the contractor in gaining access to areas of the ship/vessel and monitor job progress.
b. The ship shall be responsible for the removal of all interferences. The contractor shall coordinate with the COR to verify that interferences have been removed prior to any production effort.
c. On aircraft carriers, ship’s force to remove arresting gear wires, blast pads, and impact pads.
C.9. DETAILED REQUIREMENTS
C.9.1. ELINS A101, B101, C101, D101, E101 – Labor and Material to Abrasive Blast – Remove up to 25,000 SF of existing deck covering (non-high solid non-skid or paint) utilizing abrasive blast method from aircraft elevators, flight, hangar, and other decks. Prime the cleaned deck with a proprietary paint system and stripe coat
The contractor shall clean and prep deck surface (steel or aluminum) in the areas designated by the task order, including all tie-down fittings (top side and underside), tie-down cups, deck edges, miscellaneous fittings, and any new installation in accordance with NSI 009-32.

The equipment shall be of the manufacturer’s current field proven design, representative of equipment whose design capacity and performance characteristics, having been proven through actual field application, are substantially the same as those required of the equipment specified herein.
Attach warning labels to both ends of all high-pressure water hoses, identifying the presence of high-pressure water.
Notify personnel working in the proximity of water jet operations of the dangers of high pressure. If personnel access is possible in areas near the nozzle, post with barrier tape and appropriate warning signs, such as “DANGER: HIGH PRESSURE WATER JETTING OPERATIONS.”
The contractor shall clean and prep deck surfaces (steel or aluminum) in the areas designated by the task order, including all tie-down fittings (top side and underside), tie-down cups, deck edges, miscellaneous deck fittings, and any new installation in accordance with NSI 009-32.
Surface preparation of bolted RAST track plates (steel and aluminum) shall be accomplished by water jetting using a closed loop system, hand wands shall not be used as they will cause trash and debris to be deposited into the RAST track troughs/drains.

Apply the stripe coat to the primed surfaces in accordance with NSI 009-32.
C.9.4. ELINS A104, B104, C104, D104, E104 – Labor and Material to accomplish Ultra High Pressure Water Jetting – Remove existing deck covering (non-high solid non-skid or paint) utilizing ultra high pressure water jetting method for areas greater than 25,000 SF from aircraft elevators, flight, hangar, and other decks. Apply color-topping product upon verification acceptance by NAVAIR Field Office.
Where color topping is specified in way areas not to receive non-skid, color topping shall not be applied directly to the prime or stripe coats, color topping shall be applied to the topcoat system.
