1.0OBJECTIVE.
1.1The objective of this effort is to provide research and policy support to develop a Maritime Enhanced Engagement Initiative (MEEI) for NMIO to utilize to improve the National Network of Fusion Centers’ participation in the maritime domain. The MEEI will provide policy guidance and recommendations for NMIO to utilize in its efforts to better integrate state and major urban area fusion centers into the global maritime community of interest (GMCOI).
2.0SCOPE.
2.1This Statement of Work (SOW) describes Institute for Intergovernmental Research’s (IIR) work to support NMIO in its efforts to improve outreach efforts to the National Network of Fusion Centers. IIR will conduct research leading to the development of policy and program recommendations for NMIO to use in integrating state and major urban area fusion centers into the GMCOI.

3.0 BACKGROUND.

NMIO has been tasked by a number of authorities to engage all segments of the GMCOI including state, local, tribal and territorial law enforcement agencies in the US in order to improve information and intelligence sharing in the domestic maritime domain. Those authorities include:

1. Presidential Decision Document-18 Maritime Security (2012)

2. The National Strategy for Maritime Security (2005)

3. National Maritime Domain Awareness Plan (2013)

4. Intelligence Community Directive 902 Global Maritime & Air Intelligence Integration (2009)

Over the past three years, NMIO has engaged with the National Network of Fusion Centers and the National Fusion Center Association leadership regarding improving the role of fusion centers in the GMCOI. That engagement identified the need to create a MEEI to guide the expansion of the National Network of Fusion Centers’ work in the domestic maritime domain.

Based upon the efforts since 2017 by the FBI and the National Network of Fusion Centers to improve information and intelligence including system interconnectivity, analytic partnership and the production of timely intelligence reports, NMIO desires to create a similar document for NMIO to guide its engagement with fusion centers. This SOW identifies the actions that required by the contractor to create a MEEI for NMIO to execute with its partners from the National Network of Fusion Centers.

The contractor is responsible for developing and submitting a MEEI report to NMIO. The report, based upon the model the contractor followed for the FBI’s EEI, will be the result of holding a focus group meeting with fusion center leaders, NMIO and designated NMIO partners followed by five information gathering site visits to fusion centers across the US. The focus group and site visits will identify field-based best practices and information sharing requirements as well as other needs the fusion centers indicate. Additionally, the report will prioritize recommendations and sub recommendations in order of importance to the fusion centers.

4.0TECHNICAL REQUIREMENTS.
4.1The contractor shall accomplish the following:

· Conduct site visits with five fusion centers to identify best practices, intelligence sharing requirements, system needs and lessons-learned.

· Provide site visit agendas, minutes and outcomes to NMIO.

· Conduct site visits at:

· Orange County Intelligence Assessment Center (Orange County, CA)

· San Diego Law Enforcement Coordination Center (San Diego, CA)

· Florida Fusion Center (Tallahassee, FL)

· Detroit & Southeast Michigan Intelligence Center (Detroit, MI)

· Palm Beach Regional Fusion Center (West Palm Beach, FL)

· Hold one small focus group meeting in Washington DC with fusion center representatives and federal partners to review the best practices and identify three categories (e.g., foundational, intermediate, advanced) of engagement and the processes associated with each category.

· Identify what fusion center and federal partners will participate in the focus group in coordination with NMIO.

· Provide meeting agenda, minutes and outcomes to NMIO.

· Develop a MEEI report providing prioritized policy and program recommendations to assist fusion centers and NMIO, as well as other federal partners, in developing and advancing their efforts to integrate fusion centers into the GMCOI.

· The report shall follow the outline of the EEI the contractor created for the FBI.

· Allow NMIO to review the MEEI two times during its drafting (outline, 50% complete) before final draft is made available for coordination with NMIO partners.
