About this file
This is a Solicitation, Offer and Award document for a negotiated Indefinite Delivery Indefinite Quantity (IDIQ) contract issued by the Commander, Navy Installations Command (CNIC) for resiliency training services for Child and Youth Programs (CYP).
The Navy Installations Command, a Nonappropriated Funds Instrumentality (NAFI), is seeking contractor support to provide transition and resiliency programming for military-connected youth across Navy, Air Force, and Army Reserve installations. The contract will deliver instructor-led and virtual training, webinars, digital resources, and physical materials to equip youth leaders and CYP professionals with structured peer-to-peer resiliency tools for military children experiencing transitions including relocation, deployment, reintegration, and other life changes. The base period runs from October 1, 2026 through September 30, 2027, with nine optional one-year renewal periods extending through September 30, 2036. Sealed bids were due by August 17, 2026 at 4:00 PM local time, with offer validity of 60 calendar days. The contract employs a Firm-Fixed-Price structure with separate Contract Line Items (CLINs) for Navy ($2,665,400 base year ceiling), Air Force ($1,889,200), and Army Reserve ($125,000), totaling a base year ceiling of $4,679,600. Pricing escalates approximately 3% annually across option periods, reaching $6,105,816.59 in the final option period (Option Period 9). Deliverables include initial training (minimum two consecutive six-hour days per site), annual refresher training (minimum one six-hour day), virtual orientation sessions, four-hour virtual training modules, resource materials from a pre-priced menu, bi-annual e-learning webinars, peer-evaluated research, and monthly/annual status reports. Resource materials must be delivered within 30 days of order for physical items and seven business days for digital items, FOB Destination. The contractor must maintain a staffing structure with designated key personnel holding at minimum a Bachelor's degree or three years' experience in adult or child learning environments, with COR approval required for personnel changes. All contractor employees require a National Agency Check and Inquiries (NACI) clearance and must obtain and maintain a Civilian Access Card (CAC) for installation access. Contractor personnel must complete mandatory DoD security training including Cyber Awareness, Insider Threat, and PII protection before CAC issuance and annually thereafter. Travel for installation visits and training delivery worldwide is authorized and reimbursable per contract terms with advance COR approval. The contract incorporates numerous NARS (Nonappropriated Fund Acquisition Rules) clauses addressing insurance requirements, tax treatment, prompt payment discounts (offered but not evaluated), dispute resolution outside the Contract Disputes Act, changes authority, and holds the contractor responsible for indemnification and hold-harmless obligations. Invoicing is submitted monthly in arrears and payment is contingent upon COR inspection and acceptance of deliverables. The contract is rated under the Defense Priorities and Allocations System (DPAS) and all contractor materials and government-funded intellectual property become property of the government, while contractor-developed training curriculum remains contractor property. Performance is subject to government surveillance and quality assurance verification throughout the contract term.
