About this file

This is a Questions and Answers document clarifying key details for solicitation N4523A27Q5701, issued by Puget Sound Naval Shipyard and Intermediate Maintenance Facility (PSNS & IMF) for the rental of one Automatic Transfer Switch (ATS) to support an emergency power supply system. The requirement is a Partial Small Business Set-Aside under NAICS code 532490, with Firm Fixed Price Commercial Service contract terms. The base period runs from November 9, 2026 through December 31, 2026 (2 months), with Option 1 covering January 1, 2027 through November 8, 2027 (11 months), for a total potential contract duration of approximately 12 months. Quote submission deadline is October 27, 2026 at 12:00 PM Pacific Time, with anticipated contract award on or about October 30, 2026.

Key clarifications addressed in the Q&A include confirmation that this is a Partial Small Business Set-Aside (not Total), verification of CLIN dates and durations, confirmation of the 12-month total contract length, and clarification that delivery is expected November 9, 2026, allowing more than 48 hours' notice after the post-award call on November 3, 2026. Additionally, the government confirmed that no specific manufacturer is required for the ATS provided it meets PWS section 3.1.1.8 specifications and receives technical acceptance from the End User Subject Matter Expert. Regarding price substantiation, formal quotes on the supplier's letterhead are acceptable; if using a third-party rental company, all technical specifications for the ATS must be provided. The status of the ATS's compatibility with generator N4523A26Q5740 remains pending clarification.
