Questions and Answers – Solicitation N4523A26Q5735 Lease of one (1) 500kW Diesel Generator, one (1) 1,000kW Diesel Generator, and one (1) 1600A Automatic Transfer Switch
Q: ATS rating. Section 2 of the combined synopsis/solicitation describes a 1,000A ATS, while the solicitation title, CLIN 0003, and PWS specify a 1,600A ATS. Please confirm that the required ATS rating is 1,600A.
A: The ATS is required to be at least 1,600A, the combined synopsis/solicitation has been corrected.
Q: Responsibility for Section 5 items. PWS Section 5 is titled “Government Furnished - Property, Material, Equipment, Services,” but paragraphs 5.1 through 5.7 use “Provide” for electrical cables, crane/forklift services, personnel for operations, and additional diesel fuel. Please identify whether the Government or contractor is responsible for each item and, if contractor-furnished, confirm whether all costs must be included in the monthly CLIN pricing.
A: Sections 5.1 through 5.7, were meant to indicate that “The Government will” provide electrical cables, crane/forklift services, personnel for operations, and additional diesel fuel.
Q: Delivery timing. The stated period of performance begins 29 September 2026, but PWS paragraph 10.2.2 states that a new or replacement system must be delivered within 48 hours of task order award. Please clarify the required initial-delivery timing and whether the 48-hour requirement applies only to replacement equipment.
A: The Government will not be able to receive the 500kW EDG, 1,000kW EDG, and 1600A ATS all on the same day. After the contract is awarded, in accordance with Section 8 and 10.2 of the PWS, the Government will coordinate with the Contractor to determine best delivery dates for each unit. Please take this into account for pricing of delivery and pick-up costs.
Q: DOT documentation. PWS paragraph 4.13 requires DOT certification for trailered EDGs under 49 CFR 396.17, while CDRL A001 is titled “Explosive Hazard Classification Data Report.” Please clarify the exact DOT documentation required and its submission date.
A: For the DOT certification, the Government is looking for objective quantifiable evidence that the inspection per 49 CFR 396.17 was performed. A copy of the periodic inspection report and a labeled affixed to the trailer should suffice, as it is the requirements of the subject CFR.
Q: Missing documents. Please provide Wage Determination No. 2015-5525, Revision 30, dated 12 May 2026, and the PSNS & IMF Service Call Repair / Contract Discrepancy Report forms referenced in PWS paragraphs 4.6, 4.11, and 6.1.
A: The documents have been added.
