About this file
This is a Questions and Answers document for solicitation N4523A26Q5722, a Navy requirement for the lease of a 750kW diesel generator at PSNS & IMF in Bremerton, Washington, with a period of performance from July 17, 2026 through August 21, 2026. The Q&A clarifies key contract details including that this is a replacement contract to N4523A22D1304, designated as a total small business set-aside under NAICS code 532490 (size standard $40 million in annual receipts), and that the government treats this as a services contract with FAR 52.219-14 subcontracting limitations not applicable. Contractors may submit generators with capacity exceeding the 750kW minimum requirement provided they meet enclosure specifications outlined in the Performance Work Statement.
The document addresses operational requirements and fuel responsibilities, specifying that contractors must provide 24/7 on-call NIASE-certified mechanic support, maintain a 4-hour determination and 48-hour repair-or-replace service level agreement, and deliver standby replacement units. Contractors are responsible for delivering the unit and providing minimum 15 minutes of fuel for the acceptance test, while the government will supply additional fuel as needed following initial delivery. Quote submissions were due July 1, 2026, with questions deadline of June 23, 2026, directed to Emily Hamilton and Amanpreet Johal at the specified Navy email addresses.

N4523A26Q5722 Solicitation Questions-750kW EDG
1. Question: We would like to know if this is a brand new contract OR if there is (was) an incumbent performing these services. If not brand new, could you please provide the current / previous contract number?
· Answer: This is a replacement contract to N4523A22D1304.
2. Question: For this set-aside, will the Government accept a generator unit that is owned by, or procured or leased from, a large business, provided that the small business prime and a similarly-situated small business subcontractor self-perform all required services, including delivery, the 24/7 on-call NIASE-certified mechanic support, the 4-hour determination and 48-hour repair-or-replace SLA, standby replacement, and execution of the Process Control Procedure?
· Answer: This is a total small business set-aside. The awardee for this contract is required to be a small business under the Size Standard for this solicitation. The NAICS code for this solicitation is 532490, with a size standard of $40 Million in annual receipts.
3. Question: Does the Government treat this requirement as an equipment lease (supply) or as a service for purposes of the FAR 52.219-14 limitation on subcontracting, and how will compliance with the applicable limit be measured for award?
· Answer: The Government treats this requirement as a services contract. The clause 52.219-14 is not applicable to this requirement.
4. Question: Please advise if we can submit a bid for the unit with a higher capacity than 750kW?
· Answer: Yes, 750kW is the minimum, a higher kW rating is acceptable so long as it fits the enclosure requirements in paragraph 3.1.1.15 of the PWS.
5. Question: The unit will need to be fueled onsite at the jobsite. Will the Government have capacity to refuel the unit on-site or will that be the Contractor’s responsibility as-well?
· Answer: Per paragraph 4.1, we will need at minimum 15 Minutes of fuel to complete the acceptance test. Per paragraph 5.4, the government will provide additional fuel as needed after initial delivery.
