About this file

This is a Quality Assurance Surveillance Plan (QASP) for an Emergency Diesel Generator (EDG) contract at Puget Sound Naval Shipyard and Intermediate Maintenance Facility that establishes performance standards, allowable deviations, surveillance methods, and correction procedures for contractor delivery and maintenance services.

The QASP defines four primary requirements: (1) A certified mechanic must evaluate a reported EDG problem and communicate a repair or replace determination to the government within four hours of service call notification, with no allowable deviation from this schedule unless caused by government delays; (2) EDG replacement must be completed within 48 hours of the repair/replace determination being communicated, with the contractor removing the defective unit and installing a fully operational EDG per the contractor's Process Control Procedure; (3) EDG repairs must be completed within 48 hours of the repair/replace determination, also following the contractor's Process Control Procedure; and (4) All equipment must receive required predelivery maintenance, comply with delivery instructions, and include all required submittals, with the contractor obligated to communicate any inability to meet requested performance characteristics prior to delivery. The COR tracks response times through service request forms and monthly reports for determination and repair/replacement activities. Correction procedures allow the government to seek equitable price reductions or pursue other adequate consideration for nonconforming services, with immediate cost recovery available for any EDG found incapable of meeting basic SOW requirements at point of origin.
