About this file
This document is a set of Questions and Answers related to a federal contract opportunity for leased portable demineralizer (DI) water systems at the Naval Air Station North Island (NASNI).
The key details are:
- The government requires one DI system at all times, fully operational and ready for use, with a second DI system available within 24-hours' notice. The number of DI water systems needed can fluctuate during the 1-year period of performance.
- The government intends to award a 5-year indefinite delivery/indefinite quantity (IDIQ) contract for these commercial portable DI water system services, with firm fixed priced task orders.
- The Questions and Answers provide clarification on requirements such as trailer dimensions, water quality, delivery rates, billing, and safety/access to the naval base. The contractor is not authorized to know the intended use of the demineralized water.

Questions and Answers
1. Could you please confirm if the dimensions listed in section 3.3 of the PWS are flexible, or are they strict limits?
THESE ARE NOT FLEXIBLE, THIS IS THE AREA DIMENSIONS WHERE THE
TRAILERS WILL BE.
2. Additionally, are dimensions listed in section 3.3 of the PWS for one trailer or two?
THIS IS FOR THE TOTAL DIMENSIONS OF 2 TRAILERS
3. Will the active trailer be in the laydown area while the other is on standby elsewhere?
THE ACTIVE TRAILER AND STANDBY TRAILER WILL BE SIDE BY SIDE IN THIS
LAYDOWN AREA.
4. What is the desired outlet pressure from the trailers?
SEE 2.1.3 OF PWS, DELIVERY RATES FROM THE TRAILER SHOW 40-75 GPM
5. For clarification, does the rental price for 10 trailers over 5 years cover two trailers onsite?
RENTAL PRICE SHOULD BE QUOTED COST PER MONTH. IF AN ADDITIONAL
TRAILER IS REQUIRED A 2ND TASK ORDER WOULD BE WRITTEN AND THE
MONTHLY RENTAL WOULD BE OFF OF THAT FOR A 2ND ONE. (EXAMPLE:
MONTHLY TRAILER RENTAL $2950.00 PER MONTH) IF WE GET 4 TRAILERS IN
A ONE MONTH PERIOD IT WOULD BE BILLED AS 4 REGENERATIONS AND 1
MONTHLY RENTAL , IF A 2ND TASK ORDER IS USED FOR THE 2ND TRAILER IT
WOULD BE BILLED THE SAME WAY.
6. Regarding the carbon tank, is there a specific type of carbon preferred? Is the use of reactivated carbon acceptable?
ONLY ACTIVATED CARBON IS ACCEPTABLE FOR THE CARBON TANK 2.3 AND
2.3.1
7. For the water reports required to meet specifications, is there a specific timeframe for submission? Should these reports be provided prior to delivery or within 24 hours of delivery?
REQUIRED BEFORE GOVERNMENT ACCEPTANCE OF TRAILER, EITHER WITH
TRAILER DELIVERY OR BEFORE AND MUST SPECIFY TRAILER # AND MEET
TRAILER # BEING DELIVERED. 4.3
8. In terms of total gallonage, if our trailer produces 99,000 gallons of DI water, does it still qualify for a discount, or is there a production limit after which the trailer is fully billable?
TRAILERS CAN BE FULLY BILLED IN THE EVENT THEY MEET 90% OF
REQUIRED GALLONS, MINUS INITIAL GALLONS USED TO FLUSH NEW
TRAILER TO MEET REQUIRED OUTLET REQUIREMENTS. 4.9.1
9. What is the intended use and process for the demineralized water?
THIS INFORMATION IS NOT AUTHORIZED FOR THE GOVERNMENT TO
DISPERSE, ITS INTENTION IS NOT NEEDED TO BE KNOWN TO THE
CONTRACTOR.
10. Could you provide a description of the water flow from influent to the trailer and its final destination? Will the DI water fill a tank or go directly into the process? If it fills a tank, will the tank be cleaned and sanitized before trailer deliveries?
PWS 2.1 (B) CALLS OUT TABLE 1 UNDER 2.1.1 WHICH PROVIDES THE
INFLUENT WATER QUALITY AND FLOW RATES, SEE 2.1.1 / AFTER PASSING
THROUGH DI TRAILER BEFORE IT REACHES THE HOLDING TANKS IT GOES
THROUGH OUR OWN FILTRATION SYSTEM BEFORE HOLDING
TANKS. CONTRATOR ONLY NEEDS TO PROVIDE THE WATER QUALITY THAT
MEETS THE SPECS FOR THE OUTLET QUALITY IN TABLE II UNDER 2.1.2
11. How can we ensure the safety of our drivers at the naval base? Will they be driving on a pier, and are there any specific PPE requirements before the first delivery?
DRIVERS ENTERING THE NAVAL BASE AND OUR COMPOUND AREA WILL BE
REQUIRED TO ADHERE TO OSHA STANDARDS. DRIVERS WILL ONLY BE
DELIVERING TO THE SPECIFIED LAYDOWN AREA AND WILL NOT BE GOING
ON ANY PIERS OR OTHER AREAS ON BASE.
12. Will the water off our mobile demin units be sent directly to the ships? If so, what is the size and length of the hoses being used? How high will the hose be over the mobile demin located on the dock?
THIS IS NOT A REQUIREMENT FOR THE CONTRACTOR. FOR FITTING SIZES
OF THE TRAILER SEE 2.1.3.2 OF PWS.
13. Will check valves be provided to ensure water in the line doesn’t back flow into the trailers when the water is not needed?
BACK FLOW OF WATER WILL NOT HAPPEN AND CHECK VALVES CAN BE
INSTALLED IF REQUIRED.
