Government Responses to RFC 01-09 N4523A25R1053 YT-800 ROH
01) Question: The specification does not appear to reflect the configuration of the equipment presently installed in the vessel. Current specifications reference shaft brakes and reduction gears that are not present.
Response: Provide clarification, put the statement in question form so the Government can address properly.
02) Question: Can the Government replace the current specification with a specification that relates to the current propulsion system configuration?
Response: No, We, the Government, find this question unclear and cannot provide technical clarification as written.
03) Question: Is it the Government’s intent to have the contractor take alignment readings between engines and Schottel drive units?
Response: Yes, it is the intent to have the contractor take alignment readings between engines and Schottel Engines.
04) Question: Can the Government provide a propulsion system alignment verification procedure which relates to the current propulsion system? Specifications reference a 367 page Schottel Service Manual, can the Government provide an excerpt of the desired alignment procedure?
Response: No, KTR must reach out to Schottel the original equipment manufacture.
05) Question: If alignment readings are taken, and realignment of the in-line drive shafts and/or main engines is necessary, is this to be included in the contractor’s pricing, or is it to be the subject of a contract change?
Response: Yes, alignment readings/alignment are to be included in Contractors pricing.
03) Question: With regard to hose replacement, in addition to requested phots the Contractor has the following questions: What type of hose fitting ends do the 2.50” and 3.50” hoses have? Are the 2.50” and 3.5” hoses pressure hoses or suction hoses?
Response: Refer to Table 4 of the Statement of Work for the requested data.
04) Question: Hoses are specified as SAE100R19 which is ~4000wpsi and SAE100R13hose ~5000wpsi, but they then specify:
New hoses size ½ inch I.D. and smaller shall meet the requirements of SAE 100R19 / EN 853; Working Pressure of 5000 PSI
New hoses size 3/4 inch I.D. and larger shall meet the requirements of SAE 100R13 / EN 856; Working pressure 5,000 PSI
Hoses listed have interesting variables:

Not sure if a digit was left off in the 5th column for PSI or if it is listed as BAR instead?
Response: ERRATA will be issued.
05) Question: Paragraph 3.10.1 & 3.10.2 each reference the drawings in which to perform work in accordance with. Can the government please provide the additional references/publications in the General Notes of the drawings?
For example, on referenced drawing 8970122 for work item 3.10.1, it references S9AAO-SPN-010/GEN SPEC & MIL-STD-2003A. Can these be provided?
For example, on referenced drawing 8970158 for Work Item 3.10.2, it references IEEE STD 45-2002.
Can these be provided?
Response: All additional information can be found using common search engines.
06) Question: Does the vessel intend on disposing of 400 gallons of paint through the contractor? If so, we need to know the quantity of each type of product and be provided with its SDS so that we can assign the appropriate costs.
Can the vessel dispose of this product prior to arrival at the shipyard? It is our strong preference that the product be disposed of prior to arrival at the shipyard due to this going against our Toxic Waste Reporting for the solvent and paint.
Response: According to the statement of work (SOW) paragraph 1.17 this is the Government’s estimate of what the Contractor will produce during the availability. The below statement states this is an estimate only:
“All hazardous waste generated by work under this contract is anticipated to be Contractor generated and shall be the responsibility of the Contractor. Estimated hazardous waste associated with work required in these Specifications is listed below:”
07) Question: Due to the location of the vessel (CIA), Contractors were not allowed to take photos during the vessel ship check.
Government representatives suggested that the Contractors request that the Government take photos of the vessel for use by the Contractors in assembling accurate pricing for the specified projects.
Attached is a list of Contractor requested photos. (25.02.12) YT-800 Ship Check Photo Requests
Can the Government provide the requested photographs?
Response: Government will provide photos upon request.

As listed in Section L of the solicitation, Contractors are still allowed to submit questions past the listed deadline (19 February 2025), but the Government reserves the right to not answer any questions received past the stated deadline.
09) Question: On page 23 of the solicitation document, it states that vessel availability will be from 02 June 2025 to 26 September 2025; however, below that in the ‘Contractor Destination’ table, in the column titled ‘Delivery Schedule’, it states ‘Delivery On Or Before Delivery Date 05 Apr 2025’
Can the government confirm Delivery Date 05 Apr 2025 is incorrect?

12) Question: Contractor is requesting an extension of the current deadline to 24 March 2025.
Response: The Government is unable to extend the proposal due date of 17 March 2025.
