About this file
This is a document containing 10 questions and answers (RFC 001-010) related to solicitation N4523A25R1052 for maintenance work on vessels TWR-7 and TWR-8. The Q&A addresses technical specifications and clarifications about vessel maintenance requirements, including insulation specifications (2-inch thick Mil-I-742, Type 1), drawing revision corrections (M851-150-01 Rev D and M851-662-01 Rev B), transmission cooler serial numbers, and table reference corrections in the Statement of Work.
Key clarifications include: the vessels will not be worked simultaneously but will share the same overall period of performance; alternative compressor systems can be engineered by the contractor and submitted for approval since the specified 150 PSI system is only available up to 120 PSI; and contact information is provided for bow thruster work specifications (Graham Baldwin, American Bow Thruster, PO: 10116). Several questions address the unavailability of TWR-8 for ship check and request additional technical documentation, with the government providing specific reference numbers and directing contractors to request documents through appropriate channels.

Government Responses to RFC 001 – 010
1) Question: TWR-8 vessel was unavailable for ship check. Can photos be provided of the interior of the pilothouse overhead, including insulation, and all MCT penetrations, and related cables?
Also relating to 3.6.1, the drawing provided is a structural design call out. Can the government provide a reference that calls out insulation type and square footage required for replacement? Or provide this information so vendor can appropriately bid the insulation?
Answer: Paragraph 3.6.1.4 states the desired Mil-Spec for the new insulation as “2 inch thick similar to Mil-I-742, Type 1.
Paragraph 3.6.1.6 states to “template from existing using M852-150-01 Rev A for guidance”. The penetrations were made after original construction of the vessel and were not documented.
2) Question: The Government references Dwg M851-150-01 Rev A in this paragraph, but the drawing provided is M851-150-01-D. Can the government confirm that the SOW should reference Rev D, or can Rev D be provided?
Answer: M851-150-01 Rev D is the correct drawing. Please see C9 N4523A25R1052 TWR 7 Attachment J-1 Statement of Work – Errata 2.
3) Question: TWR-8 was unavailable for ship check. Can the government please provide the serial numbers off the transmissions?
Answer: Port Transmission Cooler: Serial #50017833
Starboard Transmission Cooler: Serial #50017834
4) Question: 3.9.4.2 Clean and inspect Alternator wiring using CO2 as a preferred method, if available. If CO2 is not attainable ensure cleaning, drying and testing conform to S9086-KC-STM-010 chapter 300-4.5 and manufacturer’s recommendations. Reference S9086-KC-STM-010 was not provided in the reference package for TWR-8. Can the government please provide this?
Answer: Drawing has now been provided to the contracting office. Please request IAW Attachment J-6.
5) Question: The Government references Dwg M851-662-01 Rev A in these paragraphs, but the drawing provided is M851-662-01_ B. Can the government confirm that the SOW should reference Rev B, or can Rev A be provided?
Answer: M851-662-01 Rev B is the correct drawing. Please see C9 N4523A25R1052 TWR 7 Attachment J-1 Statement of Work – Errata 2.
6) Question: Paragraph 3.11.1 references Table 4, but Table 4 is the HVAC Air Handling Unit List. Assuming Paragraph 3.11.1 should reference Table 5.
Answer: The correct reference is Table 5 for paragraph 3.11.1. Please see C9 N4523A25R1052 TWR 7 Attachment J-1 Statement of Work – Errata 2.
7) Question: Paragraph 3.11.1.2 references Table 3, but Table 3 is the Main Deck Watertight Hatch Locations. Assuming Paragraph 3.11.1.2 should reference Table 4.
Answer: The correct reference for paragraph 3.11.1.2 is Table 4. Please see C9 N4523A25R1052 TWR 8 Attachment J-1 Statement of Work – Errata 2.
8) Question: The vendor is asking: Would you be able to provide the abt sales order number associated with these vessels. The number will be on the front page of the owner’s manuals onboard. With the sales order number I can reach out to the factory for a build list to see what service items will be needed. Is this something the government can provide?
Answer: POC for Bow Thruster work spec is Graham Baldwin, American Bow Thruster, 360.305.5050, PO: 10116
9) Question: Can the government confirm that both vessels will be delivered simultaneously, and will they share the same period of performance?
Answer: The vessels will not be worked in tandem due to availability. Once the first vessel is completed, Contractor shall arrange for vessel pick-up and subsequent delivery of the second vessel via executing COR. These vessels will share the same overall Period of Performance.
10) Question: SOW States: 3.9.4.1 New LP compressor system shall be similar to performance and fitment of current JUN-AIR A/S 0.6 hp system, rated at 3.11 cfm and 150 psi maximum operating pressure.
Response from Vendor for system: The pressure of the system that is called out is only offered up to 120 PSI, not 150 PSI (we have data cut sheet on product if necessary). The air receiver on this system is 10.6 gallons, but an auxiliary receiver could easily be provided to get to the specified volume.
After reviewing feedback from Vendor (below), can the government provide an alternate system for work item that will meet requirements?
Answer: The government has outlined the minimum performance desired to replace the existing system. Alternative methods/units/material shall be engineered by the Contractor and submitted via CFR to the executing COR for Cognizant Tech Code review and approval.
