About this file
This document is a Questions and Responses file for a Navy solicitation for Electrical Insulated Rubber Gloves Service. The solicitation is a firm-fixed price contract with a base year (24 Sept 2025 to 23 Sept 2026) and four one-year option periods extending through 23 Sept 2030. The procurement will be conducted as a commercial items acquisition using simplified procedures, with proposals to be submitted to Lisa Brown, Kenny Vilayvong, and Jacqueline Edgerton from the Naval Supply Systems Command.
The Q&A document clarifies two key points: first, the contract will be a firm-fixed price arrangement with potential for Requests for Equitable Adjustments if circumstances warrant, and second, post-award conferences and periodic progress meetings will be conducted via Microsoft Teams teleconference. Questions for the solicitation are due by 4 Sept 2025 at 12 PM PST, with proposals to be submitted to the specified Navy contracting personnel.

1. PWS item 1.4 – We presume that the Government desires fixed pricing for the base year and for the option years. Our question is whether economic price adjustments may be proposed for the option years.
Yes, this will be a firm-fixed price base year plus four-year option year contract. If circumstances warrant, then there is a possibility to do a Request for Equitable Adjustments. If you are interested in what the Requests for Equitable Adjustments entail, you can investigate DFARS 252.243-7002.
2. PWS item 1.9 – Does the Government anticipate that post award conference/periodic progress meetings can take place by teleconference (i.e. Google Meet, Microsoft Teams, Zoom)?
There will be a post award conference that will be by teleconference via Teams.
