About this file

This document contains government responses to questions regarding a solicitation for maintenance, repair, and preservation work on two open lighter barges, YC-1090 and YC-1590. The responses clarify how offerors should propose pricing for contract line items and sub-line items on the price proposal worksheet to match the SF33. They also specify that prefilled hours for level of effort completion on each vessel should be carried over to the labor mix and rates sheet with the same composite labor rate used for modifications. The solicitation seeks a firm-fixed-price contract to accomplish scope of work for YC-1090 including delivery to and from the contractor's Puget Sound, Washington facility, exterior cleaning, tank cleaning and preservation, hull and deck repairs, inspections and testing, and undocking. Scope of work for YC-1590 includes similar services. The solicitation is issued by the Department of the Navy Naval Supply Systems Command, with proposals due on May 28, 2024 and work scheduled from May 28 through August 9, 2024. This is a 100% small business set-aside under NAICS code 336611 with a size standard of 1,300 employees.

Government Responses to RFC 01-03 N4523A24R1058 YC-1090 & YC-1590

01) Question: Can you clarify how we (the contractor) are supposed to propose to the CLINs and subCLINs?

Response: Please review page 66 of solicitation Section L Volume 3—Price Offeror. Price is to be completed on price proposal worksheet attachment J-2 Rev1. Section B CLIN pricing on SF 33 for CLIN 0001 and 0003 must match J-2 Rev1 attachment. As a result of this question, the government issued an amendment to the solicitation N4523A24R1058 to update J-2 attachment and extended the proposal due date.

02) Question: It is still unclear which numbers on the J2 correspond to the CLIN0001, CLIN0001AA, CLIN0001AB, CLIN0003, CLIN0003AA, and CLIN0003AB entries required in the SF 33. It would appear to me that the CLIN 0001 and CLIN 0003 entries would be filled from the Total Proposed Price of each respective vessel, CLIN 0001AA and CLIN 0003AA should reflect the base work pricing on each respective vessel, and CLIN 0001AB and CLIN 0003AB should reflect the LOE to Completion (Growth Work/Optional Items?) pricing on each respective vessel?

Response: CLIN 0001 and CLIN 0003 entries are filled from the total proposed price of each vessel. Sub- CLIN AA shall match the base work package price on attachment J-2 row 82. Sub-CLIN BB shall match LOE to completion on attachment J-2, row 107.

03) Question: You have prefilled hours in the M/H section of the Level of Effort to Completion for each vessel, are these to be carried over into the Labor Mix & Rates Sheet, and if so how should they be labeled?

Response: Level of Effort to Completion (LOE) is set with a combination of 2,231 hours and $6,421.70 in materials see section B, note A of solicitation. The labor rate used for LOE will be the same agreed upon rate used for modifications, which is the composite labor rate submitted on price proposal work sheet see section B, note C of solicitation.
