About this file
This document provides responses to questions regarding a solicitation for maintenance, repair, and preservation of two Utility Floats Deep Draft vessels, UFDD-140 and UFDD-141. The Navy intends to award a firm-fixed-price contract for work to be performed at a contractor's facility located in the Puget Sound, Washington region. The scope of work includes docking and cleaning the vessel exteriors, opening and cleaning tanks, replacing zinc anodes, blasting and preserving hull surfaces, conducting inspections, retouching tank preservation, air testing tanks, replacing non-skid deck coating, and undocking the vessels. Vessel availability is scheduled from April 1, 2024 to June 14, 2024. This is a 100% small business set-aside for NAICS code 336611 with a size standard of 1,300 employees. Offerors must be registered in the System for Award Management to receive award.

Government Responses to RFC 002- 005 UFDD-140 & UFDD-141
002) Question:
If lifting the float out of water with a travel crane and setting on blocks/cribbing with a travel crane into place, what work requirements under 3.0 of the spec would be strike out of spec?
Response:
Overall it is the purview of the Government Docking Observer (GDO) to accept a proposed docking plan.
This section is written to cover several types of docking facilities. The GDO will review the proposed docking plans and base any decisions on the type of facility and the vessel being docked. The following response is based on a Travel lift and a UFDD.
Paragraph 3.1.2.4 will not apply as there is no pumping required for the travel lift to operate.
Paragraph 3.1.2.5 will apply to ensure the travel lift is capable of lifting the vessel and that the vessel is in proper configuration to be lifted without harm. While the requirements may be a much shorter list than for a floating dry dock, there will be limitations. These can include overall capacity of the travel lift, pressure of the travel lift bands on the vessel, etc.
Paragraph 3.1.3 does apply. The docking plan is required to show the loading of the vessel on the blocks once they are built up and the vessel is loaded on them. This is to ensure proper loading of the vessel to prevent any damage. The docking clearances in 3.1.3.2 are for the lifting and transit over the blocking area. Blocking can have sections of concrete or steel, but the soft cap must be a minimum of 2” in contact with the vessel.
Paragraph 3.1.5 would be performed on site as the blocks are built to the vessel. It is understood an inspection cannot be performed a head of time for a travel lift.
Paragraph 3.1.7.2 is applicable to the extent that the contractor must show that the vessel will remain in a safe condition in the case of a power outage or similar issue during the docking evolution.
Paragraph 3.1.10.1 as a watertight integrity check cannot be performed until the vessel is placed back in the water, the contractor must include how they will perform this check at that time. It does not necessarily need to be performed prior to lifting off of the blocks.
The intent is that all of the paragraphs will be upheld. However, allowances will be made where it is impossible or impractical to follow due to the methodology used. In this case a travel lift.
003) Question:
Under 3.2 of the spec, does UFDD 140 receive same work up to 3.2.3 of the spec?
Yes. All work items apply to both vessels unless stated otherwise.
004) Question:
How many manhole covers are there for each tank?
1 manhole cover per tank.
005) Question:
Are there transfer holes/valves/pipes in each tank? If so, how many?
No.
