About this file
This statement of work describes thermal spray restoration services for twelve AN/BPS-16 radar mast tubes across four mast sub-assemblies. The Navy seeks these services to support submarine availabilities. The contractor must perform plasma spray restoration in accordance with Navy specifications at a certified facility. Services include pre-machining, solvent cleaning, abrasive blasting, plasma spraying of bond and finish coats, testing, and documentation. The contractor will receive mast tubes from the Naval Shipyard and return the restored tubes with certifications. The period of performance is from August 2023 to May 2024. The Navy will inspect returned tubes and documentation for compliance before acceptance.

Title: AN/BPS-16 RADAR MAST THERMAL SPRAY RESTORATION SERVICES
Place of Performance: Vendor Facility - CONUS
Period of Performance: From 11 AUG 2023 to 20 MAY 2024; contingent on Award 31 JUL 2023
1. BACKGROUND
1.1 The Trident Refit Facility Bangor (TRF-B) Radar Depot performs restoration of mechanical radar components installed on the various classes of submarines for the United States Navy (USN).
During restoration of radar mast components, the outer surfaces of each radar mast tube may require surface finish refurbishment due to wear and corrosion defects that do not meet inspection criteria of the applicable Naval Sea Systems Command (NAVSEA) Maintenance Standard document. As required by the applicable Maintenance Standard document, only NAVSEA certified thermal spray deposition processes and facilities may be used to affect refurbishment of the radar mast tube surfaces.
1.2 Radar mast tubes are used in critical end-use applications and as such are subject to additional process controls as and traceability requirements by NAVSEA for SUBSAFE and Level 1 materials. Radar mast tubes must maintain their SUBSAFE/Level 1 certifications at all time, and as such, TRF-B, the NAVSEA qualified “SUBSAFE Certifying Activity”, will oversight the repair process required by contract for SUBSAFE/Level 1 work performed by contractors not previously certified to perform SUBSAFE work by NAVSEA.
1.3 TRF-B’s Radar Depot performs restoration of SSN774 Class, SSN 21 Class, and SSBN 726 Class submarine variants of the AN/BPS-16 radar mast sub-assembly. Each AN/BPS-16 radar mast sub-assembly is comprised of three distinct radar mast tubes: one (1EA) Outer Housing, one
(1EA) Radar Mast, and one (1EA) Rotary Tube. The procurement of thermal spray refurbishment for each AN/BPS-16 radar mast sub-assembly will include one of each radar mast tube type for a total of three radar mast tubes for each mast sub-assembly refurbishment effort.
1.4 Four SSN 774 Class AN/BPS-16 mast sub-assemblies, a total of twelve (12EA) radar mast tubes, requires repair of the surfaces IAW sheets 1 through 3 from Enclosure 3 of Reference 2.1.
Reference 2.1, Enclosure (2), paragraph 1 specifies refurbishment of the outer surfaces of the mast tubes using thermal spray processes identified in Reference 2.2. The four AN/BPS-16 mast sub-assemblies and their associated mast tubes are described in paragraphs 5.3.1 through 5.3.4.
Each radar mast sub-assembly is listed in paragraph 11.2.3 in order of priority, critical needs listed first.
