N4523A21Q5732 Questions and Answers

Q1: We see that the Statement of Work (SOW) allows for 10 days for report submittals. Would the Government accept a quote that has a different report submittal time, or be willing to consider amending the solicitation to amend the report submittal time?

A1: The 10-day requirement was incorrect. The Prospective Offeror shall propose a report deadline to allow adequate time to discuss final recommendations with the Government. The deadline shall be at least 1 month before the end of the period of performance. Please see the amended SOW.

Q2: The solicitation calls out for a preliminary facility layout. We suggest that this portion of the requirement be done at a later date due to the cost and practicality. Is this preliminary facility layout actually required at this time?

A2: The preliminary layouts are required as deliverables. The layouts the Government is seeking do not need to utilize OEM CAD models. We are seeking 2D plan views that show equipment bounding boxes that include adequate circulation/clearance space.

The layout for PSNS & IMF will be utilized by the Government for space planning for the future forge and heat treat facility. The intention of the layout is to provide an approximate square footage requirement and general equipment arrangement for optimized process flow. Note that for PSNS & IMF, the intention is no longer to relocate the forge shop to Building 147 and as such, the layout is not constrained to those building dimensions.

Depending on vendor recommendations for naval shipyard forge shop consolidation, layouts for PSNS and/or NNS are notional and intended to be utilized to inform their future equipment purchases, and ideal locations for process flow. NNS and PSNS have no current plans to fully relocate their forge shops and as such, those layouts are constrained to their current building dimensions, and the vendor is responsible to account for monuments as detailed in the SOW.

Q3: The deadline for submission is noted as “10:00 AM Pacific Standard Time (PST) Friday 20 September 2021,” but, 20 September 2021 is not a Friday. What is the correct deadline?

A3: The correct deadline is 10:00 AM Pacific Standard Time (PST) Monday 20 September 2021. Please see the updated first page of the amended solicitation.

Q4: On the solicitation, there are proposal items listed such as, “CLIN Number 0002,” and then sub-items such as, “CLIN Number 0002AA,” and, “CLIN Number 0002AB.” Should CLIN Number 0002 be the sum of CLIN Number 0002AA and CLIN Number 0002AB?

A4: The CLIN’s themselves (e.g., CLIN 0002) for CLIN 0002 through CLIN 0005 are informational only.

The priced portion of these CLIN’s is the sub-CLIN’s (SLIN’s) (e.g., CLIN 0002AA and CLIN 0002AB). The sum of the two SLIN’s comprises the total amount proposed to accomplish the work for the specified

CLIN.

Q5: Are Prospective Offerors “allowed” to decline to bid certain items? The item in question is the physical layout part of section 5.2.3 in the Statement of Work (SOW).

A5: In accordance with provision 52.212-1(11) of the solicitation, “Offers that fail to furnish required representations or information, or reject the terms and conditions of the solicitation may be excluded from consideration.”

Q6: Do you have specified payment terms?

A6: Per FAR 32.003, contracting financing cannot be provided for when awarding a contract using Simplified Acquisition Procedures. Invoices may be submitted in increments to the Government for partial deliverables as each CLIN or SLIN item is completed.

Q7: Which specific documents must be submitted?

A7: The evaluation criteria and related submittal requirements for this solicitation are outlined in provision 52.212-2 (EVALUATION--COMMERCIAL ITEMS (OCT 2014)). Per the solicitation cover page, Prospective Offerors must also complete and submit Exhibit A as well as complete the line item pricing structure included in the solicitation.
