PERFORMANCE WORK STATEMENT (PWS)
Ship/Activity/Code:
Title: Heat Induction Repair Contract Place of Performance:
Period of Performance:
Part 1
General Information
1. GENERAL: This is a non-personnel services contract to provide an IDIQ contract (FY20, FY21 &
FY22) , to provide repair services for Keizer manufactured heat induction coating removal equipment purchased by Naval Sea Systems Command (NAVSEA) and owned by Puget Sound Naval Shipyard (PSNS). The Government shall not exercise any supervision or control over the contract service providers performing the services herein. Such contract service providers shall be accountable solely to the Contractor who in turn is responsible to the Government.
1.1 Description of Services/Introduction: The contractor shall provide all personnel, equipment, supplies, parts, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to repair Keizer Technologies Inc, manufactured heat induction (RPR-1650) coating removal machines, transformers, cable packages and induction heads owned by PSNS to a ready service condition;
and return ship to PSNS in a safe and ready service condition . The contractor shall perform to the standards in this contract.
1.2 Background: Shop currently uses heat induction coating removal equipment approved by
NAVSEA to remove select shipboard or non-shipboard coatings by way of electromagnetic and high frequency heat induction imparted on the metal substrate. This specific work makes for both a fast and environmentally friendly coating removal process necessary for preparing a metal surface for either subsequent re-application of NAVSEA approved coatings or metal recycle . PSNS originally acquired two complete systems from NAVSEA and later obtained 3 additional systems from other shipyards thereby increasing their total systems to six each. The tooling to perform this specialized work was developed by Keizer (RPR) Technologies Inc, which prevents PSNS employees or any other known business entity from repairing and warranting the equipment repairs. Over time the increased use and frequency of repairs (due to the additionally acquired equipment) has resulted in the need for a yearly contract with the contractor to streamline repairs.
1.3 Objective: This Performance Work Statement is to support a yearly maintenance agreement with the
Contractor for the repairs and maintenance described in Section 5 of the PWS.
1.4 Scope: Repair PSNS owned heat induction equipment as needed to a ready service condition and ship the repaired equipment back to PSN. The equipment will then be uses by specially trained and qualified employees in both shipboard and non-shipboard locations for coating removal.
1.5 Period of Performance: The period of performance shall be for one (1) Base Year of 12 months (FY20 and two (2) 12-month option years (FY21 and FY22). The Period of Performance reads as follows:

PSNS. The contractor shall develop a structured QCP and implement procedures to identify, prevent, and ensure non-recurrence of defective services. The contractor’s QCP is the means by which he or she assures the work complies with the requirement of the contract.
1.6.2 Quality Assurance: The government will evaluate the contractor’s performance under this contract in accordance with the Quality Assurance Surveillance Plan. This plan is primarily focused on what the
