REQUEST FOR CLARIFICATION

N4523A20R1069 RCD Land Haul

CONTRACTOR QUESTION: To meet the equivalent of the certification requirements in 6.3.1 will a resume demonstrating more the 20 years of experience panting industrial equipment work?

If not, what qualification would meet the equivalent requirement.

TECHNICAL ANSWER: In lieu of Society for Protective Coatings (SSPC) Coating Application

Specialist Level 2 certification for personnel directly supervising painting operations, acceptable equivalent certifications would be National Association of Corrosion Engineers (NACE)

Certified Coating Inspector Level 1 or SSPC NAVSEA Basic Paint Inspector.

CONTRACTOR QUESTION: In 6.2 and 6.4.6 the topcoat is definite to be MIL-PRF-23236

Type V or

VI, Class 5 or 7. Should this be MIL-PRF-24635 Type V or VI, Class 2, Grade B or C?

TECHNICAL ANSWER: MIL-PRF-23236 Type V or VI, Class 5 or 7 is correct for the topcoat of the offload frames as described in paragraphs 6.2 and 6.4.6. MIL-PRF-24635 Type V or VI, Class 2, Grade B or C is required for the top coat of the load test frame end covers as per paragraph 5.2.11.e.

CONTRACTOR QUESTION: Paragraph 4.4.6 Additional Inspection & Survey refers you to the criteria of paragraph 4.4.2. Is this correct?

Under previous Land Haul contracts, the vendor only performed one annual inspection per year.

Additional Inspection and Survey were in accordance with the specifications outlined in paragraph 4.4.3.

TECHNICAL ANSWER: The reference in paragraph 4.4.6 to perform work in accordance with paragraph 4.4.2 is accurate, with the intent for both surveying and maintenance to be included in

ELINs A005, B005, C005, D005, and E005.
