Demineralizer Technical Specification Sheet

1. The contractor shall provide a drawing that specifies the specific manufacturing details of the demineralizer assembly including all materials of construction. The contractor shall obtain approval of the drawing, prior to demineralizer manufacture.

2. The contractor shall forward results of material testing, per paragraph 6.2, and shall obtain approval from Puget Sound Naval Shipyard prior to demineralizer manufacture. Puget Sound Naval Shipyard shall have 5 working days to evaluate the material test results. Material test results shall be forwarded to Puget Sound Naval Shipyard.

3. The following is a listing of key design features of the demineralizer. This listing is not all-inclusive.

Additional requirements follow these general design features.

GENERAL DESIGN FEATURES OF DEMINERALIZERS:

A. Design Pressure of 29" Hg to 150 PSI.

B. Design Temperature 140 deg. F.

C. Design Flow Rate 25 GPM.

D. Design maximum differential pressure drop of 5 PSID at 25 GPM.

E. Outer diameter: 24”

F. The overall length of the demineralizer shall be a maximum of 45-1/4”. The distance of the inlet pipe stub between the top of the demineralizer shielding material (paragraph #10) and the bottom of the installed female quick disconnect shall be 2" +0", -1/8". The top of the outlet and vent quick disconnects shall be even with the top of the inlet female quick disconnect.

G. Media capacity: 7 cu. ft. total.

H. The demineralizer shall be loaded with media as specified in paragraph #4.

I. Demineralizer must be constructed to support the waste processing media as a fixed bed retained inside the demineralizer.

J. Connection ports: inlet, outlet, and vent.

K. Connections: Hansen quick disconnect fittings. Inlet connection shall be 1” female Hansen stainless steel self-sealing quick disconnect with mating aluminum dust cover and sleeve lock device. Outlet and vent connections shall be 1” male Hansen stainless steel self-sealing quick disconnects with mating aluminum dust covers. The inlet, outlet, and vent connections shall be labeled.

L. Pressure vessel must meet ASME Boiler and Pressure Vessel Code.

M. Demineralizer must have OSHA material safety warnings specified

N. Demineralizer must be outfitted with properly certified lifting and handling means specified in paragraph 6.1.

4. The demineralizer shall be furnished complete with the following media:

A. 3.5 cubic feet of HOH resin that conforms to O-I-1279, Class 3, FEDERAL SPECIFICATION ION EXCHANGE RESINS, or HOH resin that conforms to MIL-DTL-24119 Class 6. Rohm and Haas Amberlite IRN150 is acceptable for use. The resin shall be loaded first.

B. 3.5 cubic feet of newly manufactured, granular, activated carbon: US SIEVE SERIES 20 X 50

MESH, 0.6 AVERAGE EFFECTIVE MEAN PARTICLE DIAMETER, APPARENT DENSITY (ASTM

2854) 30 lbs/ft3 AVERAGE, TOTAL ASH CONTENT (ASTM 2866) 2% MAXIMUM, CARBON

TETRACHLORIDE ACTIVITY (ASTM 3467) 62% MINIMUM, BALL PAN HARDNESS (ASTM

3802) 97 MINIMUM, pH (ASTM 3838) 3.0 - 10.0, IODINE NUMBER (ASTM 4607) 1050 MINIMUM, SURFACE AREA (B.E.T. EQUATION) 1100 -1250 m2/g. PICACHEM W6 Coconut Base Activated Carbon is acceptable for use. The carbon shall be loaded last so that it is above the resin bed.

5. The contractor shall provide a certification that the completed demineralizer assembly has been hydrostatically tested to a minimum of 150 psig for 30 minutes, with no leakage or deformation allowed, prior to shipment. The demineralizer shall be blown down of free standing liquid after hydrostatic test and prior to shipment. A copy of hydrostatic test certification papers shall be provided for the demineralizer with the hydrostatic test pressure, documented proof of duration of test, and date the hydro was performed. Absence of the documents listed above shall be cause for rejection.

6.1 Two 1/2”-13UNC-2B tapped lifting holes must be drilled and tapped into the six-inch shielding material. The holes must be tapped to a usable depth of 7/8” (minimum) and must be drilled 180 degrees apart on a 18-1/2” DBC. An area one inch in all directions from the center of each tapped lifting hole must be flat to allow 360 deg. contact of the safety hoist ring bushing. An area two inches in all directions from the center of each tapped lifting hole must be clear of obstructions that would restrict free movement of the safety hoist ring. The minimum yield strength of the six-inch shielding material must be 36,000 PSI.

6.2 The tapped lifting holes shall meet the requirements of ANSI N14.6-1993. This requires a drop weight test per ASTM E 208 or a Charpy impact test per ASTM A 370 of the base material as specified in paragraph 4.2.6 of ANSI N14.6-1993. The anticipated minimum service temperature for lifting the demineralizer vessel is 20 deg. F, therefore, the nil ductility transition temperature shall be a minimum of - 20 deg. F.

7.1 Before load of paragraph 7.2, the tapped lifting holes shall be visually inspected to the maximum extent practical for cracks, crushed threads, gouges and other deficiencies that would affect load bearing capability. Proof of completion of the visual inspection prior to load test must be submitted to the Shipyard for each tapped lifting hole.

7.2 A load test shall be performed on the tapped lifting holes of paragraph 6.1 with the test load applied in the same direction the demineralizer is lifted, not to exceed 10.6 deg. from vertical. The load shall be 3750 lbs (+185 lbs, -0 lbs) applied equally between the two tapped lifting holes. The load test shall be held for a minimum of 10 minutes.

8.1 After load test of paragraph 7.2, the tapped lifting holes shall be visually inspected to the maximum extent practical for cracks, crushed threads, gouges and other deficiencies that would affect load bearing capability and shall be inspected using GO, NO-GO gages. Proof of the tapped lifting hole certification must be submitted to the Shipyard for each tapped lifting hole. A copy of all load test certification papers, results of visual inspections, and results of gage inspections shall be sent to the Shipyard before delivery.

Absence of these documents shall be cause for rejection.

8.2 After load test, a metal tag or stencil shall be applied to the vessel head with the following minimum information:

“Working load limit: 2500 lbs (combined)” ; “Test Load: _______” ; “Test Date: _______” ;

“Minimum service temperature: 20 deg. F”

8.3 A Magnetic Particle inspection shall be performed on the base material around the tapped lifting holes, beginning at the edge of the hole and extending out ½ inch. This shall be performed in accordance with NAVSEA Technical Publication TP T9074-AS-GIB-010/271. The acceptance criteria for the Magnetic Particle inspection shall be MIL-STD 2035A, for wrought material. The vendor shall submit documentation of satisfactory results of all Magnetic Particle tests prior to shipment of the demineralizer.

9. The tapped holes shall have threaded plugs installed, after testing and inspection, to protect the internal threads. The tapped holes must be free of paint and debris.

10. The top of the demineralizer shall be shielded with six (6) inches of steel with a gamma attenuation tenth value thickness of approximately 4 inches, with minimum yield strength of 36,000 PSI.

11. The demineralizer shall be able to be dewatered to less than 0.5 % of the volume of the waste as specified in 10CFR61.56. A certified dewatering procedure shall be provided with the demineralizer.

12. Exposed surfaces of the demineralizer shall have a non-porous surface to provide for easy decontamination of all accessible external exposed surfaces of the demineralizer.

13. Carbon steel surfaces shall be painted with coatings that do not have any heavy metal constituents.

14. The exterior side of the vessel shall be labeled "TOP HEAVY" in two locations on opposite sides of the vessel.

15. A certification shall be provided that all materials used for the construction of the demineralizer assembly meet the Energy Solutions' Clive site criteria and US Ecology's Richland site criteria for disposal of radiological material.

16. Contractor shall arrange for the transportation company to protect the demineralizer from freezing during shipment. Contractor shall label the shipping container (crate, etc.) with the following statement in large, legible font: “Provide Freeze Protection”.
