PURCHASE SPECIFICATION FOR THE FABRICATION OF
304 STAINLESS STEEL
TEN EACH THREE-CUBIC FOOT DEMINERALIZERS
1. SCOPE:
1.1 This purchase description is for three-cubic foot demineralizer tanks to be used for radiological water processing. The tanks will be installed within Building 7201 at Puget Sound Naval Shipyard & IMF - Bangor.
1.2 It is the intent of the Government that the contractor deliver fully functional and ready for installation tanks meeting the requirements stated herein prior to acceptance by the receiving activity and final payment by the Government. Delivery of the tanks shall occur when all deliverable items of this contract have been received, and the receiving activity has confirmed that the tanks meet or exceed the minimum requirements set forth in the specification and are ready for installation.
2. PURPOSE:
2.1 This specification provides the requirement for fabricating, testing and inspecting ten each three-cubic foot round vertical 304 Stainless Steel demineralizer tanks.
2.2 Drawing M-1217, REV C provides mandatory fabrication details in addition to the below mandatory requirements to fabricate, test and inspect ten each three -cubic foot demineralizer tanks.
3. APPLICABLE DOCUMENTS
3.1 This specification and Drawing M-1217, Rev. C, three-cubic foot Demineralizers for a part of this specification to the extent specified herein.
3.2 Unless otherwise indicated, the issue in effect on the date of solicitation shall apply.
3.3 Summary of Deliverables:
3.3.1. CONTRACTING OFFICIAL, RESPONSE TO REQUESTS:
a) Specification Paragraph 7.2 – Preliminary Work Schedule
b) Specification Paragraph 7.3 – Documentation/Certification of years of fabrication experience

4. SPECIFICATION STANDARDS
4.1 Fabrication: Fabrication of the 304 Stainless Steel Demineralizers shall be in accordance with ASME Boiler and Pressure Vessel Code, Section VIII, Division 1 (latest edition).
Fabricate demineralizers in accordance with the requirements of this specification and Drawing M-1217, REV C.
4.2 Testing: The contractor shall perform testing of the demineralizers in accordance with Drawing M-1217, REV C, Note Section “T” (Testing). Testing documentation and deliverables in paragraphs 3.3.2 through 3.3.4 shall be forwarded to PSNS&IMF for review and acceptance as indicated.
4.3 Inspection: The visual, liquid penetrant, magnetic particle, and radiographic inspection methods shall be in accordance with ASME Boiler and Pressure Vessel Code, Section VIII, Division 1 and acceptance criteria as specified in Drawing M-1217, REV C, Note Section “I” (Inspection).
4.3.1 Radiographic films are required; PSNS&IMF cannot accept digital radiographic films.
5. FABRICATION DETAILS FOR LIFTING ATTACHMENTS
5.1 Prior to start of fabrication of lifting attachments, the contractor shall provide lifting lug design per Drawing M-1217, REV B, Note M13.
PSNS & IMF shall have 10 working days to review and approve the design and authorize fabrication.
5.1.1 Prior to start of lifting attachment fabrication, the contractor shall provide a detailed sketch of the lifting lug design and all Engineering design calculations performed. Calculations shall include any angles and associated bending stress due to lift lug position and bearing stress on lift lug hole.
PSNS & IMF shall have 10 working days to review and approve the calculations and authorize fabrication.
5.2 Prior to start of lifting attachment fabrication, the contractor shall perform material testing of the material to be used for fabrication per Drawing M-1217, REV C, Note T1and provide the results of material testing to PSNS & IMF. Nil ductility temperature shall be determined and included in the test report. The orientation of the notch, per ASTM A-370, shall be identified in test report.
PSNS & IMF shall have 10 working days to evaluate and provide acceptance of the report.
6. DELIVERY DATE
6.1 The contractor is required to deliver completed demineralizers to PSNS & IMF by
05/17/2019.
6.2 PSNS & IMF reserves the right to authorize extensions to the delivery date and will provide said authorization in writing via a modification to the award.
7. RESPONSE TO REQUESTS/PROPOSALS (PRIOR TO CONTRACT AWARD)
7.1 Contractor bid/proposal shall include all of the items in paragraphs 7.2 through 7.5 for technical acceptance review prior to award of any contract.
PSNS& IMF will confirm all testing and fabrication requirements can be met within NAVSEA guidelines.
7.2 The contractor shall provide a preliminary work schedule with their bid package showing how they intend to meet the delivery date.
7.3 The contractor must have a minimum of 8 years of experience fabricating stainless steel pressure vessels in accordance with ASME Boiler and Pressure Vessel Code, Section VIII, Division 1. Documentation of original certification date and current certification required.
7.4 The contractor is required to submit with their bid package a current copy of their
“Certificate of Authorization” from the ASME Boiler and Pressure Vessel Code committed to perform the work per this specification.
7.5 The contractor is required to submit with their bid package their Quality Control manual/instruction for performing work per this specification.
8. GENERAL FABRICATION REQUIREMENTS
8.1 WELDING: All welded fluid boundaries shall be in accordance with ASME Boiler and
Pressure Vessel Code, Section VIII, Division 1 and AWS D1.1 (Structural Welding Code) as appropriate. Records of qualification shall be available for review upon request.

8.2 LIFTING ATTACHMENT FABRICATION: Demineralizer integral attachments used for lifting must meet the design and testing requirements of ANSI N14.6-1993. The exception provided in UHA-51(d)(1) allowed by ASME Boiler and Pressure Vessel Code, Section VIII, Division 1 is not authorized to be invoked for Drawing M-1217, REV C, PC 10 material.
8.3 HYDROSTATIC TESTING: Prior to performing hydrostatic testing, all radiographic film, including film that showed defects which were repaired, a shooting sketch/weld map and a radiograph review form shall be submitted to PSNS & IMF for acceptance per Drawing M- 1217, REV C, General Notes N1.D and N1.E.
PSNS & IMF shall have 10 working days to evaluate and provide acceptance. Once acceptance has been obtained, hydrostatic testing can be performed.
8.4 LIFTING ATTACHMENT LOAD TESTING (PRIOR TO LOAD TESTING): Contractor shall provide PSNS & IMF a load test plan and Non-Destructive Test procedure for review and acceptance prior to performing load testing per Drawing M-1217, REV C, Note T5.C.
PSNS & IMF shall have 10 working days to evaluate and provide acceptance. Once acceptance has been obtained, lift lug pull testing can be performed.
9. DETAILS FOR DELIVERABLES PRIOR TO VESSEL SHIPMENT TO PSNS&IMF AND
EXAMINATION AT DESTINATION
9.1 All material test reports for all starting materials shall be provided to PSNS & IMF prior to shipment per Drawing M-1217, REV C, Note M12.
9.2 Ten days prior to shipment of completed demineralizers to PSNS & IMF, the contractor shall provide certified reports for each completed demineralizer as specified in Drawing M- 1217, REV C, Note C2.
9.3 Prior to shipment the Contractor shall provide items per Drawing M-1217, REV C Notes, N1.G, N3, N4, N5, N6 for lift lug inspections (visual and liquid penetrant).
9.4 EXAMINATION AT DESTINATION: Following receipt of demineralizers at PSNS&IMF, PSNS&IMF will provide acceptance of final product upon completion of inspection.
Examination at destination shall consist of inspection for damage in shipment, verification of quantities and any visual inspection deemed necessary by the receiving activity to verify tanks received conform to the requirements of this specification.
10. DOCUMENT CONTROL: Any changes or deviation to the requirements of this specification and Drawing M-1217, REV C requires prior approval of Code 2380.2.
Changes will be made by the Contracting Officer via a contract modification.
