Statement of Work Live Broadcast Video recording system upgrade for Puget Sound Naval Shipyard and Intermediate
Maintenance Facility (PSNS&IMF) Emergency Control Center (ECC).
REFERENCE: NAVSEA S9211-05-MMA-000/(C) Chapter 11.
1. BACKGROUND: The current live broadcast recording hardware/software in the ECC is reaching the end of its service life and requires an upgrade in order to continue to provide adequate, timely public information to the Shipyard Commander during emergency situations.
2. SCOPE: The proposed system upgrade will improve the Emergency Control Center’s Snap Stream System by providing High Definition (HD) recording and playback of recorded content. Plan also calls for current server hardware upgrade with a new six channel 8 Terabyte (TB) server, two 4 channel encoders to support the six channels, and a Cisco 10 Port GigaBit managed switch to allow multiple media monitoring computers to be connected to the server.
3. DELIVERABLE ITEMS: The system would consist of:
A. Live Broadcast Video Recording HD Server:
a. Ability to record 6 Internet Protocol (IP) streams, search, and clip TV over a
Local Area Network (LAN)
b. 8TB usable space - Redundant Array of Independent Disks 6 (RAID 6) Serial Advanced
Technology Attachment (SATA) Drives
c. Mirrored Solid State Drive OS/boot drives
d. 920W dual-redundant power supplies
e. Rack height 2u -Server-class SAS storage backplane, failure indicators, and chassis cooling
f. Windows Server 2016
B. Component Encoders:
a. Takes in 4 Component high-definition signals and outputs as
IP streams with closed captioning pass-through C. On Site Installation
a. Installation and Configuration of new System
b. Annual maintenance support agreement
4. QUALITY ASSURANCE REQUIREMENTS:
Operational test of equipment to verify all inputs are able function as designed. Software function will be tested with all inputs. Service agreement to troubleshoot and repair if the system fails or does not operate as intended.

5. SECURITY REQUIREMENTS:
Contractors must be U.S. Citizens in order to be issued a green access badge for access to the
Emergency Control Center. Contractors that are unable to prove citizenship (birth certificate, passport) will not be allowed access to the Base or ECC. Contractors will be escorted the entire time they are working in the controlled space. Shipyard work hours are 0720-1602 Monday-Friday. Extended hours can be accommodated if necessary to reduce number of installation days/travel time. A security plan will be in place and contractors will be briefed prior to entry. Cell phones and portable electronic devices are prohibited in the work space. Contractor computer equipment requires inspection from Shipyard Code
109 to verify cameras/wifi/Bluetooth are disabled. Notify sponsor if a computer is necessary so an appointment can be made with Code 109.
6. TRAVEL REQUIREMENTS:
The Emergency Control Center is located within Naval Base Kitsap-Bremerton in Building 900, fourth floor, room 414, Bremerton, Washington.
